Nearly 4 years ago, for the first time, the Muong Cha District Agricultural Service Center implemented a project on raising local breeding cows, part of the capital to support production development, diversify livelihoods and replicate poverty reduction models, Program 30a in Phi Hai village, Sa Tong commune.

Initially, the project was implemented from July 2019 for 28 poor households, with a budget of more than 594 million VND. After 18 months of implementation, the number of cows at the end of the project was 24, an increase of 10, and the number of pregnant cows was 7. The total value of the herd increased compared to the beginning was more than 80 million VND. Seeing the effectiveness of the model, up to now, dozens of farming households in the highland communes of Muong Cha district have also applied the group cow raising model, thereby contributing to increasing income and sustainable poverty reduction.
Mr. Giang A Va, Chairman of Sa Tong Commune People's Committee, said that participating in the group cow raising model has many benefits for households. They are supported with money to build barns, breed cattle, take care of medicine to prevent epidemics... Through programs, projects, and economic development models, people have gradually eliminated hunger and reduced poverty. More importantly, it has changed people's thinking and way of thinking in economic development.
According to Mr. Giang A Va, in the past, many households had the mindset of waiting for the State, not thinking to rise up. Whatever the State gave, they only knew that. Therefore, the value of the support policy could not be promoted. Now it is different, through propaganda and mobilization, many people have understood and made more efforts in life. Therefore, the commune hopes that in the coming time, all levels, sectors as well as the district government will continue to replicate good poverty reduction models and good practices to encourage people to rise up soon.

Coming from farmers, people want to promote the potential and advantages of the locality to stabilize their lives. Grasping that idea, in recent years, our province has implemented many agricultural economic models, especially supporting people to participate in linkage chains to increase crop productivity; at the same time, have stable output. In Tua Chua district, in recent times, the model of linking production and consumption of taro products in Trung Thu commune has been highly effective. With an initial scale of 4 hectares, deployed since 2020, 50 households participated; after 3 years of implementation, now there are more than 300 households linked, expanding the production area to more than 40 hectares. The average taro yield is 12.5 tons/ha, the minimum purchase price is 8,000 VND/kg. After deducting costs, the average is 50 million VND/ha, contributing to increasing the income of participating households.
Mr. Pham Quoc Dat, Head of the District Department of Agriculture and Rural Development, said that through models and joint projects, many areas of ineffective rice fields have been converted to higher-yielding crop varieties and production and consumption links have gradually been formed between cooperatives, enterprises and some households. The agricultural production models in the direction of joint projects have contributed to helping people gradually change their production thinking, improve their lives and gradually realize the project "Restructuring the agricultural sector towards increasing added value and sustainable development" in the locality.

With the desire to raise awareness and inspire people's will to rise up, every year, many programs and policies to support the poor have gradually shifted to supporting the construction and implementation of livelihood models. According to statistics from the authorities, from the capital of agricultural extension programs, in the period of 2016 - 2021, with a total budget of nearly 24 billion VND, the whole province has developed 217 agricultural extension models; of which 182 models are on crop cultivation and 35 models are on livestock and aquaculture. In the period of 2021 - 2025, from the source of the project to diversify livelihoods, develop poverty reduction models and the project to support production in the agricultural sector (National Target Program on Sustainable Poverty Reduction), nearly 170 billion VND will continue to be invested in implementing agricultural production models. To effectively utilize capital, currently, Party committees and authorities at all levels are stepping up propaganda, focusing on replicating good poverty reduction models and good practices to encourage people, especially the poor, and communities to enhance their role and position in the fight against hunger and poverty, so that there is no longer a situation of waiting and relying on State policies.
