On the afternoon of November 22, after more than 3 hours of urgent, serious and highly responsible work, the conference "Disseminating the Party's guidelines and the State's laws and policies on the Association and improving the quality of consulting in the office work of the Northern Journalists Association" exceeded the requirements for the proposed program content.
The conference was carried out according to the 2024 work plan, aiming to help Party committees, authorities and all levels of the Journalists' Association and press agencies promptly grasp and better understand a number of Party policies and newly issued State laws and policies on the organization, operation and management of the Association.
At the Conference, delegates listened to the Central reporters disseminate the core contents of the Party's policies and the State's newly issued laws and policies directly related to the Association such as Decision 118 of the Secretariat and Decree 126 of the Government.

Most of the opinions focused on the need to clarify concerns that have been raised for many years about the regime and policies (Article 7 of Decision 118; Article 40 of Decree 126) or "State policies towards associations assigned by the Party and State" (Article 39 of Decree 126).
In addition, some opinions are concerned about the fact that "Heads of provincial associations are assigned staff" are ranked equivalent to "Deputy Heads of departments, agencies, branches..."; "Deputy Heads of provincial associations are assigned staff" are ranked equivalent to Heads of district-level departments according to Conclusion 35 dated May 5, 2022 of the Politburo on the list of titles, leadership positions and equivalents of the political system from the central to grassroots levels or the appointment of Chief of Office/Deputy Chief of Office (receiving department-level position allowance) of the local Journalists Association is facing difficulties because it does not meet the number of officials prescribed in Decree 120 of the Government.
In addition, there are opinions about whether people working regularly at the Association are entitled to public service allowance or not...
Basically, the above questions were answered by the reporters "reasonably and emotionally". These are in-depth, very practical and useful contents for the representatives of the leaders of the Journalists Association at all levels, press agencies and staff working in the Association's office to advise and assist the Association's Standing Committee to absorb, learn and apply in practice to focus resources to better perform the assigned political tasks.

Speaking at the conference, Permanent Vice President of the Vietnam Journalists Association Nguyen Duc Loi said that improving the quality and effectiveness of the Vietnam Journalists Association's activities is a requirement that has been set by the Party Central Committee Secretariat for decades, most recently in Directive 43 dated April 8 of the Secretariat "On strengthening the Party's leadership over the Association's activities in the new situation", and is also a legitimate demand, a complete trust of more than 26,000 members nationwide in the "Vietnam Journalists Association - the common home" that represents them.
To meet those requirements and demands, the Standing Committee of the Vietnam Journalists Association has been implementing many creative ways that have brought about very practical results. Closely following the Party's guidelines and the State's legal policies, in the 3 years of this term, the Standing Committee of the Association has directed the units under the Central Agency of the Association to closely coordinate with the Associations at all levels, press agencies nationwide in general and especially the Associations and press agencies in the Northern and Central regions to proactively deploy, flexibly and systematically implement the contents and activities under its authority; ensuring the role of guiding and guiding the activities of journalist members at the grassroots level.
Mr. Nguyen Duc Loi said that in the roadmap to improve the quality of activities of all levels of the Journalists Association in general, the activities of the Journalists Association, press agencies in the Northern region and in the Central region in particular; in the coming time, the Standing Committee of the Vietnam Journalists Association will continue to organize conferences and seminars to create synchronization and unity in awareness, thinking, skills in journalism and Association activities of journalist members, especially the leaders of the Association and staff working in the Association's office full-time so that they will be a very important link in the direction and implementation work.
