This afternoon, November 14, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong chaired a working session with departments, branches, localities and the joint venture of investors of Hai Lang LNG project phase 1 to remove obstacles and promote project progress.
The report of the Provincial Economic Zone Management Board said that up to now, 6 central ministries and branches have sent written comments and the Provincial People's Committee has sent a written report explaining, accepting and completing the dossier to locally adjust the project's master plan to submit to the Ministry of Construction for appraisal and submit to the Prime Minister for consideration and approval. Regarding the feasibility study report, the consortium of investors has revised and completed the content and sent the dossier to the Department of Electricity and Renewable Energy, Ministry of Industry and Trade.
Regarding the environmental impact assessment report, the Energy Institute has completed the content according to the opinion of the Appraisal Council of the Ministry of Natural Resources and Environment. However, there are still missing decisions on approving the adjustment of the zoning plan, approving the adjustment of the investment policy and documents approving the location of waste dumping arising from site clearance, basic construction and the location of dumping dredged material at sea...; regarding the adjustment of the project investment policy, the consortium of investors has submitted documents according to regulations and up to now, departments, branches and the People's Committee of Hai Lang district have given their opinions, the Department of Planning and Investment is synthesizing.
The Hai Lang LNG Project Phase 1 is implemented by a consortium of investors including T&T Group (Vietnam) and Hanwha Energy Corporation - HEC, Korea Gas Corporation - KOGAS, and South Korea Electric Power Corporation - KOSPO (all from Korea). The project started in January 2022 in the Southeast Quang Tri Economic Zone in Hai An and Hai Ba communes, Hai Lang district. The project scale is expected to include the construction of the Hai Lang LNG Port Warehouse Center, phase 1 to receive liquefied gas tankers from 170,000 to 226,000 m3, with a capacity of 1.5 million tons of liquefied gas/year; Hai Lang Power Center, phase 1 with a power generation capacity of 1,500 MW. According to plan, the project will be put into commercial operation in 2026 - 2027. |
At the meeting, the representative of the investor consortium raised some difficulties and problems and proposed groups of issues to speed up the project progress. In particular, the investor consortium is currently making efforts to complete the documents on connecting the power grid to the national power system; applying for a license to exploit and use seawater; fire prevention and fighting design documents; agreeing on the location and detailed technical parameters of seaports, ports, wharves, shipping lanes, etc.
Regarding the adjustment of the investment policy and detailed construction planning at a scale of 1/500, the investor consortium requested the Provincial People's Committee to direct relevant departments and branches to promptly complete the collection of opinions, synthesize and issue documents for the investor to review, explain and edit the dossier.
Regarding the approval of the dossier for local adjustment of the zoning plan, adjustment of the detailed construction plan at a scale of 1/500 and adjustment of the investment policy, the investor consortium proposed to assign milestones for completion of the approval work to specific departments and branches to ensure progress. Based on the minutes of agreement on the location of the project's construction waste dumping site, the province is requested to issue a written approval soon.
In conclusion, the Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, requested the consortium of investors to soon set up a representative office in Quang Tri, arrange personnel to work directly and coordinate with the locality in the process of removing obstacles; urgently complete the dossier to adjust the detailed construction planning at a scale of 1/500 and send it to the Hai Lang District People's Committee for appraisal and approval; coordinate with the Department of Industry and Trade to study and consult with central ministries and branches in separating the separate factory part and the 500kV line connected separately in the feasibility study report to speed up the approval process of the factory part first, as a basis for implementing the next steps.
Request the investor consortium to urgently promote with partners to negotiate and sign LNG gas purchase and sale contracts to ensure the proposal of competitive electricity purchase and sale prices in order to soon complete project investment procedures, and strive to approve the feasibility study report in 2024.
The Standing Vice Chairman of the Provincial People's Committee assigned relevant departments, branches and localities according to their functions and tasks to actively coordinate with the professional department of the investor consortium to review, guide and complete the documents and procedures for project implementation.
In particular, the Provincial Economic Zone Management Board presides over and coordinates to urgently complete the appraisal work and submit to the Prime Minister for approval the local adjustment of the General Construction Plan for the Southeast Economic Zone; Hai Lang district proactively carries out the procedures related to the project in advance according to its authority and coordinates with the investor consortium in the process of site clearance for project implementation.
