Reviewing the draft resolution documents submitted at the 18th Session (special topic) of the Provincial People's Council

On the morning of March 22, the Legal Committee of the Provincial People's Council held a meeting to review the draft resolution documents submitted at the 18th Session (special session) of the Provincial People's Council, term XVII, 2021 - 2026.

Attending the meeting were Comrade Nong Thanh Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; leaders of a number of relevant departments and branches. Comrade Nong Van Tuan, Head of the Provincial People's Council's Legal Committee chaired the meeting.

The meeting reviewed the draft resolutions submitted at the session: Resolution on dismissal of members of the Provincial People's Committee for the 2021-2026 term; Resolution on election of additional members of the Provincial People's Committee for the 2021-2026 term; Resolution on assigning civil servant positions in agencies of the People's Council and People's Committee at the provincial and district levels in 2024; Resolution on approving the total number of employees in public service units and special-purpose associations in 2024.

According to the draft Resolution on assigning civil servant positions in agencies of the People's Council and People's Committee at the provincial and district levels in 2024, the civil servant position in 2024 includes 2,036 positions, a decrease of 21 positions compared to 2023, of which, departments, branches and sectors have 1,122 positions (55.11%); People's Committees of districts and cities have 908 positions (44.60%); positions recovered after merging administrative units are 6 positions (0.29%).

Draft Resolution approving the total number of employees in public service units and special-purpose associations in 2024, the number of employees in public service units is 16,335, of which 295 positions are reduced with salaries from the state budget; 66 positions of teachers with salaries from the state budget are added for the 2023-2024 school year. Specifically, departments, branches, and sectors have 5,391 positions; People's Committees of districts and cities have 10,939 positions; positions recovered after the arrangement and reorganization of public service units are 5 positions. Assigning positions to special-purpose associations is 76 positions (remaining the same as in 2023), of which, provincial-level special-purpose associations have 63 positions; district-level special-purpose associations have 11 positions; positions recovered after the arrangement of administrative units are 2 positions.

At the meeting, delegates focused on discussing and clarifying issues related to two draft resolutions on assigning civil servant payrolls in agencies of the People's Council and People's Committee at the provincial and district levels in 2024 and approving the total number of employees in public service units and special-purpose associations in 2024, ensuring the correct basis, authority and regulations on civil servants and public employees.

Concluding the meeting, Head of the Legal Committee of the Provincial People's Council Nong Van Tuan agreed to submit to the 18th Session (special session) of the Provincial People's Council 4 draft resolutions. Agreed to approve the number of staff and employees for the 2 draft resolutions on assigning public employee staff in agencies of the Provincial People's Council and People's Committee in 2024 and approve the total number of employees in public service units and special organizations in 2024 on the basis of ensuring compliance with legal regulations, regulations on management and use of staff of the Central Organizing Committee, Provincial Party Committee, closely following documents, and implementing the procedures agreed with departments, branches and localities. Request the Department of Home Affairs to advise on the effective implementation of the management, arrangement and use of cadres and civil servants. Assign the drafting agency to complete the draft resolutions to submit at the upcoming 18th Session (special session) of the Provincial People's Council.
