Accordingly, to enhance the effectiveness of management of drugs subject to special control, the Thanh Hoa Department of Health requests the Provincial Center for Disease Control to continue to provide Methadone treatment for drug addicts participating in treatment of opioid addiction with replacement drugs. Closely coordinate with the police forces at all levels to grasp the movements (treatment compliance) of patients participating in treatment of opioid addiction with replacement drugs.

Medical examination and treatment facilities (including private medical examination and treatment facilities) and drug rehabilitation facilities must strictly comply with regulations on preservation, distribution, use, destruction, delivery, transportation, and reporting of addictive drugs, psychotropic drugs, and drugs containing precursors in Articles 4, 6, 7, and 8 of Circular No. 20/2017/TT-BYT dated May 10, 2017 of the Ministry of Health detailing a number of articles of the Law on Pharmacy and Decree No. 54/2017/ND-CP dated May 8, 2017 of the Government on drugs and drug ingredients subject to special control.
Accordingly, addictive drugs, psychotropic drugs, and drugs containing precursors must be stored in a separate, securely locked warehouse or cabinet, not stored with other drugs or pharmaceutical ingredients, and must have surveillance cameras. In addition, Thanh Hoa Department of Health requires wholesale and retail establishments to strictly implement regulations on records, books and storage of documents and papers related to addictive drugs, psychotropic drugs, drugs containing precursors in Clause 1, Clause 2, Article 14 (for wholesale establishments) and Article 15 (for retail establishments) of Circular No. 20/2017/TT-BYT; make reports according to Clause 4, Article 47 of Decree No. 54/2017/ND-ND dated May 8, 2017 of the Government.
Wholesale and retail establishments must have complete records and books such as: Logbooks for tracking export, import, inventory, and keeping documents related to the purchase and sale of addictive drugs, psychotropic drugs, drugs containing precursors, etc.
In addition, the Department of Health Inspectorate and related professional departments, according to their functions and duties, shall coordinate with related units to strengthen inspection and examination of the implementation of regulations on management of addictive drugs, psychotropic drugs, and drugs containing precursors at medical examination and treatment facilities, compulsory drug rehabilitation facilities, wholesale and retail establishments of addictive drugs, psychotropic drugs, and drugs containing precursors in the area and strictly handle violations.
