"Absolutely do not allow candidates to bring phones or information technology devices into the exam room" is one of the requirements set by the Prime Minister in organizing this year's exam.
“No mistakes, negativity, or violations of regulations; absolutely no candidates are allowed to bring phones or information technology devices into the examination room” is one of the requirements clearly stated by the Prime Minister in Directive No. 15/CT-TTg on strengthening direction and coordination in organizing the High School Graduation Exam and university and vocational education admissions in 2024.
Difficult task
Speaking at a recent online meeting with the High School Graduation Exam Steering Committee of 63 provinces and cities across the country, Deputy Minister of Education and Training Pham Ngoc Thuong - Head of the National Steering Committee for the 2024 High School Graduation Exam emphasized that this is a new point in the Prime Minister's direction for this year's exam, a very difficult task for teachers, but the entire industry and forces participating in organizing the exam must make efforts to carry it out.
As a difficult task, preventing cheating on exams using high-tech devices is also an issue that localities pay special attention to in preparing for this year's exam, especially in the context of previous years when candidates brought phones into the exam room and took pictures of the exam papers and sent them outside. Many localities have invited the police force to train the team of exam invigilators.
According to Deputy Director of the Department of Education and Training of Yen Bai province To Thi Anh, the department has coordinated with the provincial police to organize training on the implementation of tasks of university and college entrance examinations and admissions in 2024 for 100% of principals and directors of centers; vice principals and vice directors in charge of examinations; officers in charge of examination management software; leaders and officers of relevant departments of the provincial police; officers in charge of examinations of police in districts, towns and cities.
The training content not only covers the regulations, exam organization procedures, new points of the exam, and enrollment work in 2024, but also provides information and warnings about high-tech cheating devices; shares experiences, security requirements, and high-tech cheating prevention to ensure exams take place safely and seriously.
In Da Nang, Director of the Department of Education and Training Le Thi Bich Thuan also said that the department has proactively coordinated with the city police to strengthen the prevention and effective fight against the use of high technology to cheat in exams.
In Quang Ninh, the locality has reviewed and mobilized residents near the exam site to limit the use of wifi on exam day, to avoid candidates bringing devices into the exam room, connecting to the internet and taking pictures of the exam questions.
Hanoi has also invited security forces to train nearly 600 officials and teachers on inspection and examination techniques for the high school graduation exam. Hanoi City Police provided information about devices often disguised as buttons, ATM cards, bracelets, rings, watches, eyeglasses, etc. that can be brought into the exam room for cheating; unusual signs of candidates during the exam; ways to identify and prevent the use of technical means that can be used to cheat in exams...
Strengthen propaganda and strict handling
According to Director of the Department of Education and Training Tran The Cuong, all officials and teachers participating in the exam have been warned about high-tech cheating devices, shared experiences, security requirements, and high-tech cheating prevention to ensure the exams take place safely and seriously.
According to Mr. Cuong, although thorough training and preparation have been conducted, "absolutely not allowing candidates to bring phones or information technology devices into the exam room" is still a challenging task.
Director of the Department of Education and Training Tran The Cuong expressed concern that the capacity of exam supervisors is not sufficient to check and control sophisticated high-tech cheating devices. Accordingly, to minimize risks, Mr. Cuong suggested that the Ministry of Education and Training regulate or suggest a list of handheld calculators allowed in the exam room to help exam supervisors easily check and control. Mr. Cuong also suggested that the Ministry of Public Security have a plan to guide security at exam sites in checking and controlling sophisticated high-tech cheating devices, or have specific training for exam supervisors at exam sites.
This is also the concern of Ms. Nguyen Thi Hanh, Vice Chairwoman of the People's Committee of Quang Ninh Province. According to Ms. Hanh, although exam supervisors have been trained, there are still potential risks when many high-tech devices for cheating appear. "The exam will take place in a few days, but during this time, new devices may appear. We hope that the Ministry of Public Security will continuously update the information so that exam supervisors can grasp it," Ms. Hanh suggested.
Affirming that the whole country is ready to organize the exam safely and seriously, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the spirit of not being negligent or subjective in organizing the exam.
Sharing the concerns and worries of localities, Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that in the context of current technological development, it is inevitable that more and more sophisticated devices will appear, not only serving exam cheating but also for many other activities. And, over the years, this has always been one of the issues that exam steering committees at all levels have paid special attention to, carefully implementing from the preparation stage, including effective coordination with the police force.
Emphasizing the importance of prevention, identification, and containment, with special attention to the human factor, the Deputy Minister suggested that localities, in addition to training exam invigilators, should step up communication work so that candidates clearly understand the seriousness of being discovered cheating and strictly handle cases of intentional violations.
Also according to Deputy Minister Pham Ngoc Thuong, the Ministry of Public Security and the police of 63 provinces/cities are closely coordinating with the education sector to do a good job of preventing cheating in exams using high-tech devices in this year's High School Graduation Exam./.
