The Government's report on the results, difficulties, and obstacles in the implementation of the three national target programs, presented by Minister of Planning and Investment Nguyen Chi Dung, clearly states: In order to promptly resolve obstacles and difficulties related to the application of regulations of some specialized laws, the Government submits to the Standing Committee of the National Assembly for consideration and presentation to the National Assembly of additional policy solutions to create favorable conditions for localities in the implementation process.
Minister of Planning and Investment Nguyen Chi Dung presented a report on the results and difficulties encountered in the implementation of three national target programs during the 2021-2023 period.
Minister Nguyen Chi Dung stated that five groups of solutions have been proposed: Regarding the authority to decide on the procedures, criteria, and application forms for selecting projects and models to support production development; using state budget funds to support the lead organizations (enterprises, cooperatives), and groups of households in implementing production development and managing assets formed after support; assigning a list of small-scale, technically uncomplicated projects and works to be implemented under a special mechanism in the allocation of medium-term public investment plans; allocating annual budget estimates for recurrent expenditures from the central budget; and establishing a mechanism for entrusting state budget funds through the banking system to support the implementation of national target programs.

The report, presented by the Chairman of the National Assembly's Ethnic Council , Y Thanh Hà Niê Kđăm, outlines the Government's proposed solutions and specific mechanisms to overcome difficulties and obstacles and accelerate the implementation of national target programs. Accordingly, the Supervisory Delegation unanimously agreed on the necessity for the Government to submit to the National Assembly for consideration and promulgation several specific solutions and policies to remove obstacles and facilitate localities in accelerating the implementation of national target programs, prioritizing the interests of the people. This is especially important given the relatively low disbursement rate of state budget funds for these programs, the limited remaining implementation time, and the difficult living conditions of the people – the beneficiaries.
Regarding the implementation timeline, the Supervisory Delegation agreed with the Government's proposal to only apply the regulations until the end of 2025 to align with the implementation timelines of national target programs. Afterward, based on an assessment of the program's implementation results, the Government will report to the National Assembly for consideration and decision on implementation in the next phase.
