Prime Minister Pham Minh Chinh signed Official Dispatch No. 124/CD-TTg on strengthening the urging of state budget collection for land-related revenues in the last month of 2024.

Telegram No. 124/CD-TTg dated November 30, 2024 sent to Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated: From the beginning of 2024, the macro-economic situation continued to be stable, growth was promoted, major balances of the economy were ensured, the state budget revenue in the first 11 months of the year completed 106.3% of the estimate under the condition that many policies on exemption, reduction, and extension of taxes, fees, and land rents were implemented; 16/19 tax revenues and 40/63 localities collected domestic revenues reached and exceeded the schedule, ensuring resources to carry out macroeconomic development tasks according to the estimate decided by the National Assembly.
Besides positive results, the budget collection situation still faces many difficulties and challenges, affecting the overall collection results of the whole sector, especially land use fee collection, an important resource for development investment expenditure. Collection progress is still slow, reaching only 82.8% of the estimate by the end of November.
To contribute to completing the task of collecting the state budget at the highest level, creating momentum to well implement socio-economic development tasks in 2025 and the period 2026 - 2030... The Prime Minister requested:
1. The Ministry of Finance shall preside over and coordinate with relevant agencies to:
a) Direct the tax authority to strengthen tax management solutions, strictly control tax calculation, tax declaration, tax payment, collect correctly and fully all arising revenues according to tax law provisions, and prevent revenue loss to the state budget.
b) Review and urge timely payment to the state budget for tax and land rent amounts that have been extended according to Decree 64/2024/ND-CP dated June 17, 2024 on extension of the deadline for payment of value added tax, corporate income tax, personal income tax and land rent in 2024, Decree 65/2024/ND-CP dated June 17, 2024 on extension of the deadline for payment of special consumption tax on domestically manufactured or assembled automobiles when the extension period expires.
c) Continue to strictly implement the direction on strengthening financial discipline and order in state budget management, step up inspection, examination, fight against revenue loss, and resolutely collect tax debts.
d) Direct the Tax Authority to urgently coordinate with local agencies and departments to advise the People's Committees of provinces and cities to promptly handle and remove difficulties and obstacles in procedures and prices for real estate projects, speed up the disbursement of public investment capital, organize auctions, land allocation, land lease, urge timely collection into the state budget of revenues arising according to the provisions of the law on budget collection; promote the work of preventing revenue loss in the transfer of two-price real estate to create a healthy real estate market; review all projects that are slow to implement and have outstanding land use fees, synthesize and report to the People's Committees at all levels to direct relevant agencies to focus on removing obstacles to have a basis for urging timely collection of tax debts and land use fees into the state budget. In cases of deliberate procrastination and non-implementation, consult with the Provincial or City People's Committee to revoke the project in accordance with the provisions of law.
d) Direct the Tax Collection Agency and the State Treasury to arrange a department to operate the information technology system 24/7 in the last month of 2024 to support taxpayers in fulfilling their obligations to the state budget in a timely manner.
2. The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant agencies to:
a) Continue to organize training, propaganda, dissemination, and guidance for localities on the provisions of the Land Law; closely monitor the organization and implementation of the Land Law nationwide; summarize difficulties and problems to handle and resolve according to authority and report on matters beyond authority.
b) Urge localities to promptly complete the issuance of documents detailing the implementation of the Land Law according to assigned authority and develop and issue new land price lists to facilitate the timely and effective implementation of land auctions and land allocation, avoiding loss of state budget.
c) Strengthen inspection, examination and handling of violations by state management agencies and land users in localities.
3. The Ministry of Construction shall preside over and coordinate with relevant agencies:
a) Continue to promote the effectiveness of the Prime Minister's Working Group established under Decision No. 1435/QD-TTg dated November 17, 2022 of the Prime Minister.
b) Review, urge, and guide the removal of difficulties and obstacles in the implementation of real estate projects for localities and enterprises, especially difficulties and obstacles related to law, planning, projects with good liquidity, commercial housing projects, social housing, new urban areas, etc., thereby creating and promoting the development of the real estate market, attracting many large investment projects, creating a source of increased revenue for the state budget.
