According to the new adjustment decision, the rest stop at Km478+200 on the North-South expressway, Dien Chau - Bai Vot section, located in Yen Ho commune (Duc Tho, Ha Tinh) will be adjusted to 3 hectares on each side, an increase of about 1.4 -1.6 hectares on each side compared to the initially approved scale.

The junction point between the Dien Chau - Bai Vot expressway section of the North - South expressway project, phase 2017 - 2020.

The Provincial People's Committee has just sent a document to Project Management Board 6 (Ministry of Transport) - Investor of the Dien Chau - Bai Vot expressway section of the North - South expressway project in the East, phase 2017 - 2020, on agreeing on the scale and design plan to adjust the rest stop at Km478+200 on the expressway being built in Yen Ho commune, Duc Tho district.

Previously, according to Decision No. 2319 dated October 30, 2018 of the Ministry of Transport on approving the feasibility study report of the investment component project for the construction of the Dien Chau - Bai Vot section, the rest stop will be built at Km478+200 in Yen Ho commune, Duc Tho district. This rest stop has an area of ​​1.36ha/station on the left side of the route and 1.58ha/station on the right side of the route, not including the service road system and the airspace of the highway. The scale of the station only meets the necessary needs for vehicles to stop and rest.

The rest stop on the Dien Chau - Bai Vot highway is located at Km478+200 in Yen Ho commune (Duc Tho).

On July 31, 2023, the Ministry of Transport issued Decision 938 approving the rest stop network on the North-South expressway in the East from Huu Nghi border gate (Lang Son province) to Ca Mau, including 36 stations, with an average distance between stations of about 59km.

Accordingly, the rest stop at Km478+200 in Yen Ho commune, Duc Tho district is adjusted to 3ha/side, an increase of about 1.4-1.6ha/side compared to the original approved scale. Regarding the design plan to adjust the rest stop at Km478+200, Project Management Board 6 will take advantage of the entire area of ​​the rest stop approved and the land acquisition in Decision 2319 dated October 30, 2018 of the Ministry of Transport, adjusting and expanding the area to ensure the above scale to the North compared to the approved rest stop.

The current status of the proposed additional area is rice land, does not affect residential areas and does not have important solid technical infrastructure works.

The Dien Chau - Bai Vot expressway section is being accelerated by the contractor.

Based on the proposal of the investor and the Department of Transport, the Provincial People's Committee also agreed on the scale and design plan to adjust the rest stop at Km478+200 of the Dien Chau - Bai Vot expressway section under the project to build a number of expressway sections on the North - South East route in the 2017 - 2020 period.

The Provincial People's Committee requests Project Management Board 6 to proactively coordinate with relevant departments, branches and localities of Ha Tinh to carry out procedures for adjusting and supplementing planning, land use plans, site clearance and related contents in accordance with regulations.

According to the decision of the Ministry of Transport, the network of rest stops on the North-South Expressway in the East from Huu Nghi border gate (Lang Son province) to Ca Mau includes 36 stations, the average distance between stations is about 59km. Of these 36 approved rest stops, 6 have been invested and put into operation, 3 are under investment and 27 have not been invested.

According to Circular 48/2012 of the Ministry of Transport, rest stops on the North-South Expressway in the East must have a minimum area of ​​1 hectare (each side of the road has 1 station of 1 hectare).

However, because the North-South Expressway in the East is a national artery, to ensure a long-term vision, in the approval of the rest stop network on the expressway issued by the Minister of Transport, stations that have not been invested in will have an area of ​​5 hectares/side, while rest stops near traffic hubs and large urban areas will have an area of ​​3 hectares/side.

Rest stops that have been exploited or are being invested in remain in their current state and size.

All uninvested rest stops will have investors selected through open and public bidding.
