On the morning of December 12, the People's Committee of Nghe An province worked with the National Power Transmission Corporation on the investment preparation situation and proposed solutions to speed up the progress of converting forest use purposes and compensation for site clearance for 500kV transmission line projects through Nghe An province.

Attending the meeting, on behalf of the Provincial People's Committee, there were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Committee Office and related departments, branches, sectors and localities.

On behalf of the National Power Transmission Corporation, there were comrades: Nguyen Tuan Tung - Chairman of the Board of Members of the Corporation; Pham Le Phu - General Director of the Corporation; Deputy General Directors and member departments and units.

TWO KEY, URGENT PROJECTS

On December 1, 2023, the Prime Minister approved the investment policy for two projects: Quang Trach - Quynh Luu 500kV line and Quynh Luu - Thanh Hoa 500kV line.

These are two projects in the list of key projects, of special importance, aiming to ensure electricity supply for the northern provinces, while contributing to reducing the load on the existing 500kV North-South lines, circuits 1 and 2. According to the direction of the Prime Minister, the two projects will be energized and put into operation in June 2024.

The 500kV Quang Trach - Quynh Luu Transmission Line Project is approximately 225.5km long, passing through 3 provinces: Quang Binh, Ha Tinh and Nghe An. Of which, the transmission line through Nghe An province is approximately 82.33km long, including 167 column foundation locations, passing through the districts: Nam Dan, Nghi Loc, Dien Chau, Yen Thanh and Quynh Luu.

The project is included in the District Land Use Plan approved by the Provincial People's Committee with a total area of ​​47.04 hectares. The Prime Minister has approved the policy of changing the purpose of forest use in Nghe An province with an area of ​​12.5093 hectares. The Department of Agriculture and Rural Development has a document requesting the Provincial People's Council to decide on the policy of changing the purpose of forest use to implement the projects.

The 500kV Quynh Luu - Thanh Hoa Transmission Line Project is about 92km long, passing through Nghe An and Thanh Hoa provinces. Of which, the route in Nghe An province is about 17.5km long, including 34 column foundation locations, located in Quynh Luu district, Hoang Mai town.

The project is included in the district-level land use plan approved by the People's Committee of Nghe An province with a total area of ​​25.02 hectares. The Prime Minister has approved the policy of changing the purpose of forest use in Nghe An province with an area of ​​0.735 hectares. The Department of Agriculture and Rural Development has a document requesting the Provincial People's Council to decide on the policy of changing the purpose of forest use to implement the projects.

To ensure project progress as directed by the Prime Minister, the National Power Transmission Corporation requests the People's Committee of Nghe An province to promptly submit to the Provincial People's Council a decision on the policy of changing the purpose of using the project's planted forests.

In addition, the Department of Natural Resources and Environment shall promptly report and submit to the Provincial People's Committee for approval of the land use plan as a basis for implementing land acquisition, compensation and site clearance. The People's Committees of the districts shall preside over and support investors and related units in compensation and site clearance to ensure construction progress and completion according to the Government's direction.

At the meeting, departments, branches and localities reported on the initial implementation and raised difficulties and obstacles in land acquisition, resettlement, compensation policy framework, and route orientation; at the same time, proposed solutions based on the actual situation of the locality. Member units, consulting units and leaders of departments answered and explained the opinions of the localities.

FOCUS ON DIRECTING DECISIVELY, ENSURE PROJECT PROGRESS

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that Nghe An province identified these as two extremely important and urgent projects. In the past time, the province has established a Steering Committee on compensation, support and resettlement; focusing on working with investors to complete procedures to submit to the Prime Minister for approval of the investment policy of the two projects.

In the coming time, Nghe An province determines this is an important task and will focus on directing relevant levels, sectors and localities to closely coordinate with the National Power Transmission Corporation to ensure project progress.

To promptly implement the contents, Chairman of the Provincial People's Committee Nguyen Duc Trung assigned the Department of Natural Resources and Environment to perform the function of the Standing Agency of the Steering Committee for the two 500kV transmission line projects. The Department is responsible for monitoring, urging, and guiding localities to remove difficulties and obstacles in compensation, support, and resettlement work to ensure the progress of handing over the site to the investor; in case of exceeding authority, promptly advise and report to the Provincial People's Committee for consideration and settlement according to regulations.

Based on the proposal of the District People's Committee, the Department of Natural Resources and Environment shall coordinate with the Provincial People's Committee Office to promptly advise and submit to the Provincial People's Committee for approval to add projects to the 2023 District Land Use Plan, to be completed before December 25, 2023; Prioritize receiving, checking and approving measurement results for land recovery, compensation and site clearance for project implementation; guide localities in arranging resettlement land from auctioned land sources.

The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to coordinate with the Office of the Provincial People's Committee to promptly advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution on converting forest use purposes to implement projects at the nearest Provincial People's Council meeting; coordinate with investors to report to the Ministry of Agriculture and Rural Development, and submit to the Prime Minister for consideration and guidance on the use of some forest areas to implement projects.

In addition, the Department of Industry and Trade performs the function of state management of projects during the process of investment implementation and exploitation management according to the provisions of law; Takes the lead in coordinating with departments, branches, localities, and units to update the status of project implementation.

The head of the provincial People's Committee also assigned the People's Committees of the districts: Nam Dan, Nghi Loc, Dien Chau, Yen Thanh, Quynh Luu and Hoang Mai town to focus on timely implementation of compensation and site clearance work to ensure progress. If there are any difficulties or problems during the implementation process, promptly report to the provincial People's Committee for consideration and resolution.

Synthesize land use needs of projects and submit them to the Department of Natural Resources and Environment for additional appraisal of the 2023 district-level Land Use Plan, to be completed before December 20, 2023. Proactively and promptly coordinate with the Department of Agriculture and Rural Development in the conversion of forest use purposes.

In the process of completing procedures for land recovery and approving compensation plans according to regulations, it is necessary to organize propaganda and mobilize people and land and property users affected to receive money and hand over the site according to regulations, especially for the foundation of pillars and public roads serving construction before January 30, 2024, and the route corridor before March 31, 2024.

Coordinate with investors to strengthen the management of land areas within the scope of project implementation, avoid arising problems, increasing compensation value and complicating local security and order when implementing the project.

The Department of Information and Communications directs press agencies to strengthen information and propaganda work so that organizations and individuals understand the importance and urgency of the projects in order to coordinate and create favorable conditions during the implementation process.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the National Power Transmission Corporation to direct relevant units to regularly coordinate closely with departments, branches and localities of the province in the process of implementing projects; direct consulting units to straighten the route at some locations; unify the compensation policy framework in localities where the project passes through; proactively coordinate with localities to mobilize affected land and property owners to receive compensation and hand over the foundation and corridor of the route according to the announced schedule.
