Concentrating resources to liberate by railway overpass on National Highway 14E

According to the report of Thang Binh district, up to now, the compensation plan for 45 households (48 plots) with a total amount of more than 10.5 billion VND has been approved; currently, 19 households have received the money and handed over the land. There are 39/59 households who have submitted applications to reclaim the area outside the land clearance zone and rearrange the resettlement land. The district has organized a lottery to arrange resettlement for 15 households in the residential area of ​​Group 3, 4, Quy Thanh 1 village (Binh Quy commune).

In the coming time, the district will focus on prioritizing site clearance in the area south of the railway overpass. Complete the construction protection dossier for 1 case and enforce 12 cases where the plan was approved but did not comply and hand over the site (households in the south of the overpass). It is expected that by the first quarter of 2025, the district will hand over the cleared site to the construction unit.

Mr. Nguyen Manh Thang - Deputy Director of Vietnam Road Administration said that if the site is only handed over in the first quarter of 2025, there is concern that the project will be behind schedule, because according to the plan, the railway overpass area must be completed in September 2025. Local authorities need to have a talk with the people to further propagate and mobilize.

After inspection, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested Thang Binh district to focus resources on liberating both the northern and southern areas of the overpass.

Currently, the province has agreed on the policy of widening the access road from 3.5m to 5.5m to plant trees and support works to ensure stability for resettled households. The compensation price for affected households is applied to the whole province, without bias. Therefore, people need to agree on the policy and hand over the site for project construction.

Vice Chairman of the provincial People's Committee Tran Nam Hung requested Thang Binh district to publicly announce the compensation plan for the entire railway overpass area by December 25. The district will spend the next month to propagate and mobilize households to understand and agree; if households deliberately do not hand over the land, the entire route will be forcibly removed.
