On the evening of September 5, the Provincial People's Committee issued Official Dispatch No. 18/CD-UBND on focusing on emergency response to storm No. 3 in 2024.

On the morning of September 5, 2024, storm No. 3 has strengthened into a super typhoon, with the strongest wind near the storm center reaching level 16, gusting over level 17. It is forecasted that from tomorrow morning, the storm will directly affect the Gulf of Tonkin with the strongest wind near the storm center reaching level 13-14, gusting to level 16; from tomorrow night, it will directly affect the mainland of the Northeast and North Central regions with the strongest wind possibly reaching level 10-12, gusting to level 13-14 and affecting deep inland, with the possibility of the storm causing strong winds, rising water, large waves at sea and along the coast, strong winds and widespread heavy rain on land. Storm No. 3 is forecast to be very strong, with a high risk of natural disasters, and complex developments.

Pursuant to Official Dispatch No. 87/CD-TTg dated September 5, 2024 of the Prime Minister and Official Dispatch No. 14-CD/TU dated September 5, 2024 of the Provincial Party Committee Standing Committee, to urgently respond to storm No. 3, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Comrades Secretary, Chairmen of the People's Committees of districts, towns, cities, Director of the Provincial Hydrometeorological Station, Director of Thanh Hoa Maritime Port Authority, Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity and related units according to their assigned functions and tasks to continue to strictly implement the contents of Official Dispatch No. 17/CD-UBND dated September 3, 2024 of the Chairman of the Provincial People's Committee; Focus on leading, directing, organizing inspections, urging, and implementing drastic, timely, and effective storm prevention and response work with the spirit of proactive prevention and response at the highest level to ensure safety of life, especially children and vulnerable groups, and minimize damage to property of the People and the State. At the same time, direct and implement well the following key tasks: Comrade Secretaries and Chairmen of People's Committees of districts, towns, and cities postpone non-urgent meetings; mobilize the entire political system to participate, assign each comrade in the Standing Committee, Chairmen, and Vice Chairmen of District People's Committees to directly go to key areas to lead, direct, urge, and inspect storm and flood prevention and control work, focusing on:

Carefully review and immediately deploy work to ensure safety for activities at sea and on islands; ensure safety for people, boats, and vehicles operating at sea (especially boats still operating in the Gulf of Tonkin and coastal areas from Ha Tinh outwards) and at shelters.

The organization prohibits sea travel from 12:00 on September 6, 2024 until the storm is no longer affected.

Ensure the safety of people's lives in dangerous areas, especially on rafts, aquaculture watchtowers, boats in shelters, areas at risk of deep flooding due to high waves, rising water, heavy rains, areas at risk of landslides and flash floods that are not safe, resolutely do not let people stay in dangerous areas when storms directly affect and heavy rains and floods (if necessary, proactively enforce evacuation to ensure people's safety).

Directing the assurance of safety of dikes, dams, traffic safety, limiting damage to houses, warehouses, offices, public works, industrial parks, factories, and enterprises; protecting agricultural production, preventing flooding in urban areas and industrial parks.

Proactively arrange forces, materials and means in key and vulnerable areas to be ready to promptly handle situations that arise when there are storms and floods.

Review the responsibility of heads of organizations, agencies and units who are negligent and subjective in performing tasks of storm and flood prevention and control; strictly handle business owners, vehicles, boats and rafts that do not comply with the direction of competent authorities and forces in storm prevention and control work.

The Secretary and Chairman of the District People's Committee are responsible to the Provincial Party Committee Standing Committee and the Chairman of the Provincial People's Committee if they are subjective, negligent in leadership, direction, and slow in responding to storms and floods, leading to great losses of life and property.

The Provincial Military Command, Provincial Police, and Provincial Border Guard Command urgently reviewed and updated response plans according to the storm risk level, proactively arranged forces and means to coordinate with relevant forces to deploy storm and flood prevention and control work according to regulations.

The Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue closely monitor the situation and promptly advise the Provincial People's Committee, the Provincial Command for Natural Disaster Prevention and Control, Search and Rescue and the Provincial Civil Defense to direct and operate natural disaster prevention and control work in the province according to regulations.

Organize a 24/7 duty seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue to synthesize and report according to regulations.

Request the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Comrade Secretary, Chairman of the People's Committee of districts, towns, cities and related units to seriously implement.
