Recently, with the proactive and drastic measures of all levels and functional sectors in ensuring traffic safety and order (TTATGT), the awareness of students in the province in complying with traffic safety regulations has had positive changes. However, the situation of students violating traffic safety and order laws is still complicated, with many potential risks of accidents and collisions. Therefore, to ensure traffic safety and order in schools, and prevent traffic accidents (TNGT) among students, in addition to the solution of strengthening management by schools and functional forces, it is necessary to have active attention and cooperation from families in managing, educating and disciplining their children.
Violations are still quite common.
Recently, when traveling on some roads, it is not difficult to see images of students, especially high school students, driving motorbikes, scooters, and electric scooters without wearing helmets. On some roads, there are also groups of students lining up in threes or fours, driving in the wrong lane, carrying more people than allowed, using umbrellas, cell phones, talking, joking, etc., causing traffic disorder and affecting the traffic of other vehicles. In particular, some students also drive XGMs in a zigzag manner, weaving, running red lights, endangering themselves and other road users, and potentially causing traffic accidents.
According to the assessment of the authorities, recently, the situation of students in the province violating traffic safety while going to school is still quite common. The most prominent situation is the situation of parents letting young people, teenagers, and students drive when they are underage, do not have a driver's license; do not wear helmets, weave and swerve on the road when participating in traffic.
According to the current Road Traffic Law, people aged 16 and over are allowed to drive XGM with a cylinder capacity of less than 50cm3, people aged 18 and over with a driving license are allowed to drive XMT, XGM with a capacity of 50m3 or more; for students, they must have a driving license and identification papers. However, the number of students driving XMT, XGM to school without a driving license is increasing, even in some secondary schools, students have been seen driving XMT. More worryingly, during peak hours of picking up and dropping off students, many parents also show a lack of exemplary behavior when participating in traffic. According to the law, children aged 6 and over must wear helmets when participating in traffic by motorbike, but very few parents strictly follow this regulation.
In order to raise awareness of traffic safety laws among students, the Department of Education and Training (DET) has issued regulations and standards for educational institutions in disseminating and educating traffic safety laws to students. In particular, the Department of Education and Training stipulates: Students who violate the law for the first time will have their conduct grade lowered by one level for the month, be criticized in front of the class and school, be reviewed and invited to their families to pledge not to continue violating. Students who violate the law for the second time will have their conduct grade lowered by one level for that semester. Students who repeat the violation many times will be classified as having poor conduct, warned in front of the whole school, recorded in their school records and notified to their families for appropriate educational and deterrent measures. Along with that, 100% of schools organize for parents and students to sign a commitment to strictly comply with traffic regulations. The Department of Education and Training also closely coordinates with the Provincial Police and the Provincial Youth Union to organize propaganda and dissemination sessions on traffic safety laws for teachers and students; build models of "Traffic Safety School Gate", "Traffic Safety Self-Management Team"...
There are many causes of traffic safety violations among students, but the main and direct cause is due to the low awareness of law compliance of a number of students, who like to express themselves; many parents have inadequate awareness, do not care about educating their children properly or are too indulgent, allowing their children to freely use vehicles as they like. Along with that, the work of traffic safety education, especially the dissemination of legal knowledge on traffic safety for students in some schools, although implemented, is not very effective. On the other hand, the handling of students who violate traffic safety regulations only stops at the level of reminders, leading to the mentality of traveling freely without fully anticipating the risks of traffic accidents that may occur. In addition, the law on means of transport, such as XGM under 50cm3, XMĐ is not strict, it is necessary to consider and supplement the law for these types of vehicles.

Need for synchronous and effective solutions
At the national online conference on ensuring traffic safety for students (organized by the Government on November 2, 2023), the Traffic Police Department (CSGT), Ministry of Public Security, provided statistics on traffic accidents involving students (aged 6-18). Accordingly, from December 15, 2022 to October 14, 2023, there were 881 traffic accidents involving students nationwide, killing 490 people and injuring 827 people (an increase of 8 cases, a decrease of 33 deaths, and a decrease of 34 injuries compared to the same period in 2022).
In Ha Nam, also from December 15, 2022 to October 14, 2023, there were 12 traffic accidents involving students in the province, killing 6 students and injuring 9 students. The authorities have inspected, handled, and recorded administrative violations in 299 cases, imposing fines of over 133 million VND. The results of the analysis of the causes of traffic accidents involving students show that accidents occur mainly due to students' lack of observation and failure to yield the right of way when participating in traffic. In addition, some students lack awareness and understanding of the Road Traffic Law, leading to accidents. On the other hand, infrastructure in some localities in the province is still limited (lack of signs, traffic lights, speed bumps, etc.), creating a number of "black spots" and "potential spots" with the risk of traffic accidents. In addition, there are many traffic accidents involving students that are the responsibility of a portion of parents. Some parents are indifferent and irresponsible in managing their children. When their children violate traffic safety regulations, they show a lack of cooperation with the authorities and cover up their children's violations.
Faced with the above worrying situation, to minimize traffic accidents involving students, there must be many drastic solutions, along with the cooperation and participation of all levels, sectors and functional forces. Accordingly, all levels, sectors and forces need to pay attention to and make efforts to invest in appropriate traffic infrastructure, meeting the actual requirements of the current increase in traffic vehicles. With the Department of Education and Training, it is necessary to issue unified and appropriate regulations on handling student violations in this field, thereby helping schools have more synchronous legal basis in implementing management and handling of violations; continue to coordinate with functional sectors to innovate the content and form of traffic safety education and training, focusing on individual propaganda, applying social networks to help students easily remember, understand, relate and apply. At the same time, provide specific information on serious traffic accidents involving students to raise awareness and responsibility of parents, teachers and students in proactively and voluntarily preventing traffic accidents.
The police force continues to closely coordinate with the education sector and schools to promote traffic safety education and training, provide guidance on driving skills for students; strengthen inspection and handling of students who violate traffic laws; strengthen patrols, controls, promptly detect, prevent and strictly handle students who violate traffic laws by driving XMT and XGM when they are not qualified, do not have a driving license, do not wear helmets, speed, carry more people than prescribed, weave, and gather to disturb public order. At the same time, strictly handle cases where parents let students drive their vehicles in violation of regulations. In particular, focus on maintaining information exchange on traffic safety violations by students between the authorities and schools and from schools to families for joint management and education, in order to promote the highest efficiency in ensuring traffic safety for students.
In addition to the school's management and the synchronous and resolute handling measures from the authorities, the most important thing is that each parent needs to raise their sense of responsibility, regularly monitor and remind their children to strictly comply with the law when participating in traffic, especially parents should not give XMT, XGM when children are not old enough to drive vehicles to prevent unfortunate consequences that may occur.
