Thanh Hoa Provincial People's Committee has just issued Official Dispatch No. 17/CD-UBND dated September 3, 2024 on urgently deploying response to storm No. 3 in 2024.

According to the news from the National Center for Hydro-Meteorological Forecasting, this morning (September 3, 2024), the storm with the international name YAGI crossed Luzon Island (Philippines) into the northeastern area of the East Sea, becoming the third storm active in the East Sea in 2024. At 4:00 p.m. on September 3, the center of the storm was at about 18.7 degrees North latitude; 118.6 degrees East longitude, in the eastern sea of the North East Sea, the strongest wind near the center of the storm was level 10, gusting to level 12, moving in the West Northwest direction, about 15km/h. Storm No. 3 is forecast to continue to strengthen, with the strongest winds at sea possibly reaching level 13, gusting to level 16 in the coming days, moving rapidly towards Hainan Island (China) and the Gulf of Tonkin, with a very high possibility of directly affecting the sea and mainland of the Northern and North Central regions of our country.
Implementing the Prime Minister's Official Dispatch No. 86/CD-TTg dated September 3, 2024 on urgently deploying response to storm No. 3 in 2024; to proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities, Director of the Provincial Hydrometeorological Station, Director of Thanh Hoa Maritime Port Authority, Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity and related units according to their assigned functions and tasks, to closely monitor forecast information, developments of storms, rain, floods, promptly direct the implementation of response work according to the motto "four on-site", not to be passive or surprised in order to ensure safety of life, minimize damage to people's and State's property caused by natural disasters; At the same time, direct the effective implementation of the following key tasks:
Chairmen of People's Committees of districts, towns and cities shall organize inspection, counting, proactively inform and guide vehicles and boats (including fishing boats, transport ships, and tourist boats) still operating at sea to know, not to enter or exit dangerous areas or to return to safe shelters; take measures to ensure safety for boats at anchorage areas.
Review and implement measures to ensure safety for tourism, aquaculture and fishing activities at sea, estuaries and along the coast; resolutely evacuate people on cages and aquaculture huts to safe places before the storm directly affects them.
Control traffic, organize traffic flow, guide traffic, limit people from going out on the streets during storms and heavy rains to ensure safety. Control and guide safe traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes.
Organize inspection, review, and ensure safety for dike works, irrigation dams, hydroelectric power plants, and other disaster prevention and control works, especially at vulnerable locations, damaged works, locations where incidents, landslides on riverbanks, coastlines, and road slopes have occurred in the recent past, and works under construction.
Implement measures to ensure safety and limit damage to houses, warehouses, headquarters, public works, industrial parks, tourist areas, factories, resource and mineral exploitation areas; protect agricultural production, prevent flooding in urban areas, industrial parks and concentrated residential areas.
Proactively evacuate people in areas at risk of deep flooding, especially at river mouths, coastal areas, areas at risk of flash floods, landslides, and weak houses that are not safe; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations.
Prepare forces and means to promptly rescue and quickly overcome the consequences of storms and floods when situations occur.
The Department of Agriculture and Rural Development closely monitors the situation of storm No. 3 and rain and floods; coordinates with relevant units to effectively direct the implementation of work to ensure the safety of dykes, dams, irrigation works, protect agricultural production and aquaculture, and exploit aquatic and seafood products; promptly reports and proposes to the Chairman of the Provincial People's Committee on matters beyond its authority.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police directed forces stationed in the area to review response plans, proactively organize and deploy forces and vehicles to be ready to support localities in responding to storms and floods, evacuating people, and conducting search and rescue.
The Department of Transport shall preside over and coordinate with the Thanh Hoa Maritime Port Authority and relevant units to direct the work of ensuring safety for transport vessels and tourist vessels; ensuring traffic safety and being ready to mobilize means, transport equipment, and human resources to serve the work of preventing and fighting natural disasters and search and rescue. Inspect and review underground locations, overflows, deeply flooded areas, and areas at risk of landslides when there are floods causing traffic jams to proactively take remedial solutions, ensuring smooth traffic on main routes.
The Department of Industry and Trade shall preside over and coordinate with localities and relevant units to direct the work of ensuring safety for industrial production, power systems, and hydroelectric reservoirs; promptly overcome incidents, and ensure safe power supply for production and people's daily life.
The Department of Health and the Department of Natural Resources and Environment direct, guide, and support localities and relevant units to be ready to deploy environmental treatment and disease prevention and control during and after natural disasters.
The provincial Hydrometeorological Station closely monitors the developments of storm No. 3 and natural disasters; forecasts, warns, and promptly informs relevant agencies and people to proactively implement response measures. Irrigation Works Exploitation Companies proactively implement flood control plans to protect agricultural production; Thanh Hoa Electricity Company is responsible for providing safe and continuous electricity to pumping stations and drainage sluices (operated by electricity); and promptly implements plans to ensure safety for works assigned to manage and be in charge.
Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, Thanh Hoa Coastal Information Station strengthen information and communication on the developments of storm No. 3, rain, floods and the direction of response and overcoming consequences. Members of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense (hereinafter referred to as the Provincial Steering Committee) according to their assigned tasks and areas, proactively grasp the situation, promptly inspect, urge and direct relevant localities and units to deploy response and overcoming consequences that may be caused by natural disasters.
Assign the Standing Office of the Provincial Command for Natural Disaster Prevention and Control to base on the developments of storm No. 3 and the actual situation, proactively advise the Deputy Head of the Provincial Command - Chief of Office to sign and issue the Official Dispatch on the sea ban on behalf of the Provincial Command, ensuring compliance with regulations.
Organize on-duty seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue to synthesize and report according to regulations.
Request the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of People's Committees of districts, towns, cities and related units to seriously implement.
