Additional options for the construction of a second airport in the capital

The Hanoi Institute of Construction Planning has added a plan for the city's second airport to the north of the Northwest Expressway - National Highway 5, in five communes of Phu Xuyen and Ung Hoa districts.

The information was presented at the consultation conference on the orientation of the Hanoi Capital Master Plan to 2045, with a vision to 2065, last weekend. Accordingly, in addition to the two airport location options approved in principle by the City People's Council in July, the Hanoi Institute of Urban Planning (the unit in charge of adjusting the capital's master plan) proposed a second airport option in the South.

Specifically, the proposed location for the second airport is located north of the Northwest Expressway - National Highway 5, in Tan Dan and Chuyen My communes (Phu Xuyen district) and Dong Tan, Minh Duc and Trung Tu communes (Ung Hoa district) (option 2A). The area planned for the second airport will occupy about 1,700 hectares of land.

Option 2A has a location that is almost identical to Option 2B (located in Dong Tan, Minh Duc, Tram Long, Kim Duong, Hoa Lam communes, Ung Hoa district) which was previously submitted to the City People's Council. Therefore, both options have advantages and disadvantages. The location according to Option 2A or 2B is on the southern spatial axis, helping to connect the central urban area; connecting the satellite urban area of ​​Phu Xuyen, which is an industrial urban area, a traffic hub and a transit point for goods, creating a driving force for the development of the southern region.

However, if built at the above location, it is necessary to raise the southern economic axis to the highway to serve the connection to the second airport and add an urban railway line connecting Ha Dong station to the airport (about 32 km). In addition, building the airport can cause noise impacts to the complex of historical relics and national special landscapes of Huong Son (Huong pagoda).

Option 1 previously proposed a location in Tan Uoc, Thanh Van (Thanh Oai) and Tien Phong, Tan Minh (Thuong Tin) communes with an area of ​​about 1,300 hectares. The advantage of this option is that it is close to the city center, about 20-30 km, near Phap Van - Cau Gie expressway, National Highway 1A, National Highway 21B, and Ring Road 4. However, if this option is chosen, it will be necessary to clear the land of about 5,000 people and more than 52 hectares of village land in Thanh Van commune (Thanh Oai).

The master plan for the national airport system with 30 ports by 2030 and the formation of 33 ports by 2050 was announced in July. The Hanoi Capital Region plans to add a second domestic port to support Noi Bai airport when it reaches a scale of about 100 million passengers per year, meeting the goal of forming two regional-scale international transit hubs in the Hanoi and Ho Chi Minh City regions.

Former Deputy Minister of Construction Tran Ngoc Chinh said that Hanoi is the capital of a country of 100 million people, and the population according to the adjusted master plan will also increase to 12-13 million, so the construction of a second airport is necessary. However, building an airport with an area of ​​up to 1,300-1,500 hectares must be planned from now to preserve land, because in just 5 years the southern region will no longer have land to build.

Sharing the same view, Chairman of the Vietnam Association of Architects Phan Dang Son suggested that in the project to adjust the general planning of the capital, it is necessary to specifically and precisely determine the location of the second airport. According to Mr. Son, there will certainly be different opinions, even disagreements about the airport planning, but we must be determined because this is a policy that has been agreed upon by the Central Government and the Ministry of Transport.

According to the plan, the overall adjustment project of the Hanoi Capital Construction Master Plan to 2045 and vision to 2065 will be reported to the Government in December and submitted to the National Assembly for consideration and comments at the mid-2024 session.
