The talks were chaired by Mr. Nguyen Dinh Khang, member of the Party Central Committee, President of the Vietnam General Confederation of Labor and Mr. Ulisses Guilarte de Nacimiento, member of the Politburo, member of the State Council, General Secretary of the CTC, Vice President of the World Federation of Trade Unions.

Welcoming the CTC high-ranking delegation to visit and work in Vietnam, Mr. Nguyen Dinh Khang expressed his belief that this visit of the delegation will contribute to consolidating and further tightening the traditional friendship, special solidarity, and comradely and brotherly affection between the two countries, the two trade union organizations and workers of the two countries.
The President of the Vietnam General Confederation of Labor expressed his delight at the important results that the Cuban people have achieved in implementing the resolutions of the 8th Congress of the Communist Party of Cuba, continuing the process of socio-economic updating, and shared the difficulties that Cuban workers are facing due to the impact of the blockade, economic embargo, the negative impact of the Covid-19 pandemic and the damage caused by natural disasters and fires.
Mr. Nguyen Dinh Khang emphasized: “We firmly believe that, with the resilient revolutionary spirit, bravery, wise leadership experience and great support from the Cuban people, progressive forces and international friends around the world, the Party, State and people of Cuba will overcome all difficulties and challenges, continue to achieve great achievements and develop more and more prosperously, the relationship between Vietnam and Cuba will become increasingly close. Vietnamese trade unions and workers will always unite and support you.”
At the meeting, the two sides updated and shared information on some outstanding activities of the workers' movements and trade unions of the two countries in recent times.
Accordingly, in 2023, Vietnam Trade Unions at all levels are focusing on striving to fulfill the highest goals and tasks set out in the Resolution of the 12th Congress of Vietnam Trade Union for the 2018-2023 term; effectively implementing the Resolution of the 13th National Party Congress and Resolution 02-NQ/TW, dated June 12, 2021 of the Politburo on "Innovation of organization and operation of Vietnam Trade Unions in the new situation".

Regarding the results of the implementation of the memorandum of understanding between the Vietnam General Confederation of Labor and CTC since September 2017, the two sides have coordinated to carry out 10 cooperation activities and delegation exchanges, including two online activities and four bilateral delegation exchanges at the high level of the two organizations; organized seminars to share experiences in developing union members and collective bargaining in the foreign-invested sector.
In the spirit of solidarity and sharing difficulties, within the resources allowed, the Vietnam General Confederation of Labor has provided equipment for the activities of the CTC such as tablets, office equipment, communication equipment, means of transport, etc.; approved the plan to organize a conference to share experiences in trade union activities, and organized a delegation to survey localities for the CTC delegates in 2023.
In addition to bilateral cooperation activities under the signed Memorandum of Understanding, the two sides also have close and effective cooperation activities at the multilateral level in their roles as members of the World Federation of Trade Unions, as well as in important international forums in which the trade union organizations of the two countries participate, such as the annual International Labour Conference (ILC) and the consultation mechanism at the United Nations Human Rights Council.
President of the Vietnam General Confederation of Labor Nguyen Dinh Khang hopes that in the coming time, the trade union organizations of the two countries will continue to effectively implement the contents of the Memorandum of Understanding on experience exchange and cooperation between the two sides that has been signed through specific and practical activities, contributing to tightening and deepening the special friendship and traditional cooperation between the trade union organizations of the two countries in the new situation.
At the meeting, CTC Secretary General Ulisses Guilarte de Nacimiento shared experiences about the labor movement in Cuba, the unit's activities at the Latin American Regional Office of the World Confederation of Trade Unions in Cuba and supported the World Confederation of Trade Unions to establish an ASEAN Regional Office in Vietnam.

Appreciating the solidarity, support and good cooperation from the Vietnam General Confederation of Labor in recent times, Mr. Ulisses Guilarte de Nacimiento also expressed his wish that the two sides continue to exchange delegations to enhance mutual understanding, learn from the practical activities of the Vietnam Trade Union, strengthen cooperation and have a unified voice at world forums.
On this occasion, the Presidium of the Vietnam General Confederation of Labor presented CTC with 30 Vinfast electric motorbikes made in Vietnam to serve their work and activities. Currently, the motorbikes are being transported by sea to Cuba by the delivery unit.
