Cam Pha Customs: Effectiveness from efforts to attract businesses

2024 is a year that marks a special milestone for Cam Pha Port Customs Branch (Cam Pha Customs) when the unit receives the task of collecting the state budget with the highest assigned target ever of 6,868 billion VND. This revenue accounts for more than 60% of the total revenue of the entire Quang Ninh Customs sector in 2024. To complete the budget collection target, accompanying and working side by side with businesses is considered one of the solutions that brought success to Cam Pha Customs.

To achieve the assigned budget revenue, from the beginning of the year, Cam Pha Customs has directed functional departments to seriously and effectively implement key programs and plans for 2024, focusing on reviewing and firmly grasping revenue sources, especially the import-export activities of enterprises in the management area. Unit has promoted the implementation of two key solutions: attracting new businesses to increase revenue and retaining old businesses to ensure revenue.

Leaders and civil servants at all levels are always ready to support and accompany businesses. The team to resolve problems, support mechanisms and policies, and accompany businesses in the field of customs operations always resolutely implement solutions to support and approach businesses; regularly contact, support, and discuss to remove difficulties and obstacles of businesses in the process of implementing import and export procedures.

In attracting new businesses, Cam Pha Customs has proactively and actively sought potential businesses that are carrying out customs procedures in other places and have goods suitable for Cam Pha port through collecting information and grasping the import-export situation nationwide. In 2024, the unit proactively organized 3 working groups to directly visit 13 enterprises under the Vietnam National Coal - Mineral Industries Group, enterprises from other provinces with large state budget revenues at the Branch and some enterprises from other provinces that open small declarations at the Branch, in order to grasp the situation and remove difficulties and obstacles of enterprises participating in import-export activities through the Branch. Thereby helping enterprises to soon stabilize their business activities; proactively disseminate a number of new policies of the Government, ministries and branches related to the import-export activities of enterprises.

In addition, continue to maintain the link to http://dichvucong.gov.vn on the Branch's fanpage so that organizations and individuals can easily access information and documents guiding the implementation of administrative procedures. At the same time, arrange for civil servants to regularly review the Customs System. From there, find appropriate solutions to contact and promote the commitments to support, accompany, and resolve customs procedures 24/7 of the customs agency and the competitive advantages of Cam Pha port to attract businesses to carry out procedures, contributing to the successful completion of the task of collecting state budget revenue.

Since the beginning of the year, Cam Pha Customs has attracted only 30 enterprises to complete procedures with 83 declarations, turnover reaching 231 million USD; state budget revenue reached 600.89 billion VND . Revenue from newly attracted enterprises is also the decisive factor in completing the unit's 2024 state budget collection task.

Regarding retaining old enterprises, Cam Pha Customs continues to promote customs-enterprise partnerships; proactively grasp the situation and business plans of enterprises. From there, quickly identify their difficulties and problems to have timely solutions, promote remote support. Ensure that traditional and new items of enterprises that regularly carry out procedures continue to open declarations and pay taxes at the Branch.

In 2024, the Branch successfully organized 2 customs - business dialogue conferences at the Branch's headquarters. The conference attracted 49 participating businesses and representatives of functional agencies, such as Cam Pha Port Border Guard Station, Quang Ninh Maritime Port Authority in Cam Pha, Quang Ninh Maritime Port Authority in Van Don. At the conferences, the Branch made a commitment to always accompany businesses, creating the most favorable conditions for businesses in import and export activities. In particular, focusing on synchronously implementing solutions to promote import and export activities through border gates, facilitating and attracting new businesses to carry out customs procedures at the Branch. The difficulties and recommendations of businesses were recorded, received and answered by the Branch's leaders right at the conference.

As of December 20, 2024, there were 108 enterprises carrying out customs procedures at Cam Pha Customs, the state budget revenue through the area reached 7,644.9 billion VND (up 8% compared to 2023, exceeding 11% target assigned by the Provincial Customs Department).
