Strengthening management of student transportation by car

The Department of Transport has just issued an official dispatch on strengthening management of student transportation by car in the province.

Accordingly, the Department of Transport requested the Department of Education and Training, People's Committees of districts, towns and cities to coordinate and direct educational and training establishments in the province to strengthen supervision and strictly manage passenger transport vehicles (from 16 to 45 seats) of the unit or rented unit used to transport and pick up students to school to strictly comply with regulations on transporting passengers by car; propagate to drivers to absolutely not carry more than the prescribed number of people; maintain distance and ensure speed when participating in traffic with the goal of "Human life is above all".

Only transport contracts for picking up and dropping off students may be signed with transport businesses that have been licensed to operate transport businesses in accordance with the provisions of Articles 43, 44, and 45 of Circular No. 12/2020/TT-BGTVT dated May 29, 2020 of the Ministry of Transport regulating the organization and management of transport activities by automobile and road transport support services. Vehicles in operation must comply with regulations on the age of use, valid registration and be granted vehicle badges in accordance with regulations.

In order to have a basis for checking the implementation of legal regulations on business and business conditions for automobile transportation, especially the organization of picking up and dropping off students by automobile, the Department of Transport requests the above units to provide a list of educational and training institutions that have signed contracts to organize the picking up and dropping off of students with transportation businesses in the province.

This document is to implement Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring order and safety of road traffic in the new situation; Official Dispatch No. 8443/BGTVT-VT dated August 4, 2023 of the Ministry of Transport on strengthening coordination in the work of general control of passenger transport and container freight vehicles.
