Accordingly, in terms of infrastructure, the Ministry of Transport will focus on developing the transport infrastructure of the Red River Delta in a modern and synchronous manner. Priority will be given to the development of roads, railways, inland waterways, airports, and seaports in conjunction with the development of regional economic corridors, creating breakthroughs and rapid and sustainable development.
By 2025, the Ministry will complete preparations for investment in the Western North-South Expressway section of Co Tiet - Cho Ben; mobilize capital to continue investing in Ring Road 5, Noi Bai - Bac Ninh - Ha Long; complete the renovation and upgrade of National Highway 4B through Lang Son; mobilize resources to renovate and upgrade national highways in the region such as National Highway 4B through Quang Ninh, National Highway 21C section My Dinh - Ba Sao - Bai Dinh.
Regarding railways, during this period, the Ministry of Transport will focus on effectively exploiting existing railway lines, connecting international standard intermodal railway lines; completing investment, renovation and upgrading of some stations on the existing railway lines Hanoi - Hai Phong, Hanoi - Lang Son; completing preparation for investment in the North - South high-speed railway line, Yen Vien - Pha Lai - Ha Long - Cai Lan line; preparing investment in the Hanoi - Hai Phong railway lines (part of the Lao Cai - Hanoi - Hai Phong railway line), the Eastern belt line - Hanoi (section Ngoc Hoi - Lac Dao - Bac Hong - Thach Loi).
By 2030, the Ministry of Transport will invest in completing Ring Road 5 - Hanoi Capital Region, the North - South Expressway in the West, Co Tiet - Cho Ben, Noi Bai - Bac Ninh - Ha Long sections; expanding the Phap Van - Cau Gie - Ninh Binh, Hanoi - Bac Giang Expressways; renovating and upgrading a number of national highways according to the plan.
The Ministry will also strive to start construction of the North-South high-speed railway, invest in the Yen Vien - Pha Lai - Ha Long - Cai Lan route; mobilize capital to invest in the Hanoi - Hai Phong railway route (part of the Lao Cai - Hanoi - Hai Phong railway route), the Eastern beltway - Hanoi (Ngoc Hoi - Lac Dao - Bac Hong - Thach Loi section); prepare to invest in the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh route.
Regarding waterways, continue to improve inland waterways from Hai Phong, Quang Ninh to Hanoi, Viet Tri (Phu Tho), Thai Binh, Nam Dinh, Ninh Binh and the Van Gia - Ka Long route, and dredge channels at infrastructure bottlenecks on the Red River.
