The Government's report on the implementation results, difficulties and obstacles in the implementation of the three National Target Programs, presented by Minister of Planning and Investment Nguyen Chi Dung, stated: In order to promptly remove obstacles and difficulties related to the application of regulations of a number of specialized laws, the Government submitted to the National Assembly Standing Committee for consideration and submission to the National Assembly for additional policy solutions to create favorable conditions for localities in the implementation process.
Minister of Planning and Investment Nguyen Chi Dung presented a report on implementation results and difficulties in implementing 3 national target programs in the 2021-2023 period.
Minister Nguyen Chi Dung said that there are 5 groups of proposed solutions: Regarding the authority to decide on the order, procedures, criteria, and sample documents for selecting projects and models to support production development; using the state budget to support the chair of the association (enterprises, cooperatives), groups of households implementing production development and the management of assets formed after support; assigning a list of small-scale projects and works with non-complicated techniques to be implemented according to a specific mechanism in assigning medium-term public investment plans; Assigning annual central budget estimates for career expenses; Mechanism to entrust state budget capital through the banking system to support the implementation of national target programs.

The report on proposals and solutions to the Government's recommendations on specific solutions and mechanisms to remove difficulties and obstacles, and accelerate the implementation of national target programs was presented by Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam. Accordingly, the Supervisory Delegation highly agreed on the necessity for the Government to submit to the National Assembly for consideration and promulgation of a number of specific solutions and policies to remove obstacles and facilitate localities to accelerate the implementation of national target programs with the aim of putting the interests of the people first in the context that the disbursement rate of state budget capital for these programs is still relatively low and the remaining implementation time is not much, while the lives of the people - the beneficiaries - still face many difficulties.
Regarding the implementation period, the Supervisory Delegation agreed with the Government's proposal to only apply the regulation until the end of 2025 to match the implementation period of the National Target Programs. After that, based on the assessment of the results of the implementation of the Programs, the Government will report to the National Assembly for consideration and decision on implementation in the next phase.
