According to the report of the Thanh Hoa Provincial Hydrometeorological Station, the total rainfall in the province from the beginning of the year to now is generally from 1,700-2,100 mm, reaching 120.7% compared to the average of many years (TBNN), higher than the TBNN of the same period and higher than the same period in 2023 by 22-41.7%. Currently, 304/610 reservoirs have been filled with water, the remaining 306/610 reservoirs are lower than the normal water level (MNDBT); the water level of 3 large reservoirs (at 07:00 on December 3, 2024) is as follows: Cua Dat reservoir (Thuong Xuan district) reached an elevation of (+109.59) m, 0.41 m lower than MNDBT and 0.2 m higher than the same period in 2023; Song Muc Lake (Nhu Thanh District) reached an elevation of (+31.17) m, 1.83 m lower than the average water level and 1.16 m lower than the same period in 2023; Yen My Lake (Nong Cong District) reached an elevation of (+18.53) m, 1.83 m lower than the average water level (+20.36) m and 0.43 m higher than the same period in 2023.
It is forecasted that from December 2024 to April 2025, Thanh Hoa province will have rainfall at approximately to approximately above the average and generally from 120-300 mm, in some places over 300 mm; average air temperature at approximately to approximately above the average; water levels on rivers fluctuate with a downward trend and are lower than the average of the same period; flow on Ma River at Cam Thuy, Chu River at Cua Dat is at approximately to higher than the average of the same period by 10-30% (from December 2024 to January 2025) and at approximately to lower than the average of the same period as well as the same period in 2024 by 5-10% (from February to April 2025); be on guard against the possibility of drought, localized water shortages, and saltwater intrusion deep into estuaries and coastal areas.
To proactively respond to the complicated weather situation, ensure production safety, minimize damage caused by drought, water shortage, and saltwater intrusion, the Chairman of the Provincial People's Committee requested the People's Committees of districts, towns, cities, Irrigation Works Exploitation Companies, Departments of Agriculture and Rural Development, Industry and Trade, Natural Resources and Environment, Irrigation Investment and Construction Management Board 3 and related units to focus on directing, operating, and implementing well the following contents:
The People's Committees of districts, towns, cities and Irrigation Works Exploitation Companies continue to seriously implement the Plans of the Chairman of the People's Committee on assigning targets for launching irrigation works in the dry season and organizing the Ceremony to launch the entire population to launch irrigation works in the dry season of 2024-2025 in Thanh Hoa province;
Develop a plan to prevent and combat drought, water shortage, and saltwater intrusion in the dry season of 2024-2025, in which it is necessary to determine the potential impact on each region and area to have specific and appropriate solutions; send it to the Department of Agriculture and Rural Development before December 15, 2024 for synthesis, monitoring, direction and reporting to the Provincial People's Committee and the Ministry of Agriculture and Rural Development;
Based on the forecast of hydrometeorological situation, check, evaluate and balance the water supply capacity of each key project (pumping station, lake, dam) for water needs, prioritizing water for daily life, livestock, irrigation for perennial crops with high economic value; specifically identify areas at risk of drought and water shortage to have a plan to arrange a suitable crop schedule, convert crop structure reasonably, resolutely not force planting, in places where there is not enough water for the whole crop, it is necessary to switch to dry crops that use less water (especially for reservoirs that are not safe, only partially or not stored water and reservoirs that are being repaired and upgraded);
Establish a rotating irrigation schedule for all canal levels in each irrigation system, widely propagate and publicize the irrigation schedule so that people know and implement it; coordinate with authorities at all levels to lead irrigation water according to the principle of high and far first, low and near later, especially during periods of water resource stress; regulate water distribution reasonably, economically, effectively and with specific plans, avoid water disputes in the system, do not let water loss or widespread water taking cause waste; strengthen management, operation, inspection and supervision to reduce water loss in canals, balance and reduce irrigation norms per hectare; implement advanced irrigation solutions, save water for rice and upland crops; absolutely do not drain canals, ponds, lakes, etc. to construct works or catch fish during the Lunar New Year 2025; Close and open sluices at river mouths and sea mouths reasonably to retain fresh water and prevent salt water; Strictly control salinity to ensure irrigation water meets requirements, take timely measures to treat salinity in tidal areas;
