According to statistics, storm No. 3 and the impact of extreme natural disasters in a very short time caused severe damage to both people and property with 344 people dead and missing (318 dead, 26 missing), 1,976 injured; 281,966 houses damaged, roofs blown off, 112,034 houses flooded; 284,472 hectares of rice flooded and damaged; 61,114 hectares of crops flooded and damaged; 39,188 hectares of fruit trees damaged; 189,982 hectares of forest damaged; 35,029 hectares and 11,832 aquaculture cages damaged and swept away; 44,174 livestock, 5,604,587 poultry died.

Regarding infrastructure, storm No. 3 caused 14 500kV line incidents, 40 220kV line incidents, 190 110kV line incidents; 1,678 medium voltage line incidents; 6,151,038 customers lost power, of which 432 industrial parks and industrial clusters lost power; 8,290 fiber optic cable lines were damaged (7 inter-provincial cable lines, 12 intra-provincial cable lines, 8,271 branch transmission lines); 3,755 schools and 852 medical facilities were affected and damaged.

Due to the impact and great destruction of storm No. 3 in 15 provinces and cities, 796 dike incidents occurred, including: 104 dike landslides, 47 dyke extrusion incidents, 186 seepage incidents, 205 dike body leaks, 13 dike surface cracks, 80 dike overflow incidents... Along with that, there were up to 820 locations on National Highways that were blocked (567 locations due to landslides, damaged works; 253 locations were flooded due to rising floodwaters) and many intra-provincial roads were eroded with a total volume of earth and rock of 13,348,292 m3 ; 4 airports Van Don, Cat Bi, Noi Bai, Tho Xuan temporarily stopped operating on September 7 when the storm made landfall. The storm also damaged 2,211 irrigation works; 1,306 clean water works were damaged. Total economic damage is initially estimated at over 81,503 billion VND.

In Thanh Hoa, according to the report of the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue, Storm No. 3 and the floods after the storm killed 1 person, injured 2 people; 282 houses were damaged; 19 households had to be urgently evacuated; 2,446 hectares of rice, 639 hectares of flowers, vegetables, 1,191 hectares of annual crops, 14.5 hectares of fruit trees were damaged; 284 hectares of traditional fish ponds, 87m3 of cages were damaged; 3,190 m of canals, 5 dams, 10 culverts, 9,037m of river banks (streams), river banks were eroded, damaged, and lost; 17 schools/school sites were damaged, affected. Traffic routes were eroded with a volume of 132,665 m3 , eroded with a length of 11,209m; 7 medium and high voltage power poles and 259 low voltage power poles were damaged and many other damages were caused. The estimated damage value is about 430 billion VND.
Storm No. 4 and rain and floods from September 17 to September 24, 2024 damaged 207 houses; 11 households had to be urgently evacuated; 760 hectares of rice, 2,036 hectares of flowers and vegetables, 1,255 hectares of annual crops, 67 hectares of fruit trees were flooded and damaged; 25 cattle and 1,496 poultry died; 778 hectares of traditional fish ponds, 525 m3 of cages were flooded and damaged; 3 dike incidents, 406 m of canals, 10 culverts, 1,320 m of river banks (streams), river banks, 1 irrigation dam were eroded, damaged and damaged; 16 schools were damaged and affected...
Direct timely response and remediation
Identifying this as a very strong storm with great destructive power, the entire political system from the central to the grassroots levels has actively and proactively taken part in directing and drastically implementing storm and flood response work in accordance with assigned functions, tasks and authorities; people have also been proactive and self-conscious in preventing, fighting and responding, thus contributing to minimizing damage caused by storms and floods.
Immediately after the natural disaster, leaders of the Party, National Assembly, and Government went directly to the areas affected by rain, floods, and storms to direct the work of overcoming the consequences and visit and encourage the families who suffered losses.
On September 9, General Secretary and President To Lam sent a letter to the people and soldiers affected by storm No. 3, and requested Party committees and authorities at all levels to focus on implementing plans and solutions to overcome the consequences of the storm; on September 12, he personally inspected and directed the response and recovery work in Tuyen Quang and Phu Tho.

The Prime Minister has decided to allocate the central budget reserve and provide rice from the national reserve (VND 350 billion and 432,585 tons of rice) for localities and agencies to implement policies to support affected families and provide relief to people at risk of hunger.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh once again emphasized the severe spiritual and material impacts caused by storm No. 3, including irreparable losses. He also highlighted the strong leadership of the Party, State and Government leaders; the involvement of the entire political system from the central to grassroots levels in responding to and overcoming the consequences of storms and floods according to the "4 on-site" motto; the close and prompt coordination in the "boiling water and fire" moment of ministries, branches, localities and functional forces.
The Prime Minister commended members of the Government, Ministers, heads of sectors, ministries, sectors, localities, especially key forces such as the Army, Public Security, Agriculture and Rural Development, Industry and Trade, Electricity, Telecommunications who had to directly respond at the scene; thanked the People for always sharing, accompanying, supporting and trusting the Party and State to respond to and overcome the consequences of storm No. 3.

From the limitations and difficulties pointed out and the lessons learned, the Prime Minister requested ministries, branches and localities to synchronously implement solutions with the goal of not allowing people to lack food, clothing, hunger, cold and lack of accommodation; students must be able to go to school, patients must be properly examined and treated; quickly restore production and business, and stabilize people's lives.
The Prime Minister requested ministries, branches and localities to closely follow and properly implement the contents of Resolution No. 143/NQ-CP dated September 17, 2024 of the Government. In particular, the Ministry of Agriculture and Rural Development should coordinate with the Ministry of Finance to propose funding to support localities.
Ministries, sectors and localities continue to review and repair transport, water and telecommunications infrastructure; complete institutions, decrees and circulars on support for recovery caused by storms and floods. Continue to pay attention to supporting families who have lost their homes and have to rebuild. This task must be completed no later than December 31, 2024, following the "3 hard" perspective (hard roof, hard foundation, hard wall).
The Prime Minister also requested sectors and localities to immediately repair damaged schools, clinics and hospitals. Review and effectively implement policies for affected subjects.
Regarding the reconstruction of Phong Chau bridge, the Prime Minister requested ministries, branches and localities to coordinate to complete the construction in 2025.
With the spirit of "all for the people, all for the country's development", the Prime Minister requested ministries, branches and localities to synchronously, resolutely and effectively deploy solutions to quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth and control inflation well.
