From now until the end of the year is the time when people's demand for goods increases sharply, this is also the time when smuggling, trade fraud (SRF), counterfeit goods occur frequently and become more complicated. In order to proactively fight against, state management agencies and functional forces in the area have made many efforts in preventing and combating SRF activities, contributing to building a healthy business environment, protecting the rights and legitimate interests of manufacturers, traders as well as the rights of consumers.

Accordingly, in order to combat and prevent illegal trade and counterfeit goods, the authorities have strengthened the investigation, research and grasp of the situation, clearly identified key routes and areas of illegal trade and counterfeit goods such as: Areas, subjects, goods, methods and tricks, masterminds, leaders... From there, there are plans and measures to combat, prevent, arrest and strictly handle violations, resolutely not to let hot spots of illegal trade and counterfeit goods occur in the area and management field. In particular, with the core role, closely following the direction of the Government, the National Steering Committee 389, the Provincial Party Committee, the Provincial People's Committee on the fight against illegal trade and counterfeit goods, the Provincial Steering Committee 389 has specified the responsibilities of each sector, each locality and each management field; At the same time, deploy professional measures, grasp the situation, identify key areas and subjects to proactively develop specialized plans, patrol and control, establish specialized projects to organize the fight, hit complex networks, gangs and locations, and handle violations.
Typically, in the Mong Cai border area, member units of the City Steering Committee 389 have closely followed the mission objectives, regularly inspected and controlled key areas, and seriously and effectively implemented the direction of the Central Government and the province. From December 16, 2023 to July 15, 2024, functional forces in Mong Cai City have arrested and handled 331 cases/341 subjects related to illegal trade and counterfeit goods with a value of goods of more than 11.1 billion VND, an increase of 15.73% in the number of cases and an increase of 161.02% in value compared to the same period in 2023. Of which, there were more than 170 cases of illegal trading, transportation, and gathering of prohibited and smuggled goods; more than 40 cases of trade fraud and tax fraud; 33 cases of production, business, and sale of counterfeit goods and goods violating intellectual property rights. From the beginning of July to July 15 alone, functional forces in the city have arrested and handled 42 cases/40 subjects related to BLGLTM and counterfeit goods with goods worth more than 771 million VND.

Assessing that from now until the end of the year, people's demand for tourism, shopping, and consumption will increase, with many potential complex factors, the Steering Committee 389 of Mong Cai City is focusing on directing functional forces to implement the plan to combat and prevent smuggling and counterfeit goods, in conjunction with the responsibilities of leaders and heads of units; not to be subjective, negligent, lose vigilance, or be passive in the face of new methods and tricks of the subjects. Along with proactively coordinating patrols and controls to arrest and handle subjects right from the land and sea border areas, functional forces in the area are promoting international cooperation to promote combined strength in the work of preventing and combating smuggling and counterfeit goods. Resolutely not to let hot spots of smuggling form in Mong Cai City.
In the first 6 months of 2024, the provincial Market Management force also inspected, detected and handled 630 cases/645 subjects violating the provisions of law in commercial business activities, including many cases of transporting and trading smuggled goods of unknown origin... The provincial Market Management Department issued decisions to sanction administrative violations with a total amount of more than 19 billion VND (equal to 138% compared to the same period), of which, administrative fines and auction of goods were 11.9 billion VND, the value of destroyed goods was nearly 7.3 billion VND.
It is forecasted that in the last 6 months of the year, the activities of counterfeit goods and trade fraud will have many complicated developments. Therefore, the Provincial Market Management Department determined that it is necessary to continue to focus on directing and implementing key tasks and doing a good job of forecasting the market situation to develop appropriate management solutions. The unit will also proactively coordinate with relevant functional sectors to strengthen inspection and control of the area, not allowing the formation of hotspots of counterfeit goods.
According to Mr. Nguyen Dinh Hung, Director of the Provincial Market Management Department, in order to effectively carry out the fight against illegal trading, the Provincial Market Management Department will continue to thoroughly grasp and strictly implement the Party's guidelines, policies and laws of the State, and the direction of the Central and the province on market management. The Department will also continue to effectively carry out political and ideological education and legal education for civil servants and employees, in conjunction with strengthening discipline and administrative discipline. Resolutely handle civil servants and employees who lack a sense of responsibility and lax management, allowing violations to occur in the management area without promptly advising and proposing measures to inspect and handle violations. Thereby, contributing to creating a healthy environment for production and business activities in the province.
It is forecasted that the situation of illegal trade, counterfeit goods and illegal transportation of goods from now until the end of the year may have complicated developments due to the high demand for consumer goods during the peak summer tourist season and the September 2nd holiday, especially some key items such as food, candy, cigarettes, foreign alcohol... Therefore, in addition to the efforts and determination of the authorities, all organizations and individuals need to continue to enhance their roles and responsibilities in the fight against illegal trade and counterfeit goods, contributing to ensuring security and order in the province.
