The 5th session of the 15th National Assembly discussed and gave opinions in the hall on the results of supervising the settlement of voters' petitions sent to the 4th session of the 15th National Assembly. This is the first time the National Assembly has discussed this content, clearly demonstrating the National Assembly's commitment and responsibility to voters and people. The discussion session was followed and highly appreciated by voters and people.

Sharing with reporters on the sidelines of the session, Delegate Hoang Anh Cong (Thai Nguyen delegation) said that through monitoring by the People's Petition Committee, it can be seen that the responsibility of the Government, ministries and branches in resolving and responding to voters' petitions in the past time is very high.

According to the Delegate, the rate of resolving voters' petitions is increasing, the response rate is almost 100%, the rate of explanation, reception and explanation to voters also accounts for a high rate. The Government Office and ministries and branches have closely coordinated in this work. The Government Office has also been very urgent to continue to respond to all voters' petitions.

Delegate Hoang Anh Cong stated that in recent times, the issue of resolving voters’ petitions has been of great concern to the Government, ministries and branches and considered one of the key tasks in performing their duties. This is a strong and drastic innovation, demonstrating the positive impact of the National Assembly’s supervision of the resolution of voters’ petitions.

Delegate Hoang Anh Cong also said that in recent times, the work of handling complaints and denunciations by the agencies of the National Assembly, the Standing Committee of the National Assembly, including the Petition Committee, has received close attention. During the review and supervision process, the Petition Committee pays special attention to long-standing cases that have caused public outrage and cases that have occurred for a long time but have not been thoroughly resolved, causing public disagreement.

According to the Delegate, in the annual monitoring program, especially in 2023 to 2024, the People's Petition Committee will focus on monitoring complicated and prolonged cases and monitoring the responsibility of the heads of the People's Committees at all relevant levels, including leaders of ministries and branches related to this work to resolve voters' petitions thoroughly, decisively, and in accordance with the law.

Reflecting on the situation of petitions and complaints that go beyond the level of the local authority, Delegate Hoang Anh Cong said that many petitions from voters are under the jurisdiction of the locality, but are still collected and sent to central agencies, and then the central agencies send them back to the locality for research, consideration and resolution. The situation has been mentioned in the report on monitoring the settlement of complaints and denunciations over the past 5 years and has been reported to the National Assembly Standing Committee and the National Assembly at the 4th Session.

“Currently, the settlement of complaints and denunciations is still in a “roundabout” state, with superiors transferring them to subordinates, and subordinates transferring them back to superiors or other agencies, leading to a number of cases not being thoroughly and completely resolved,” emphasized Delegate Hoang Anh Cong.

According to the Delegate, this is an issue that will be focused on in order to research, consider, and clearly define the responsibilities of the heads of ministries, branches, and localities. For cases where responsibilities are not fully resolved according to the law, the Petition Committee will make recommendations to have measures to consider the responsibilities of the heads towards the people and towards the assigned work.

Elected representatives, especially National Assembly deputies and National Assembly agencies, have not only stopped at sending petitions to competent authorities, but also closely followed, monitored, urged, directly supervised and made specific petitions, clearly indicating addresses and responsibilities of competent individuals. The quality of supervision work has been increasingly improved, creating positive changes, many cases have been thoroughly resolved and received public approval.

Delegate Hoang Anh Cong stated: "Continuing the strong, drastic and effective innovations from the beginning of the term, the National Assembly will do a better job of supervision, meeting development requirements as well as voters' expectations."
