Understanding the requirements and purposes of building "4-good Party cells" and "4-good grassroots Party organizations" in contributing to building a clean and strong Party in all aspects, grassroots Party organizations in the area are implementing them systematically and scientifically, creating a vibrant competitive atmosphere, with more and more good models and creative ways of doing things appearing. Thereby, gradually creating a strong change in improving the leadership capacity, fighting strength of grassroots Party organizations and the quality of cadres and Party members, meeting the requirements of tasks in the new situation.
Exciting competition
Ly Thuong Kiet Quarter is located in the center of Quang Ha town (Hai Ha district), a large, densely populated quarter with 323 households and 1,231 people. This area has many people coming to trade, do business and live. The security and order situation is sometimes complicated.
In line with President Ho Chi Minh's teaching, "Party cells are the roots of the Party in the masses. If the Party cells are good, all Party policies will be well implemented and all work will progress continuously." Every year, the Party Cell of Ly Thuong Kiet area closely follows reality to issue resolutions and assign Party members to monitor the area to urge people to jointly carry out the task of socio-economic development, building cultural life and civilized urban lifestyle. Thanks to that, every year, the assigned targets in the Party Cell and the residential area are met and exceeded; the Party Cell always completes its tasks well. The number of Party members who complete their tasks well is 100%, of which 20% complete their tasks excellently; households with a good standard of living or higher is about 65%, there are no more poor or near-poor households; over 98% of households meet the standards of cultural families; the residential area has maintained the title of cultural residential area for 6 years. The political security situation, social order and safety are ensured. People's material and spiritual life is increasingly improved.
Implementing the model of "4 good Party cells", "4 good grassroots Party organizations" launched by the district, from the beginning of this year, the Party Cell of Ly Thuong Kiet area registered to implement the model of "4 good Party cells". Party Cell Secretary, Head of Ly Thuong Kiet area Nguyen Hong Quan, said: Starting to implement, the Party Cell has closely followed the criteria framework for evaluating "4 good Party cells" (Completing political tasks well; good quality of activities; good solidarity, good discipline; good cadres and party members); at the same time, based on the conditions and characteristics of the Party cell and the neighborhood, the Party Cell has developed a plan to specify the implementation criteria and regularly review and evaluate to promptly propose solutions to ensure progress and quality, especially key political tasks.
After 6 months of implementation, the Party members of the Party cell unanimously assessed that the Party cell has achieved the criteria of "4 Good Party Cell". The Party cell regularly directs the dissemination, study, research fully, seriously and concretize the directives, resolutions, programs and plans of the higher-level Party Committee; develops resolutions, programs, implementation plans and organizes effective implementation, successfully completing political targets and tasks. The Party cell also regularly leads and directs the innovation of leadership methods, improves the leadership capacity, fighting strength of the Party cell and the quality of the Party members; leads and performs well the inspection and supervision work; innovates the content of Party activities to ensure compliance with regulations and instructions of the higher level, suitable to the situation and characteristics of the Party cell; ensures the principles of democratic centralism, solidarity and unity; well implements the spirit of self-criticism and criticism, discussion, and participation in contributing ideas to ensure practicality and focus...
In the first 6 months of the year, the Party Cell admitted 1 party member, reaching 100% of the annual target; conducted an inspection of party members implementing Regulation 109 of the Secretariat with 2 party members reaching 100% of the plan; promptly reviewed and resolved urgent issues arising at the grassroots level, did not let cases backlog, did not let complicated complaints involving large numbers of people and go beyond the level. The Party Cell maintained and strictly implemented the regular meeting regime on the 3rd of every month; held 2 thematic Party Cell meetings; fully and qualitatively held Party Committee meetings; monthly Party Cell meetings were assessed as being of good quality. Party members and cadres have good political ideology, ethics, and lifestyles, and regularly promote the study and following of Ho Chi Minh's ideology, ethics, and style.
Comrade Nguyen Tien Duc, Secretary of the Party Committee of Quang Ha town (Hai Ha district) said: Through understanding the implementation of the model "4 Good Party Cell" in the Ly Thuong Kiet area Party Cell, it is initially seen that this model has achieved many positive results, creating a vibrant competitive atmosphere in the Party Cell, among cadres and Party members of the Party Cell to complete the task. The effectiveness of the model has significantly contributed to preventing and repelling the degradation of political ideology, ethics, lifestyle, "self-evolution", "self-transformation" among cadres and Party members, and strengthening the people's trust in the Party. These are the solid foundations for the Party Cell to successfully carry out the task of Party building in 2024 and the following years.
