On the morning of December 29, Deputy Prime Minister Le Minh Khai and leaders of the Government Inspectorate chaired a national online conference on inspection work in 2023 and deploying tasks for 2024. The conference was broadcast online to 63 provincial and municipal bridges.

In 2023, the Government Inspectorate has directed strongly, ministries, branches and localities have focused on synchronously implementing tasks in accordance with the spirit of resolutions and directions of the Government and the Prime Minister. Despite the large workload, including many tasks and unexpected inspections, the Party Executive Committee, the Government Inspectorate leadership and heads of administrative agencies and inspection agencies at all levels have been flexible and determined in leading, directing and operating the work of the Inspectorate to successfully complete the assigned tasks.

During the year, the whole industry carried out 7,689 administrative inspections and 193,774 specialized inspections and checks. Through inspections, management was rectified, mechanisms and legal policies were improved in many areas; economic violations of VND 257,703 billion and 616 hectares of land were discovered; of which, it was recommended to recover VND 188,607 billion and 166 hectares of land; accounting was done, excluded from the settlement value due to non-compliance with regulations and the competent authority was requested to consider handling VND 69,096 billion and 451 hectares of land.

The whole industry also issued 126,158 decisions to sanction administrative violations of organizations and individuals with a total amount of VND 6,425 billion; proposed to consider and handle administrative violations of 7,524 groups and 7,944 individuals; transferred to the investigation agency to consider and handle 497 cases, 490 subjects.

The whole industry also urged and inspected the implementation of 8,691 conclusions and decisions on inspection handling, of which 5,442 inspection conclusions had completed 100% of the required contents (accounting for 62.6% of the total number of inspection conclusions urged and inspected). Through urging, the authorities recovered 2,350 billion VND (reaching a rate of 64.1%), 32,523 hectares of land; administratively handled 7,972 organizations, 9,735 individuals; transferred 152 cases, 201 subjects to the investigation agency; prosecuted 18 cases, 30 subjects; issued new, amended, supplemented, and abolished 332 documents on mechanisms, policies, and laws according to recommendations in the inspection conclusions (reaching a rate of 72.6%).

The work of receiving citizens and handling complaints and denunciations has been strengthened and 362,883 people have come to state administrative agencies to complain, denounce, make recommendations and reflect on 300,297 cases (an increase of 5.4% compared to 2022). From there, it was recommended to recover 59.4 billion VND and 0.6 ha of land for the state; return 190.8 billion VND and 9.1 ha of land to organizations and individuals; restore and ensure the rights of 28 organizations and 1,096 individuals; recommend handling 497 people; transfer 45 cases and 35 subjects to the investigation agency for handling.

Ministries, branches and localities continued to promote the dissemination of laws on corruption prevention and control, organizing 68,283 classes for 4,775,385 officials and people to participate; publishing 775,750 books and documents on the dissemination of laws on corruption prevention and control...

In 2024, the entire Inspection sector will continue to closely follow the 2024 inspection program approved by the Prime Minister and meet the requirements of state management and socio-economic development at all levels and sectors to deploy inspection work; innovate in organizing the implementation of inspection plans; promote the application of science and technology in inspection activities; effectively implement resolutions and directions of the Government and the Prime Minister related to inspection activities, especially tasks and solutions for socio-economic recovery and development.

At the conference, delegates pointed out shortcomings and limitations such as: There is still overlap in inspection and examination activities; the implementation of conclusions and recommendations on inspection, especially the rate of money and asset recovery has changed positively but has not yet achieved the set target; the completion of mechanisms, policies and laws according to recommendations in the inspection conclusions is still slow; the periodic reception of citizens by heads of some ministries, branches and localities is not yet complete according to regulations...

In 2023, the Ha Tinh Inspectorate has made efforts and achieved many outstanding results. In administrative inspections, the whole sector has conducted 113 inspections, handling economic matters: recovering to the State budget more than 23.2 billion VND, 300 m2 of land and handling other economic matters nearly 28 billion VND, 300 m2 of land. In specialized inspections and examinations, the whole sector has conducted 288 inspections, handling the total economic violation amount of more than 4.2 billion VND; the amount proposed to recover: 498 million VND; the amount proposed to handle other matters nearly 4 billion VND.

Speaking at the conference, Deputy Prime Minister Le Minh Khai emphasized that the Inspection sector needs to focus on effectively implementing the Inspection Law 2022. In particular, it is necessary to focus on inspecting sensitive sectors and fields that are prone to corruption and negativity. Concluding the conference, Government Inspector General Doan Hong Phong emphasized that 2023 is the first year the Inspection sector implements the 2022 Inspection Law, so the workload has increased significantly. In particular, inspecting and detecting corruption, waste, and negativity cases is set as one of the top goals. In the coming time, the whole sector needs to focus on inspecting areas that are of public interest and prone to corruption such as land, bidding, public asset procurement, bond and securities trading, etc.; continue to improve the quality of inspection conclusions, ensure strictness, objectivity, and compliance with the law, strictly handle collectives and individuals with violations; promote post-inspection supervision, and increase the rate of asset recovery due to corruption.
