Strengthening operating conditions for press agencies to carry out political tasks

The Ministry of Information and Communications has given opinions and proposed that press management agencies increase financial resources for press agencies' operations.

The Ministry of Information and Communications has just issued Official Dispatch No. 3355/BTTTT-CBC requesting competent agencies to pay attention to directing press activities, arranging increased funding in 2023, increasing the budget estimate in 2024 for information and propaganda work, especially policy communication for affiliated press agencies.

Official dispatch No. 3355/BTTTT-CBC is a document to carry out the tasks in Directive No. 09/CT-TTg dated March 31, 2021 on improving the effectiveness of information and propaganda work to serve political tasks and essential information of press agencies in the period of 2021-2025, Directive No. 07/CT-TTg dated March 21, 2023 on strengthening policy communication work; based on current information and propaganda requirements and tasks.

Accordingly, the Ministry of Information and Communications requests the Central Party Committees, Central socio-political organizations, ministries, ministerial-level agencies, Government agencies, the Office of the National Assembly, the Supreme People's Procuracy, the Supreme People's Court, the State Audit, the Vietnam Union of Science and Technology Associations, the Vietnam Union of Literature and Arts Associations, the Vietnam Journalists Association, and the Vietnam Writers Association to thoroughly implement the Prime Minister's Directives to strengthen conditions for press agencies to perform information and propaganda tasks to serve essential political and information tasks.

The Ministry of Information and Communications received a number of comments from press agencies about difficulties in ensuring resources for information and propaganda tasks and assigning tasks and ensuring conditions for placing orders for press agencies according to regulations to carry out information and propaganda to serve political tasks, essential information, and policy communication from the state budget.

Regarding strengthening the financial resources of press agencies, currently, revenue from advertising activities and other services of press agencies is decreasing, leading to difficulties, especially for press agencies assigned financial autonomy in groups 1 and 2 according to Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government regulating the financial autonomy mechanism of public service units. Press activities and press agencies are always associated with the task of communicating policies, providing essential information, serving political tasks in the management field of the owner.

Therefore, the Ministry of Information and Communications requests that competent agencies pay attention to directing press activities, arranging increased funding sources in 2023, arranging increased funding estimates in 2024 for information and propaganda work, especially policy communication for affiliated press agencies to effectively carry out information and propaganda work to serve political tasks, essential information and policy communication, ensuring proper implementation of the licensed principles and purposes, and implementing well the financial autonomy mechanism of public service units according to Decree No. 60/2021/ND-CP.

The Ministry of Information and Communications also requested that the competent authorities perform tasks related to the authority to assign tasks and place orders; assign tasks to press agencies for information and propaganda; place orders for affiliated press agencies for information and propaganda... Based on the actual conditions of the unit, the competent press agencies shall consider arranging the budget for assigning tasks or placing orders for affiliated press agencies according to current specific conditions; strengthen conditions for press agencies to perform information and propaganda tasks to serve political tasks, essential information and policy communication...

Based on the economic and technical norms issued by the Ministry of Information and Communications, the competent authorities continue to direct their affiliated press agencies to urgently develop economic and technical norms and submit them to the competent authorities for promulgation of specific norm decisions so that the press agencies can do a good job of information and propaganda work to serve political tasks, essential information and policy communication, ensuring proper implementation of the licensed principles and purposes as well as good implementation of the financial autonomy mechanism of public service units according to Decree No. 60/2021/ND-CP.