Along with Ly Thuong Kiet Party Cell, the emulation to build the model of "4-good Party Cell", "4-good grassroots Party Committee" is being vigorously implemented in branches and Party Committees throughout the province. With good and creative ways of doing things of grassroots Party organizations, it contributes to creating clear changes in Party building and rectification, pushing back the degradation of political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party; consolidating and strengthening people's trust in the leadership of the Party.
Replicating the "4 Good" model
On May 19, 2024, the Provincial Party Committee's Organizing Committee issued Instruction No. 05-HD/BTCTU on guiding the criteria framework for building and implementing the model of "4-good Party Cells" and "4-good Grassroots Party Committees". Before the province's instruction, many subordinate Party Committees took the lead in launching the implementation of the model of "4-good Party Cells" and "4-good Grassroots Party Committees" to implement in the area, typically in Tien Yen district and Hai Ha district.
Through monitoring and grasping the situation, basically up to now, the grassroots party cells and committees have deployed and gradually put it into practice. According to the Head of the Organizing Committee of Hai Ha District Party Committee, regarding the implementation of the model of "4-good Party Cell", "4-good Grassroots Party Committee", the majority of grassroots party organizations highly agree with this model because it accurately assesses the practical situation at the grassroots level, creating the best conditions for educating party members in the current situation. In addition, by evaluating and classifying according to the "4-good" criteria, localities have a basis to evaluate the quality of party members and party organizations more seriously. On the basis of implementing the model's criteria, party committees at all levels have paid more attention to improving the quality of party cell activities; focusing on the evaluation and classification of the quality of grassroots party organizations and party members; at the same time, concretizing the criteria in a practical direction, close to the requirements of political tasks and party building work.
From the criteria framework guidelines of the Provincial Party Committee's Organizing Committee, grassroots Party organizations have concretized each specific content, close to reality in localities and units to effectively implement the model of "4 good Party cells" and "4 good grassroots Party organizations".
Head of the Organizing Committee of Tien Yen District Party Committee Nguyen Cao Khai said: The district has promoted propaganda, dissemination and implementation of the model of "4-good Party Cells" and "4-good Grassroots Party Committees". Thereby, raising awareness and action of Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations from the district to the grassroots level. The emulation movement to build "4-good Party Cells" and "4-good Grassroots Party Committees" has created a new momentum in Party organizations and Party members throughout the district. The district clearly identified that the implementation of the model of "4-good Party Cells" and "4-good Grassroots Party Committees" must be widely and regularly deployed throughout the Party cells and Party Committees; the content must be focused, specific, easy to remember, easy to understand, easy to implement, easy to check, monitor and evaluate the results; ensure practicality, effectiveness, solidity, and suitability to the actual situation of each party organization and party member in order to promote the collective strength in implementing the political goals and tasks of the unit and locality.
To facilitate the implementation of these models, currently, the Party Committees under the province direct the development of plans, assign comrades in the Standing Committee, members of the Party Committees at the district level to attend activities at the branches and grassroots Party Committees; proactively monitor, guide, urge, inspect, and supervise Party organizations to effectively implement the models of "4-good Party Cells" and "4-good Grassroots Party Committees". The superior Party Committees strengthen the direction, guidance, and inspection of the implementation of the models for the affiliated branches and grassroots Party Committees.
The construction of "4-good Party cells" and "4-good grassroots Party organizations" will be implemented throughout the province from 2024 onwards. The results of implementing "4-good Party cells" and "4-good grassroots Party organizations" are the basis for reviewing, evaluating, and classifying Party cells and grassroots Party organizations that meet the criteria of "Excellently completing tasks" and giving annual rewards. This is also one of the important, practical, and specific solutions to contribute to continuing to create strong changes in improving the leadership capacity, fighting strength of grassroots Party organizations and the quality of Party members, contributing to Party building and rectification; building a clean and strong grassroots political system, a contingent of cadres and Party members with firm political will, capacity, qualities, and prestige, strengthening and consolidating people's trust in the Party. At the same time, the implementation of the model also aims to encourage and motivate party organizations and party members to promote initiative and creativity in leadership and direction in implementing political tasks; improve the quality of life; strengthen and promote the spirit of solidarity, discipline and order; and promote the role and responsibility of setting an example for cadres and party members, especially leaders.