Dredging water intakes and canal systems; doing a good job of repairing and maintaining key works and works damaged by floods, especially pumping stations to ensure readiness for irrigation, based on weather, hydrometeorology, experience in irrigation management and forecasting, increasing water pumping during off-peak hours, taking advantage of pumping stored water into the fields to avoid artificial drought during the 2024-2025 Winter-Spring crop, especially during the concentrated flooding period and the dry period in late March and early April of the Winter-Spring crop lasting until the beginning of the 2025 Summer-Autumn crop;
Maintain the drought-fighting field pumps installed in previous years, plan to install additional field pumps, take advantage of all water sources to proactively pump and transfer water to serve agricultural production and people's lives, especially the irrigation areas of projects under construction that have not yet been put into operation; remote and remote areas with small areas should use oil pumps to pump promptly to avoid wasting water.
Strengthen information and propaganda about the water resources situation, the situation of saline intrusion to the people and the impact of climate change that will affect the drought and water shortage, raise people's awareness in using water economically; mobilize people to coordinate with units managing and exploiting irrigation works to collect, store and use water effectively. Proactively arrange local funding sources and mobilize other legal funding sources to implement plans to prevent and combat drought, water shortage and saline intrusion; if beyond capacity, report to the Chairman of the Provincial People's Committee for consideration and decision.
Irrigation Investment and Construction Management Board 3 presides over and coordinates with the Department of Agriculture and Rural Development, Song Chu One Member Co., Ltd., Nam Song Ma Irrigation One Member Co., Ltd. and related units to implement construction measures to ensure irrigation water supply conditions for agricultural production of the North Song Chu - South Song Ma canal system from December 10, 2024.
The Department of Agriculture and Rural Development urges, monitors, and focuses on directing the People's Committees of districts, towns, and cities, and the Irrigation Works Exploitation Companies to effectively implement irrigation work in the dry season according to the set plan; Closely monitor weather and hydrological developments, promptly provide information, warnings, and instructions on measures to prevent and combat drought, water shortage, and saltwater intrusion; Synthesize plans to prevent and combat drought, water shortage, saltwater intrusion, and the need for financial support from units and localities, report to the Chairman of the Provincial People's Committee for consideration, and submit to the Central Ministries and branches for support.
The Department of Industry and Trade shall preside over and coordinate with relevant units to direct hydropower plants to operate electricity generation with flow and time appropriate to water demand, while maintaining stable water levels to ensure that pumping stations along the Ma River take water for agricultural production; direct Thanh Hoa Electricity Company to focus on maintaining electricity supply for irrigation pumping stations, especially large pumping stations, and tidal pumping stations must be given priority for 24/24h power supply to take advantage of pumping water to serve drought and saltwater intrusion prevention work.
The Department of Natural Resources and Environment focuses on directing the implementation of salinity measurement and monitoring of the salinity limit of 1‰ on the Len, Ma and Yen rivers, promptly informing the Department of Agriculture and Rural Development, the Provincial Hydrometeorological Station, Irrigation Works Exploitation Companies, and People's Committees of relevant districts, towns and cities to direct the management of water intake to combat drought and avoid taking salty water.
Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, and mass media agencies in the province increase the time and promptly announce the direction and administration of the Government, Ministries, Central branches, and the Provincial People's Committee so that all levels, branches, and people know, proactively respond, and effectively overcome the disadvantages caused by the weather, ensuring comprehensive victory in the production of the Winter-Spring crop in 2024-2025 and the Summer-Autumn crop in 2025.
