The project to build a railway overpass on Nguyen Tat Thanh Street, Vinh Yen City, was approved by the Provincial People's Committee for its feasibility study report in March 2022, with the Provincial Traffic Construction Investment Project Management Board as the investor and construction implementation.
Speaking to Giao thong Newspaper, a representative of the Vinh Phuc Province Traffic Construction Investment Project Management Board said: "Currently, the project is in the final stages of completing the final items including paving the sidewalk, planting trees, and electric poles. The procedures for traffic safety inspection will be completed by the end of October. It is expected that the Nguyen Tat Thanh railway overpass project will be put into operation by the end of November.
Currently, the service road area at the project has also been re-routed to organize the construction of the remaining items of the project.
Workers are completing the final stages of the bridge.
Accordingly, the traffic diversion plan for construction work has been approved by the Provincial People's Committee Chairman in Decision No. 263 and adjusted in Decision No. 353. Up to now, the project has been basically implemented according to the approved traffic diversion plan.
However, the current traffic diversion organization according to Decision No. 263 is no longer suitable for organizing the construction of the remaining items of the project. In order to suit the actual construction situation of the project and ensure the safety of vehicles and traffic participants, and limit local traffic congestion in the area, the People's Committee of Vinh Phuc province has just issued a decision on supplementing the organization of traffic diversion to serve the construction of the railway overpass on Nguyen Tat Thanh Street.

Specifically, additional content includes:
From now until November 30, when constructing the N3 service road, vehicles will travel in both directions on the N1 and N4 service roads. When constructing the N4 route, vehicles will travel in both directions on the N1 and N3 service roads (which have been paved with asphalt concrete).
From now until December 28, when constructing route N2, vehicles will travel in two directions on the N1 service road and one way on routes N3 and N4 (which have been paved with asphalt concrete). When constructing route N1, vehicles will travel in two directions on the N2 service road and one way on routes N3 and N4 (which have been paved with asphalt concrete).
The proposed time for traffic flow in phases 6 and 7 is estimated. If the contractor completes phase 6 earlier, he/she will move on to phase 7. The contractor is responsible for ensuring absolute traffic safety for people and vehicles participating in traffic.
Other contents remain the same as Decision No. 263 and Decision No. 353 of the Chairman of Vinh Phuc Provincial People's Committee.
At the same time, the People's Committee of Vinh Phuc province assigned the investor to coordinate with the units to organize traffic flow to ensure safety and construction progress of the project.
Assign the Department of Transport of Vinh Phuc province to monitor, supervise, and promptly propose adjustments during the implementation process to ensure safety for people and vehicles participating in traffic.
