Recently, on the coastal road connecting Sam Son city - Nghi Son Economic Zone, 5 intersections have been opened to serve the construction of the Technical Infrastructure Project of Sam Son City Administrative Center and the Investment Project to build the Thanh Hoa - Sam Son landscape axis road.
The opening point at the Technical Infrastructure Project of the Sam Son City Administrative Center had all the curbstone and pavement stones of the coastal road project stripped off by the construction unit.
Actual records show that at the location of the 2 projects (near the headquarters of the People's Committee of Sam Son city), there are 5 openings, all the pavement stones, curbs, and tree beds have been removed by the construction unit to make roads for vehicles to enter and exit the construction site, serving the leveling and construction of Rao bridge.
It is known that the authorities have not yet granted permission to connect to the coastal road for these two projects in accordance with legal regulations.
On April 10, 2024, Road Management and Construction Joint Stock Company 1 (the coastal route management unit) made a record of the current status of 5 points of opening level crossings onto the coastal road without a construction permit from the Thanh Hoa Department of Transport.
At the same time, the investor is required to stop construction, return the site to its original state and complete the procedures to apply for a connection permit.
To construct Rao Bridge, the investor arbitrarily opened a path to transport materials without a construction permit from the Department of Transport.
However, in recent days, the leveling and construction work at these two projects has been going on normally. Vehicles still enter and exit the construction site, and even the traffic safety work on the route is still sketchy, with no warning signs or reflective tapes to warn road users.
Mr. Ngo Quang Ngoc, Deputy Head of Infrastructure Department, Sam Son City Construction Investment Project Management Board said: "Regarding items such as sidewalks, lighting, and trees of the coastal road project, they have been handed over to Sam Son City for management.
When implementing the project, Sam Son city sent a document to the Department of Transport requesting to connect to the intersection at Rao bridge (part of the Thanh Hoa - Sam Son landscape axis road construction investment project) and was approved for the design and traffic organization plan at the intersection.
The 4 openings at the Technical Infrastructure Project of the Sam Son City Administrative Center do not need permission because they only "connect to the sidewalk", not related to the road".
Statistics show that up to 5 opening points of 2 projects have not been granted connection licenses by authorities.
When asked if the investor will restore the original condition of the sidewalk for the coastal road project after completing the construction of the Technical Infrastructure Project of the Sam Son City Administrative Center, Mr. Ngoc said: "We will complete the procedures to request connection according to regulations."
Regarding this issue, Mr. Pham Van Tuan, Deputy Director of Thanh Hoa Department of Transport, said that the Department has just approved the design and traffic organization plan connecting the intersection of the Thanh Hoa - Sam Son landscape axis road project to the coastal road at Km3+280 (crossroads).
At the openings at Km2+150, Km2+435, Km2+580, Km2+680 (off-route) in Quang Vinh ward, Sam Son city, the competent authority has not approved and granted construction permits according to regulations.
Currently, the Thanh Hoa Department of Transport has sent a document to the People's Committee of Sam Son city directing the Construction Investment Project Management Board to stop construction and restore the original condition of the road.
"We will re-inspect. If construction is still going on without connection, we will ask the Traffic Inspectorate to handle it according to regulations," Mr. Tuan added.
The project to invest in the construction of technical infrastructure works of the Sam Son City Administrative Center has a total investment of more than 363 billion VND, invested by the People's Committee of Sam Son City.
The project implementation period is no more than 4 years (2021-2024). The joint venture of Truong Phat Investment and Construction Consulting Joint Stock Company - Khanh Linh Construction Investment and Consulting Company Limited - Minh Tuan Construction Investment Joint Stock Company - Ha Nam Technical Infrastructure Development and Construction Joint Stock Company will carry out the construction. The supervising consultant is Thang Long Construction Investment Consulting Joint Stock Company.
In this project, there are 4 intersections designed in the form of conventional connecting curves with connecting radius ensuring standard, ensuring convenient traffic, the road surface structure at the intersection is similar to the road surface structure on the route.
The Thanh Hoa - Sam Son landscape axis road construction investment project has a total investment of more than 631.8 billion VND, invested by the Sam Son City Construction Investment Project Management Board (project implementation period 2022-2025).
The joint venture of contractors includes: Hung Phat Construction Joint Stock Company - IDC Dong Duong Joint Stock Company - Hung Phong Construction and Tourism Company Limited - Khanh Hung Construction Company Limited - Truong Phuc Construction and Trading Joint Stock Company. The supervising consultant is Dong Bac Joint Stock Company.
According to the design, there are 2 level intersections on the route. Of which, the intersection at Km0+968 (connecting with Rao bridge) intersects with the coastal road section Sam Son - Quang Xuong at Km3+280, designed as a roundabout, with a central roundabout with a radius of 20m.
