Focus on completing the draft Decree detailing regulations on rice-growing land

On the morning of July 1, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired an online conference with 63 provinces and cities across the country on the draft Decree detailing regulations on rice-growing land.

Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the conference.

The representative of the Ministry of Agriculture and Rural Development presented the third draft of the Decree detailing regulations on rice-growing land. During the process of drafting the Decree, the Ministry of Agriculture and Rural Development sent a document asking for opinions from ministries, branches, specialized agencies, localities, enterprises and associations. This is new and necessary content arising from practice, creating conditions for land accumulation, concentrating on production of goods and agricultural products. The draft Decree detailing regulations on rice-growing land after receiving and perfecting comments has a structure of 4 chapters, 18 articles with the main contents: general provisions; management and use of rice-growing land; regulations on policies to support and protect rice-growing land; implementation provisions. The draft has institutionalized the contents of the 2024 Land Law, in line with the Party and Government's policies on agriculture, farmers and rural areas; closely following the practical situation, having a solid scientific basis and feasibility; strong decentralization and decentralization to localities.

Delegates focused on discussing key issues of the Decree such as: conditions for constructing works directly serving agricultural production on rice-growing land; state management in constructing works directly serving agricultural production on rice-growing land; regulations on converting crop structure on rice-growing land; plans for using topsoil when constructing works on land; policies to support the protection and development of rice-growing land, etc.

Speaking at the conference, comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee agreed on the necessity of issuing the Decree, and affirmed that Thai Binh is very interested in the development and protection of rice land to ensure food security and socio-economic development in the locality.

The Standing Vice Chairman of the Provincial People's Committee proposed a number of contents: it is necessary to clearly define the criteria and authority to determine the rice-growing land that needs to be strictly protected and limited from conversion as stipulated in Article 5 of the draft; regulations on conversion of crop and livestock structure on rice-growing land as stipulated in Article 6; authority to approve and promulgate plans for conversion of crop and livestock structure on rice-growing land; conditions for construction of works directly serving agricultural production on rice-growing land; policies to support localities in rice production.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha affirmed that the Decree detailing regulations on rice-growing land is a new content, contributing to improving the effectiveness of State management in the land sector, bringing the 2024 Land Law deeper into life and having positive impacts on people's lives.

The Deputy Prime Minister highly appreciated the opinions of the delegates, requested the Ministry of Agriculture and Rural Development and members of the drafting committee to fully absorb the opinions of ministries, branches and localities at the meeting; edit, supplement and perfect the draft Decree to ensure the constitutionality, legality and consistency of the draft Decree with the current legal system, and supplement any arising issues if any.

The Deputy Prime Minister requested to focus on completing the draft to submit to the Prime Minister for promulgation, soon put the Decree into practice, creating a new breakthrough in rural agricultural development.
