
The commemorative speech by comrade Ngon Ngoc Khue, Secretary of Muong Lay Town Party Committee, stated: From 1909 to 1993, Muong Lay was the capital of the old Lai Chau province, with an important position in terms of national defense and security, and was the center and cultural cradle of the Thai people and the White Thai branch in the Northwest. On December 12, 1953, the capital of Lai Chau and Chau Lai district were liberated. On this occasion, Uncle Ho sent a letter of encouragement and advice to the people and cadres of Lai Chau. Since then, through many moves and incidents, the people of all ethnic groups in Muong Lay town have still absorbed Uncle Ho's teachings, united, together overcoming difficulties and challenges, developing the economy , and building their homeland.

From 2006-2016, the town entered a new phase with many challenges but also new opportunities: "Implementing the resettlement of the Son La hydropower project - building and reconstructing a new urban area". Officials, party members, and people of all walks of life unanimously responded and actively implemented with the spirit of "All for the future electricity of the Fatherland". As a result, 4,343 households were relocated; 5/5 resettlement area planning was completed; 1,053 resettlement compensation and support plans were approved. The town was invested in spacious and synchronous infrastructure, and people's lives were increasingly stable.
By 2023, the average income will reach 37.2 million VND/person/year. Total food output will reach 3,865.02 tons; shifting the production structure in agriculture towards commodity production, production of products serving tourism and urban consumption needs. In 2017, Lay Nua commune was recognized by the Provincial People's Committee as meeting new rural standards (completed 3 years ahead of the Resolution's target) and by 2022, Lay Nua commune will be the first unit in Dien Bien province to meet advanced new rural standards; 4 villages have been recognized as model villages.

From 7 Party cells and 72 Party members at the time of its establishment, the Town Party Committee now has 35 Party cells and affiliated Party Committees, 68 Party cells affiliated to grassroots Party Committees, with 1,220 Party members. The political system at all levels operates synchronously. The government apparatus is organized in a streamlined, effective and efficient manner.
In recognition of the achievements over the past 70 years, the Party Committee, government, armed forces and people of all ethnic groups in Muong Lay town have been honored to receive many noble awards from the Party, the State, the Government and the province such as: Third, Second and First Class Labor Medals along with many other flags and Certificates of Merit... Promoting tradition, Muong Lay launched an emulation movement, with the determination to "Implement the arrangement of district-level administrative units, expand administrative boundaries to increase the scale of the town, gradually meeting the criteria of a type IV urban area".

Speaking at the ceremony, Standing Deputy Secretary of the Provincial Party Committee Mua A Son acknowledged and praised the achievements from the efforts, solidarity, creativity and overcoming difficulties of generations of cadres, party members, armed forces and people of the town in the past time. The Standing Deputy Secretary of the Provincial Party Committee requested the Party Committee, government, armed forces and people of the town to continue to promote the revolutionary tradition, strive to successfully implement the goals and tasks of the Resolutions of the Party Congresses at all levels, especially the Resolution of the 14th Town Party Congress. In particular, he emphasized 6 key tasks related to Party building, developing the spearhead economy of "trade, tourism and services" associated with promoting the cultural identity of the White Thai people; arranging the town's administrative units for the period 2023 - 2025; ensuring good political security, social order and safety.
On this occasion, the Provincial People's Committee awarded Certificates of Merit to 2 collectives and 5 individuals; the Town People's Committee commended 5 collectives and 10 individuals for their outstanding achievements in the emulation movement to celebrate the 70th anniversary of the town's liberation.
