On the morning of August 27, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a special Government meeting on law-making to review and comment on three draft laws: the draft Law on Management and Investment of State Capital in Enterprises (amended); the draft Law on Teachers; and the draft Law on Digital Technology Industry.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested ministries, branches, agencies and localities to review the targets set by the 13th National Party Congress. Targets that have been done well need to be improved, targets that have not been done well need to be improved, and targets that are difficult to achieve need to have breakthrough solutions.
The Prime Minister stated that we must prepare documents and papers as assigned by the Central Government. The Government must complete the Special Report on Socio-Economics and the 10-Year Socio-Economic Development Strategy.
Recently, the Government held a meeting to prepare for the assessment of the socio-economic situation in 2024 and propose solutions for 2025; therefore, we hope that Government members will take the time to provide comments to relevant agencies to complete the Socio-Economic Development Project, including the assessment of the socio-economic situation in 2024, directions, tasks, and solutions for socio-economic development in 2025 - the year ending the 2021-2026 term of the 13th National Party Congress.

The Prime Minister noted the assessment of the context in 2024; clearly identifying external and internal impacts on the country's socio-economic development.
The Prime Minister requested to pay attention to the context and policy responses of ministries and ministerial-level agencies related to their functions, tasks and authorities; and organize the implementation of tasks and solutions identified by the Central Government and assigned by the National Assembly.
The Prime Minister stated that we see that the efforts of the Government under the leadership of the Party are very important. The goals and targets set for 2024, namely stabilizing the macro-economy, controlling inflation, promoting growth, ensuring major balances, controlling public debt, budget deficit, government debt, etc., have been basically achieved.
Besides, there are many limitations and shortcomings; some have not been achieved due to internal reasons, some due to external reasons, some due to internal reasons of the economy.

Therefore, it is necessary to analyze what is different and new in 2025 compared to 2024, from which to have appropriate directions, tasks and solutions to promote the goals set by the 13th National Party Congress.
The Prime Minister affirmed that this meeting shows that the Government is interested in, directing and leading one of the three strategic breakthroughs, which is institutions, because institutions are the resources and driving force, mobilizing all resources of society for development. Recently, we have actively removed the institutional barriers, some have been renewed, some have been adjusted and supplemented, and many have been removed obstacles.
The Prime Minister shared that our work of forecasting and building laws is still limited, so when we issue many legal documents, some have not been put into practice, even causing difficulties for practice, so we must stick to practice, take practice as a measure, on the basis of removing, supplementing, and perfecting institutions to return to the right strategic breakthrough; we must change our thinking on building laws; current laws are too detailed, there are specific issues that we regulate by law, so they are not universal.

According to the Prime Minister, we need to rethink the work of law-making. What is ripe, clear, proven to be correct in practice, effectively implemented, and agreed by the majority, should be legalized; what is unclear, not ripe, and has many different opinions in practice, we should boldly pilot, learn from experience as we go, gradually expand, without perfectionism or haste; do not use a single incident to build a legal corridor.

The thinking of law-making must change in the direction of closely following reality and respecting objective reality; what is unclear should not be stipulated in the law; what is specific should be issued by subordinates. This work must be done with a roadmap and appropriate and effective steps.

The Prime Minister stated that this session will consider the draft. Law on Management and Investment of State Capital in Enterprises (amended). Accordingly, the Prime Minister raised the issue of how to manage and use capital, how to use capital? How should the State Capital Management Committee at Enterprises manage to truly have the authority to carry out this responsibility? This Law project needs to be resolved to mobilize resources because the total assets and finances of the State in state-owned enterprises are very large, so that state-owned enterprises are truly the steel fist, demonstrating the Party's policy on state economy, state-owned enterprises are truly the mainstay. This is a big and difficult issue that needs to be thought about. Previous generations of leaders have thought a lot.
We are inheriting the legacy of previous generations, but the situation has changed a lot, so we have to think about legalizing the management of state capital so that enterprises can be truly effective, how to manage so that state enterprises are responsible for preserving capital, developing capital, contributing to investment for national development, while we are still struggling and confused. Therefore, the Prime Minister believes that this process is not perfectionist, we should learn from experience while doing it, and we must untie the knots so that state enterprises are responsible according to the market rules of supply and demand, value, and competition, not by intervening through administrative measures. The Prime Minister hopes that members of the Government will spend time and their management experience to contribute to this issue.
Draft related issues Regarding the Law on Teachers, the Prime Minister said that we are increasingly perfecting the legal system related to this field, but the most pressing issue is improving the quality of teachers so that the teaching staff can feel their mission in the new development conditions.
In addition, there are also policies, regimes, and honoring teachers that need to be gradually studied, but the most important thing is to improve the quality of the team to meet the career of cultivating people. People are the most decisive factor to promote the strength of people as the center, subject, and driving force, which comes from the education system and educational institutions. Teachers must be the driving force and inspiration for students.
For draft Law on Digital Technology Industry, the Prime Minister clearly stated, we are entering the digital era, we cannot help but develop this, so what is the corridor to both develop and manage, for example digital technology, internet... because along with positive things, there will be positive things that require us to have solutions to strengthen management...
