That is the viewpoint of Deputy Minister of Construction Nguyen Tuong Van at the working session of the Central Interdisciplinary Survey Team with the People's Committee of Quang Tri province on the project to classify Dong Ha city as a type II urban area, which took place this afternoon, June 17. Recently, Dong Ha City has established and had the Provincial People's Committee approve the Project to Adjust the General Planning of Dong Ha City to 2045 and the Dong Ha City Development Program. These are important bases for the city government to do a good job of managing, calling for, and attracting investment to develop Dong Ha City in each stage.
Up to now, the dossier of the Project to classify Dong Ha urban area as a type II urban area has been prepared according to the instructions in Resolution No. 26/2022/UBTVQH15 dated September 21, 2022 amending and supplementing a number of articles of Resolution No. 1210/2016/UBTVQH13 on urban classification, and has been reported, approved by local authorities, commented on by the Department of Construction and approved by the Provincial People's Council in Resolution No. 26/NQ-HDND dated May 10, 2024. In May 2024, the Provincial People's Committee submitted a document to the Prime Minister and the Ministry of Construction.
Through reviewing and evaluating the current development status of Dong Ha City and comparing it with the 5 criteria and 63 standards of a type II urban area as stipulated in Resolution No. 1210/2016/UBTVQH13 and Resolution No. 26/2022/UBTVQH15 on urban classification, the city achieved a total score of 86.81 points. On that basis, the city government has identified 3 groups of standards as the basis for developing programs and plans to improve urban quality from now until 2045.
Specifically, the group of standards that have reached and exceeded the maximum level of the prescribed standards includes 40 standards; the group of standards that have reached the minimum score, above the minimum score but not reached the maximum score includes 17 standards; the group of standards that have not reached the minimum score includes 6 standards.
For standards that have not reached the minimum score such as: funeral homes, cremation rate, green constructions, urban civilized street rate, urban traffic density, public green land in inner-city areas, the city proposes directions for improvement.

Participating in the working session, the members of the working group gave their opinions on the evaluation of Dong Ha City's criteria. For the criteria that have not been met, the province and Dong Ha City are requested to make efforts to complete them. Paying attention to building large parks according to the approved planning, preserving existing water surface spaces such as Trung Chi and Khe May lakes are the strengths of the city in the coming time.
Researching the connection between Dong Ha City and other areas in the province, it is necessary to consider the direction of urban expansion in the future, especially the potential for expansion towards the sea. It is hoped that in the coming time, Dong Ha City will effectively exploit its potential to promote tourism and service development...
Speaking at the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that in the province's major orientation towards 2030, the province will expand the boundaries of Dong Ha City, prioritize connections towards the sea, and build Dong Ha City with distinctive features in the direction of a green city.
Receiving comments from the members of the working group, Vice Chairman of the Provincial People's Committee Le Duc Tien said that Dong Ha City is currently continuing to complete projects in the city, ensuring synchronous infrastructure, meeting the set standards. The Provincial People's Committee will direct Dong Ha City to complete unmet standards such as green projects, urban civilized street ratio, public green land in inner-city areas, etc.
Based on the results of the actual survey, Deputy Minister of Construction Nguyen Tuong Van emphasized that despite many difficulties, the locality has made great efforts in urban development. With the way the locality forms urban areas, the Deputy Minister of Construction suggested that there should be a plan to renovate the urban area in a suitable direction, paying attention to the scope of new development space to expand the urban area in the future.
Research on expanding industrial zones and clusters to attract residents, attract workers, and increase the proportion of urban greenery. For standards that have not been met, it is recommended to consider which criteria can be overcome at the present time and urgently complete them or if there is a plan to overcome them, it is necessary to complete and supplement the documents.
