On the afternoon of May 22, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a working session of the Provincial People's Committee with the Provincial Tax Department on the results of budget collection in the first 4 months of the year, directions and tasks for the following months of 2023.

Attending the meeting were comrades: Dang Thanh Giang, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee; Lieutenant Colonel Tran Van Phuc, member of the Provincial Party Standing Committee, Director of the Provincial Police Department and leaders of a number of departments and branches.

By the end of April 2023, total domestic revenue reached VND 2,428 billion, reaching 23.8% of the central budget estimate, reaching 21.4% of the provincial budget estimate, equal to 73.4% compared to the same period in 2022; of which revenue from taxes and fees after deducting land use fees was VND 1,718 billion, reaching 22.4% of the budget estimate, equal to 76.5% compared to the same period in 2022. Regarding the revenue in May 2023, by May 19, total domestic revenue reached VND 202 billion, accumulated to VND 2,630 billion, reaching 25.8% of the central budget estimate, reaching 23.2% of the provincial budget estimate; of which revenue from taxes and fees after deducting land use fees was VND 1,870 billion, reaching 24.3% of the budget estimate.

At the meeting, the leaders of the Provincial Tax Department clarified the results achieved for each revenue target, assessed the difficulties, obstacles, and factors that reduced the amount of tax incurred, and estimated the tax revenue and remaining tax amounts in the last months of the year.

In his concluding remarks, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: In addition to objective reasons, there are still subjective reasons why the province's budget revenue is still low; that is, the initiative, responsibility, and concern in budget collection work are not high; there is no determination and decisiveness in implementing the provisions of the law for some revenue items; the coordination between the Provincial Tax Department and related departments and branches in performing the task of budget collection is not close and synchronous.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that in the coming time, it is necessary to further strengthen the leadership and direction, promote the role of the Provincial State Budget Collection Steering Committee; in the assignment and implementation organization, it is necessary to be clear; in the process of organizing the implementation of tasks, it is necessary to promote the relationship of solidarity, unity, focus on democratic discussion; each tax officer must be proactive, determined, make efforts, have many innovations and creativity to perform tasks in the current difficult context.

He also requested that immediately after the working session, the tax sector coordinate with the Provincial People's Committee Office to advise the Provincial People's Committee to issue a directive on strengthening budget collection solutions in the last months of the year; organize analysis, assessment, classification, comparison and accurate determination of collectible tax debts, on that basis, strengthen the application of debt collection and tax debt enforcement measures in accordance with the provisions of law; specifically for land rent, the Provincial Tax Department shall preside over and coordinate with the Department of Natural Resources and Environment, the Management Board of Economic Zones and Industrial Parks of the province and the People's Committees of districts and cities to focus on reviewing enterprises that are using land but have not yet calculated land rent, enterprises that still owe land rent to advise solutions to direct timely collection; the Provincial Police shall coordinate with the Provincial Tax Department to effectively organize tax debt collection to collect correctly, fully and thoroughly all tax debts into the state budget.

Regarding the tax sector, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested to focus on leadership and direction to create changes in the state budget collection work in the coming month; resolutely implement solutions to collect correctly, fully and promptly all revenues in accordance with regulations into the state budget; focus on reviewing, checking, supervising and comparing taxpayers' declarations; proactively exploiting revenues that have not been fully collected, focusing on collecting environmental protection tax and taxes and fees from gas filling and filling facilities; strengthen inspection and examination work; promote administrative reform to create the most favorable conditions for taxpayers.
