According to the report of the Ministry of Transport, after the 10th meeting, ministries, branches and localities have proactively and actively coordinated to implement assigned tasks. Many localities have made efforts to implement site clearance (GPMB) and relocate technical infrastructure. In Quang Tri, the Van Ninh - Cam Lo expressway project, the section passing through the province, has a length of 32.53 km.
Reporting at the conference, Chairman of the Provincial People's Committee Vo Van Hung said that in recent times, the Provincial People's Committee has directed strongly, proposed solutions to speed up the progress of site clearance, and at the same time arranged leaders of departments and branches to localities to promptly remove difficulties and obstacles. The Provincial Party Committee and the Provincial People's Committee have organized many meetings and inspected the scene to resolve difficulties and urge localities to carry out their tasks.
To date, the province has completed compensation and payment of land acquisition support for 29.07 km/32.53 km, reaching 89.4%; handed over clean land to the Ho Chi Minh Road Project Management Board for 27.42/32.53 km, reaching 84.3%. The whole province has about 351 affected households that must be resettled, of which 155 households are located on the main highway route.
In recent times, the locality has actively prioritized the clearance of households along the main highway route to hand over to the investor and contractor. As a result, 93/155 households have been relocated, and the remaining 62 households are being further propagated and mobilized by the locality to hand over their land to the project.
Quang Tri province has licensed sand mines, stone mines, and earth fill mines to ensure the project's construction volume is met; continued to relocate technical infrastructure... Up to now, Quang Tri has disbursed 158.57/484.5 billion VND, reaching 32.73%.
In addition to the achieved results, the Chairman of the Provincial People's Committee pointed out some current difficulties and problems such as: the rate of handing over clean land in the area has not been guaranteed according to the province's commitment to the Government to strive to complete the handover of 100% of the main route land in April 2024; the site clearance work is slow, not meeting the set schedule. The province will seriously direct and review collectives and individuals who are late in completing assigned tasks.
At the conference, delegates also discussed and proposed additional solutions to remove existing problems and difficulties in project implementation such as compensation for site clearance; implementation progress; material supply; procedures for changing the purpose of using forests, forest land, rice land, etc.
In his concluding remarks, Prime Minister Pham Minh Chinh suggested that in the coming time, especially in the second quarter of 2024, localities need to focus on completing site clearance work because this is an important step that determines the progress of key projects.
Therefore, localities with key traffic works and projects need to strengthen site clearance work; any problems must be promptly proposed and resolved, promoting the highest sense of responsibility of collectives, individuals and especially leaders to implement.
Assign the Government Office to coordinate with the Ministry of Natural Resources and Environment and relevant units to work directly with localities with construction material mines to ensure project implementation.
The Ministry of Finance is required to promptly remove and simplify loan procedures with foreign partners. Provincial project management boards need to strengthen supervision and inspection, closely monitor construction sites to speed up the progress of key projects and works, and strive to exceed the schedule by 3-6 months.
