Over the past years, the Ninh Binh City Party Committee has done a good job of organizing the dissemination of Resolution No. 25-NQ/TW and Conclusion No. 43-KL/TW, and documents on mass mobilization work. The entire city organized 407 conferences with the participation of 21,377 cadres, party members, union members, and association members. Organized 133 conferences, training, and coaching on mass mobilization work for 27,554 mass mobilization cadres. The City Party Committee issued many documents to specify Resolution 25 and Conclusion No. 43.
Party building work; preventing and combating corruption and negativity; and combating wrong views and arguments have been strengthened. Mass mobilization work of State administrative agencies, activities of the Vietnam Fatherland Front and socio-political organizations; public reception work, handling of petitions, reflections and recommendations of voters and people have been innovated and strengthened.
In the period 2013 - 2022, the whole city received over 4,900 citizens, received over 3,750 petitions, resolved 389/392 petitions under its authority, reaching a rate of 99.2%. Some complicated and prolonged cases were coordinated through public dialogue, mobilization, persuasion, and final resolution.
After 10 years of implementing Resolution No. 25 and 5 years of implementing Conclusion No. 43, Party committees and organizations from the city to the grassroots level have enhanced innovation in leadership and direction methods for implementing mass mobilization work, focusing on the grassroots level; focusing on directing the grasp and resolution of urgent issues of the people; paying attention to the work of inspection, evaluation, preliminary and final review of the implementation of policies and resolutions on mass mobilization work.
The mass mobilization work of the ruling system has been innovated and achieved practical results. Awareness of the role, position, importance and responsibility of organizations in the political system in carrying out mass mobilization work has been raised.
The government's mass mobilization work has seen clear changes. Governments at all levels have promoted administrative procedure reform, implemented the Democratic Charter, improved the spirit and attitude of serving the people; strengthened the prevention and fight against corruption and negativity; and promoted the role of the armed forces in mass mobilization work.
The City Party Committee's Mass Mobilization Committee, the Fatherland Front and socio-political organizations at all levels have been strengthened and improved; the city has built 110 skillful mass mobilization models. Strengthening propaganda and mobilizing people to actively participate in Party building and building a clean and strong government; making efforts to innovate the content and methods of operation towards being close to the people.
Patriotic emulation movements have been promoted; the emulation movement "Skillful mass mobilization" associated with studying and following President Ho Chi Minh's ideology, morality and style through practical actions has increasingly gone into depth; many effective models have had widespread influence, creating motivation to encourage and motivate the masses to respond, contributing to the successful implementation of local economic, cultural and social development tasks.
The results achieved in mass mobilization work have contributed to promoting democracy, firmly consolidating people's trust in the Party, creating high consensus in society, contributing to socio-economic development, maintaining security and national defense, and building an increasingly strong city political system.
At the conference, delegates discussed and proposed solutions to effectively implement mass mobilization work in the coming time. On this occasion, 11 collectives and 8 individuals with outstanding achievements in 10 years of implementing Resolution No. 25 of the Party Central Committee and 5 years of implementing Conclusion No. 43 of the Secretariat were commended and rewarded by the city.
* On July 31, Yen Khanh District Party Committee held a conference to review 10 years of implementing Resolution No. 25-NQ/TW, dated June 3, 2013 of the Party Central Committee (11th tenure) and 5 years of implementing Conclusion No. 43 - KL/TW, dated January 7, 2019 of the Secretariat on continuing to implement Resolution No. 25 - NQ/TW on strengthening and innovating the Party's leadership over mass mobilization work in the new situation.
Over the past years, the District Party Committee and the Standing Committee of Yen Khanh District Party Committee have focused on comprehensively leading and directing mass mobilization work in the district's political system.
Party committees, authorities, departments, branches, the Fatherland Front, and socio-political organizations from the district to the grassroots level have led and directed the implementation, dissemination, and propaganda to raise awareness of the implementation of Resolution No. 25-NQ/TW and Conclusion 43-KL/TW; strengthened and innovated the work of Party building in terms of politics, ideology, and organization; paid attention to arranging staff to do mass mobilization work, the Fatherland Front, and organizations; actively advised Party committees and authorities to direct, organize, and concretize the Action Program to implement Resolution No. 25-NQ/TW of the Provincial Party Committee and District Party Committee in conjunction with the implementation of political tasks of localities and units.
In addition, the work of government mass mobilization has been focused and has had positive changes, the capacity of management, administration and the quality of service to the people have been improved. In particular, the District People's Council has many innovations in its working methods, promoting its role as a local State power agency; promptly grasping the thoughts and aspirations of voters and people.
The District People's Committee focuses on surveying, assessing the situation, and collecting public opinions before issuing socio-economic development policies, especially policies directly related to people's lives; promoting administrative procedure reform, contacting and dialogue with citizens and resolving complaints and denunciations of organizations and individuals.
Along with that, the coordination programs between the People's Committee and the District People's Committee, armed forces, the Fatherland Front, and organizations achieved high results. The mass mobilization work focused on the grassroots level, the content and methods of operation were suitable for the locality, the legitimate and legal rights and interests of the people were taken care of; attention was paid to the work of mobilizing and gathering people to participate in revolutionary action movements and patriotic emulation; the emulation movement "Kheo People's Mobilization" had a wide spread, creating high consensus among all classes of people, contributing to the successful implementation of building the district to meet the new rural standards in 2018 and creating momentum for the district to strive to meet the advanced new rural district standards in 2023.
In the coming time, Yen Khanh District Party Committee will continue to focus on thoroughly implementing Resolution No. 25-NQ/TW, Conclusion 43-KL/TW and leadership and direction documents of the Central Committee, the Provincial Party Committee, and the District Party Committee on mass mobilization work in conjunction with implementing Resolution No. 4 of the Central Committee (term XI, XII) and Directive 05-CT/TW, Conclusion No. 01 - KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo, term XII "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle".
Promote propaganda, thoroughly and effectively implement the directive documents of the Central, Provincial and District Party Committees on mass mobilization work of the political system to cadres, party members, union members, association members, and people of all walks of life, in order to raise the sense of responsibility in leading and directing the implementation of mass mobilization work.
At the same time, improve the effectiveness and seriously organize the implementation of the Central and provincial directives on mass mobilization work in State agencies. Innovate the content and methods of operation of the Fatherland Front and socio-political organizations, orient activities towards the grassroots, closely follow the political tasks of the locality, pay attention to the legitimate rights and interests of union members, association members and people; promote the effective implementation of patriotic emulation movements and emulation movements launched by the Fatherland Front and organizations, supervision work, social criticism, and suggestions for Party building and government building.
Strengthen the inspection of the implementation of the regulations on mass mobilization work in the political system. Focus on organizing training, fostering, consolidating, perfecting, and improving the capacity and qualifications of the cadres doing mass mobilization work from the district to the grassroots level, meeting the requirements of the task.
At the conference, 8 collectives and 11 individuals were commended and rewarded by Yen Khanh district for their outstanding achievements in implementing Resolution No. 25-NQ/TW of the 11th Party Central Committee.
