Focus on completing the project on schedule
Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1511/QD-TTg dated December 4, 2024 to establish the Southern Coastal Economic Zone (EZ) of Hai Phong, belonging to Hai Phong City.
According to the Decision, the Southern Coastal Economic Zone of Hai Phong has an area of 20,000 hectares (of which about 2,909 hectares are reclaimed land), located in the Southeast of Hai Phong City; in the area of 22 communes of the districts: Vinh Bao, Tien Lang, An Lao, Kien Thuy and Do Son district.
Perspective of Hai Phong Southern Coastal Economic Zone
The Southern Hai Phong Coastal Economic Zone has functional areas that are suitable for the development goals of the economic zone. The scale and location of each functional area are determined in the general planning of the Southern Hai Phong Coastal Economic Zone approved by competent authorities.
By 2025, the general planning of the Economic Zone will be organized and submitted to competent authorities for approval; the planning of functional zoning in the Economic Zone will be organized and approved; and a number of traffic infrastructure and technical infrastructure projects will be invested.
In the period of 2026 - 2030, investment in the construction of functional areas in the economic zone will begin; Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside the fence of industrial parks and industrial clusters, road traffic projects, social housing and other social infrastructure works. After 2030, the remaining investment items will continue to be implemented.
The Deputy Prime Minister assigned the Hai Phong City People's Committee to be responsible for the accuracy of information and data reported related to the Project to establish the Southern Hai Phong Coastal Economic Zone; ensure the feasibility of the capital mobilization plan and investment phases; develop a specific list of priority investment projects, especially technical infrastructure works, social infrastructure in the Economic Zone, and traffic connections inside and outside the Economic Zone.
Hai Phong City People's Committee ensures the socio-economic efficiency of the Economic Zone towards sustainable development through solving social security issues and job conversion for people whose land is recovered.
At the same time, effectively carry out environmental protection work; prevent and respond to natural disasters and impacts of climate change. Specify solutions and indicators on environmental protection in the development space arrangement plan of the Economic Zone; implement the commitment to reforestation, ensuring diversity and mangrove ecosystem.
Hai Phong City People's Committee closely monitors sea encroachment, construction investment activities, and waste discharge into the environment in the Economic Zone according to the provisions of law on environmental protection, water resources, and minimizing negative impacts on the ecosystem and marine environment.
Hai Phong Southern Coastal Economic Zone becomes a comprehensive, multi-industry, multi-functional coastal economic zone.
The main economic growth driver of Hai Phong City
Hai Phong currently has 3 “industrial axes”: Dinh Vu – Cat Hai Economic Zone in the East, Japan – Hai Phong Industrial Park in the West, VSIP Industrial Park in the North. However, the southern coast is an “industrial blank” with no worthy economic zones or industrial parks.
In addition, Dinh Vu - Cat Hai Economic Zone is considered one of the most successful coastal economic zones in the country, an important destination for domestic and foreign investors, but currently the occupancy rate in this economic zone has reached nearly 80%.
Therefore, the establishment of the coastal economic zone is the driving force to develop the southern lowland in balance with the city center and the balance of the coastal strip of Thai Binh - Hai Phong, develop an "open" economy, and expand the "industrial rear" space of Hai Phong.
The Southern Coastal Economic Zone of Hai Phong will contribute to maximizing the advantages of its international gateway location, industrial development platform, and seaport services in connecting the economy, trade, and services with neighboring areas and internationally; closely combining investment attraction, economic development with ensuring national defense, security, preserving and promoting the value of marine ecosystems, historical and cultural relics, and ensuring social security.
At the same time, build and develop the Southern Hai Phong Coastal Economic Zone into a comprehensive, multi-industry, multi-functional coastal economic zone, following the model of green growth, circular economy, sustainable development; focusing on the fields of high-tech industry, seaport services and modern logistics.
The operations, mechanisms, policies and management organization of the Southern Coastal Economic Zone of Hai Phong shall comply with the provisions of the law on industrial parks, economic zones, the law on investment and relevant legal provisions.
The Southern Coastal Economic Zone is expected to be the main economic growth driver of Hai Phong City.

In particular, with its strategic location in the dynamic region of the Red River Delta, belonging to three important economic corridors, the Southern Coastal Economic Zone plays a key role in connecting with the Economic Zones in Nam Dinh, Thai Binh and Quang Ninh to form a coastal economic belt. At the same time, it connects with major economic centers of the country and southern China through a synchronous transportation network from the coastal road, Ninh Binh - Hai Phong highway, national railways, Nam Do Son port to the international airport in Tien Lang.
