Strengthening animal disease prevention and control in the province

Accordingly, the People's Committees of districts, towns and cities need to continue to thoroughly implement disease prevention and control measures according to the direction of the Provincial People's Committee in Official Dispatch No. 1089/UBND-NLN dated March 3, 2025; Official Dispatch No. 1431/UBND-NLN dated March 18, 2025 on proactive prevention and control of animal diseases; synchronously and drastically implement appropriate and specific measures in the locality according to the direction of the Prime Minister in Official Dispatch No. 31/CD-TTg dated April 4, 2025.

Regarding the first vaccination work in 2025 : Review the vaccination results to continue mobilizing and focusing forces to complete the first vaccination work in 2025 to ensure progress and quality; clearly assign responsibilities to organizations and individuals to monitor, inspect, urge, ensure proper vaccination techniques and quality to avoid waste and loss of vaccines, and handle difficulties and problems in the area.

Actively implement measures to prevent and control animal diseases.

Specialized agencies and People's Committees at commune, ward and town levels review the results of the implementation of the peak month of "Hygiene, disinfection and sterilization month, phase I, 2025" with the determination not to let pathogens exist in high-risk areas that cause disease outbreaks and spread. Continue to mobilize owners of livestock facilities, households and villages, hamlets and residential groups to regularly clean and sweep livestock areas, village roads and alleys before spraying disinfectants.

The Department of Agriculture and Environment directs the Veterinary and Plant Protection Department to closely coordinate with the People's Committees of districts, towns and cities; specialized units to closely inspect and monitor the disease situation and organize the implementation of the first vaccination campaign in 2025, supplementary vaccination for newly imported livestock and poultry; organize inspections of the management, use and results of vaccination in the whole province.

Ensure adequate vaccines for livestock and poultry.

In addition, fully prepare vaccines and chemicals, supply them to districts, towns and cities for implementation; strictly manage and effectively use the available quantity of vaccines and chemicals, avoid backlog and waste. Urge districts, towns and cities to report the results of the first vaccination period and settle the accounts for vaccines, supplies and chemicals according to current regulations.

Direct the Center for Agricultural Extension and Rural Clean Water to strengthen coordination in disseminating information on disease prevention and control measures; vaccination work and support mechanisms for vaccines and chemicals so that people can proactively coordinate with local authorities and specialized agencies in disease prevention and control.

Actively disinfect livestock barns to prevent and control epidemics.

Departments and branches: Health, Industry and Trade, Finance, Science and Technology, Construction, Provincial Police, Border Guard Command, Customs Department, Provincial Economic Zone Management Board, Lao Cai Newspaper, based on their assigned functions and tasks, proactively coordinate with relevant agencies and units to effectively organize the implementation of disease prevention and control work under the direction of the Provincial People's Committee.
