On the afternoon of April 15, the Provincial People's Committee held a meeting to provide comments on the draft Project "Developing community tourism associated with building new rural areas in Lao Cai province by 2030".
Comrade Giang Thi Dung, Vice Chairwoman of the Provincial People's Committee chaired the meeting. Attending the meeting were leaders of departments, branches and localities in the province.

The draft project "Developing community tourism associated with building new rural areas in Lao Cai province until 2030" presented by the representative of the Department of Tourism, clearly stated: After a period of being affected by the impact of the Covid-19 pandemic, community tourism in Lao Cai province has gradually recovered. In 2023, community tourism will welcome about 700,000 visitors, total revenue from community tourism accounts for about 5% of the province's total tourism revenue.

Currently, there are 13 recognized community tourism sites in the province. Along with that, the system of villages, hamlets and hamlets carry out business activities to serve tourists. Most of the community tourism sites are mainly concentrated in Sa Pa, Bac Ha and gradually expanding to Bat Xat and Bao Yen.
Community tourism services and products in the province are relatively diverse, such as: homestay, cultural tourism, terraced field tours, agricultural tourism, culinary tourism.

Workers working in community tourism in the province are interested in training and fostering knowledge and professional skills according to standards, contributing to improving the quality of human resources, serving the increasing needs of tourists. Up to now, the whole province has about 2,000 workers participating in community tourism activities.

In addition, Lao Cai province has 3 groups of homestays of the Giay ethnic group in Ta Van commune (Sa Pa) and the Tay ethnic group in Ta Chai (Bac Ha), Nghia Do (Bao Yen district) recognized by the ASEAN Tourism Association as meeting ASEAN homestay standards.

The orientation for community tourism development in Lao Cai province to 2030 has clearly defined the goal, which is to build and develop community tourism based on domestic standards, ASEAN standards suitable to the unique characteristics of each region and community, creating attractive destinations for tourists. Expanding space, promoting rural tourism development, creating jobs, increasing income for local people, contributing to preserving traditional cultural values, successfully building new rural areas. Improving adaptability and proactiveness of people in building and developing community tourism in particular, promoting socio-economic development in rural areas in general.
By 2030, Lao Cai aims to welcome 1.7 million visitors to community tourism; total revenue from community tourism accounts for 10% of the province's total revenue from tourists. The province has 7 community tourism models that meet ASEAN standards, 25 community tourism models that meet the conditions of provincial-level tourist destinations or TCVN 13259:2020; improve the quality of existing homestay services, promote the development of about 94 new homestay establishments, bringing the total number of homestay establishments in the province to 560 establishments; create jobs for 2,500 workers; research and develop cultural, ecological, culinary and agricultural tourism products.

At the meeting, delegates focused on discussing and contributing ideas to develop and complete the draft Project on Community Tourism Development associated with new rural construction in Lao Cai province by 2030.
Specifically, delegates said that it is necessary to review the data to ensure accuracy, consistency with the synthesis and reality of the localities; supplement and clarify some contents to ensure the completeness and comprehensiveness of the project; consider and supplement some guiding bases on the orientation and development strategy of the agricultural sector into the project content; research and supplement the project with areas planned for planting flowers and ornamental plants, and at the same time include flowers and ornamental plants suitable to each locality's conditions, in order to create unique landscapes and highlights for community tourism spots, attracting tourists; investment resources for community tourism...

Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Giang Thi Dung affirmed: Community tourism has made a very important contribution to the development of Lao Cai tourism. Therefore, the project development must be consistent with the provincial planning, the provincial tourism development planning; land use planning; exploiting the potential and strengths of the locality, ensuring security and order in the area.
The Vice Chairman of the Provincial People's Committee requested to clarify the contents based on the opinions and proposals of representatives of departments, branches and localities. However, the main spirit is to avoid duplication of products; there must be participation of the community, ensuring harmony of interests, while preserving the cultural identity of ethnic groups.
"We must create connections between community tourism spots, creating attractive and unique tours on each journey, not allowing tourism development to be done by each person on their own," the Vice Chairman of the Provincial People's Committee suggested.
The Vice Chairman of the Provincial People's Committee requested the Department of Tourism to absorb the comments of the sectors and localities, on that basis supplement and complete the project, and submit it to the Provincial People's Committee for approval.
