Promote potential and advantages effectively

Ba Ria-Vung Tau province is located in the Southern key economic region; has Con Dao island district and 4 coastal districts and cities, including: Dat Do, Xuyen Moc, Long Dien, Vung Tau; has a coastline of more than 300km and a sea area of ​​more than 100,000km2 . These characteristics and advantages have been effectively exploited by Ba Ria-Vung Tau to develop key economic sectors, especially the marine economy. After half a term of implementing the Resolution of the 7th Provincial Party Congress, the whole province has overcome many difficulties and challenges with outstanding bright spots in the socio-economic picture, namely: In 2022, for the first time, the province's budget revenue reached 112,093 billion VND, an increase of 27.83% over the same period in 2021, being one of the 3 provinces and cities with the highest budget revenue in the country; Gross Regional Domestic Product (GRDP) achieved the highest growth rate in the past 10 years, with VND390,293 billion, up 7.15% over the same period, among the top in the country. This result has important contributions from marine economic sectors, such as: aquaculture, exploitation, seafood processing; marine tourism; logistics, engineering, ports and logistics services... Comrade Nguyen Van Tho, Chairman of the People's Committee of Ba Ria-Vung Tau province, said: "Implementing the Resolution of the 7th Provincial Party Congress, the province has determined the goal of developing the marine economy in a sustainable direction, on the basis of exploiting marine resources in depth, ensuring long-term stability, not encroaching or harming the values ​​of the sea and islands; at the same time, sustainably developing the marine economy on the basis of green growth. To achieve that goal, the province prioritizes upgrading port expansion projects, building infrastructure works in the central and coastal areas".

Seafood exploitation is one of the industries that contributes significantly to the economic development of Ba Ria-Vung Tau province.

With that policy, Ba Ria-Vung Tau prioritizes allocating capital to upgrade and expand Ben Dam port, Con Dao tourist port and other conservation projects... At the end of July 2023, the province inaugurated Con Dao passenger port and is currently implementing the Cai Mep Ha Logistics Center project to become a regional and world-class gateway and transit port, a free trade zone associated with the seaport.

Regarding the seafood exploitation industry, the Resolution of the 7th Provincial Party Congress of Ba Ria-Vung Tau identified the development of high-tech agriculture and aquaculture as one of the four economic pillars of the province. Currently, the province has 7 enterprises, 2 cooperatives operating in the field of seafood exploitation, 334 cooperative groups united in fishing at sea. The average catch is about 300,000 tons/year. The potential area for aquaculture is about 16,153 hectares. The average commercial farming output is about 20,486 tons/year. The whole province has 54 enterprises exporting seafood that meet ISO, HACCP, Halal standards..., qualified to export to Europe, the US, Japan, Korea, China..., with an annual turnover of about 342 million USD, a high increase compared to the previous term.

Regarding sea tourism, the province has 3 famous sea tourism areas, attracting millions of domestic and international visitors each year, namely Vung Tau, Long Hai, Con Dao. In particular, Con Dao, with the advantage of being an island with an ecosystem that still retains its natural, pristine beauty and a long history of heroic revolution, is being mobilized by the province to develop into a unique national tourist area of ​​regional and international stature, contributing a large budget to the province's socio-economic development...

The economic development results, especially the marine economy, are one of the highlights of the first half of the term implementing the Resolution of the 13th National Party Congress, the Resolution of the 7th Provincial Party Congress of Ba Ria-Vung Tau and implementing Resolution No. 24-NQ/TW dated October 7, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045.

Identify 4 functional areas, 3 development dynamics

The second half of the 2020-2025 term sets out many important tasks for the Party Committee, government and people of Ba Ria-Vung Tau province to complete. With the motto "Breakthrough - Dynamic - Creative - Sustainable" to build a comprehensively developed locality, the Provincial Party Committee and Provincial People's Committee have identified specific goals such as: Organizing development space according to 4 functional areas (industry - seaport, tourism, agriculture, sea - island areas), closely following 3 development driving axes including: The driving axis along Thi Vai River connected to the inter-port traffic system and National Highway 51; the driving axis along Bien Hoa-Vung Tau Expressway and Ring Road 4; the driving axis along DT994 and the connecting axis of Bien Hoa-Vung Tau Expressway. In addition, the province also strives to become one of the important development driving forces of the Southeast region, the national marine economic center and among the top 5 localities in marine economic development in the country. Firmly maintain its position in the top 10 localities with the highest GRDP and total budget revenue in the country...

To achieve the goal of becoming a class I city directly under the Central Government by 2030, in the second half of the 7th term and the following years, the Provincial Party Committee focused on leading and directing the setting out of 4 breakthrough directions: Completing traffic routes connecting the province with the Southeast region, promoting regional connectivity; forming a national logistics center, establishing a free trade zone associated with a seaport in Cai Mep Ha area with world-leading standards; forming tourist cities with a synchronous and modern infrastructure system, becoming an international entertainment and resort center; forming high-tech industrial parks to attract investors and human resources with modern technology.

The People's Committee of Ba Ria-Vung Tau province identified 8 tasks and solutions for socio-economic development in the coming time, emphasizing the task of developing the marine economy, including: Protecting the environment, preserving and sustainably developing marine biodiversity; proactively responding to climate change, rising sea levels and preventing and combating natural disasters; disseminating, educating laws, and propagating information about the sea and islands, focusing on completing planning and plans related to the sea and islands; mobilizing resources, encouraging economic sectors to invest in sustainable marine development; ensuring national defense, security and expanding international cooperation; developing marine, coastal and urban infrastructure; developing culture and society in sea, island and coastal areas; developing marine economic sectors on the basis of green growth.

Comrade Nguyen Thi Yen, Standing Deputy Secretary of the Provincial Party Committee, emphasized: "Developing the marine economy is the top priority of Ba Ria-Vung Tau not only in the 7th term. This is one of the achievements since the beginning of the term, contributing to creating new positions and strengths, opening up new opportunities for Ba Ria-Vung Tau province to successfully implement the Resolution of the 7th Provincial Party Congress and the Resolution of the 13th National Party Congress, developing breakthroughs in the new period, affirming the position and role of the province in the key economic quadrangle of the Southeast region.