4. The Ministry of Planning and Investment shall preside over and coordinate with relevant agencies to:
Continue to remove institutional difficulties and obstacles, promptly guide and urge the handling of arising issues, speed up the construction progress and completion of important transport infrastructure projects, key national projects, inter-regional connectivity projects, put them into operation and use on schedule, create effects and increase the value of auctioned land in localities, and exploit and increase revenue from land resources.
5. The State Bank of Vietnam presides over and coordinates with relevant agencies:
a) Effectively implement Official Dispatch No. 122/CD-TTg dated November 27, 2024 on strengthening credit management solutions in 2024.
b) Direct commercial banks to continue reviewing and cutting inappropriate administrative procedures, creating more favorable conditions for businesses operating in the real estate business sector and home buyers to access credit sources, promoting sustainable development of the real estate market, and creating additional revenue for the state budget.
6. Chairman of People's Committee of provinces and centrally-run cities:
a) Promote the implementation of master planning and detailed planning as a basis for implementing effective, suitable, synchronous and modern real estate projects.
b) Urgently issue a complete land price list and other contents specified in detail in the Land Law and implementing documents; Direct the Department of Natural Resources and Environment, the Department of Finance, the Department of Construction to coordinate with relevant departments, branches and sectors to organize compensation and resettlement support well; focus on doing a good job of land appraisal and determination; speed up the auction of land use rights and land lease rights for qualified projects so that the Tax Authority has a basis to urge timely collection to the state budget for land-related revenues in the area.
c) Actively direct the review and clearly identify the number of outstanding land records, causes, solutions and specify the responsibilities of relevant organizations and individuals; review real estate projects that have been implemented in the area but still have problems with investment procedures, construction, planning, compensation, site clearance... to promptly remove difficulties and report to competent authorities for consideration of matters beyond their authority.
d) Resolutely direct the Departments, Boards and branches to review projects that have land allocation decisions, have no problems but the investors do not implement or implement behind schedule, do not properly fulfill financial obligations regarding land, then organize land recovery according to the provisions of the law on land, select investors with sufficient capacity to implement, and prevent waste.
d) Strengthen the monitoring and supervision of the local real estate market situation to promptly take appropriate measures and solutions to stabilize the situation, keeping the market developing safely, healthily and sustainably.
e) Continue to maintain and strengthen the activities of the Steering Committee for preventing revenue loss and recovering tax arrears, direct local sectors and levels to closely coordinate with the Tax Authority in revenue management, preventing revenue loss, recovering arrears for land revenues, exploiting to increase revenue for the state budget, striving to complete the task of collecting state budget revenues at the highest level.
7. Ministries, ministerial-level agencies, government agencies and localities:
a) Based on assigned functions and tasks, closely coordinate with relevant ministries and agencies, People's Committees of provinces and cities to effectively implement the Government's directives and telegrams on socio-economic development, state budget management and safe, healthy and sustainable real estate market development; promptly accelerate the disbursement of public investment capital for infrastructure works and projects under their management authority, thereby promoting the development of the real estate market.
b) Strengthen discipline, promptly disseminate to each unit, cadre, civil servant and public employee the serious implementation of the Prime Minister's instructions; immediately overcome the situation of avoiding, pushing work, fear of responsibility, not daring to advise and propose work handling, shorten the handling time and improve the effectiveness and efficiency of direction and administration. Strictly handle organizations and individuals who deliberately avoid, push work, shirk tasks, lack responsibility in performing public duties, causing delays or not deciding on issues and work under their authority. Timely commend and reward collectives and individuals who perform well their assigned duties and tasks, protect cadres who dare to think and act for the common good.
8. The Prime Minister assigns Deputy Prime Minister Ho Duc Phoc to direct, urge and organize the effective implementation of this Official Dispatch; report to the Prime Minister on issues beyond his authority.
9. The Government Office monitors and urges the implementation of this Official Dispatch according to its assigned functions and tasks.
