Milk and functional foods for children under 6 years old must officially declare prices.

DNVN - The Ministry of Health has just issued Circular 33, detailing the economic and technical characteristics of milk and functional foods for children under 6 years old. These products will be subject to price stabilization and must declare their prices to ensure strict management and transparency of prices in the market.

According to the Circular, milk for children under 6 years old is divided into two groups. The first group includes formula nutritional products for children under 36 months old, produced according to national technical regulations issued by the Ministry of Health . The second group is milk and nutritional products containing animal milk in powder or liquid form, announced for use for children under 6 years old but not subject to national technical regulations.

Regarding functional foods, the Circular stipulates that products for children under 6 years old subject to price declaration include health protection foods, medical nutritional foods (foods for special medical purposes), supplementary foods and foods for special diets that do not contain milk.

Milk and functional foods for children under 6 years old are on the list of products that must have their prices declared.

The Circular also emphasizes that these products must clearly declare relevant information, including product name (detailed name), classification, product form (dosage form or dosage form) and registration receipt number of the declaration or self-declaration number of the product.

This new regulation will officially take effect from January 1, 2025. At the same time, two old documents, Circular 30 (issued on October 4, 2013) on the list of milk for children under 6 years old that are subject to price stabilization and Circular 22 (issued on September 12, 2018) on the list of functional foods for children under 6 years old that are subject to price declaration, will expire when Circular 33 takes effect.

The Ministry of Health assigns the Provincial People's Committee the responsibility to organize the implementation of receiving price declarations in accordance with the provisions of the law on prices. The competent authorities assigned to receive declarations at the local level are also responsible for sending price declaration information to the Ministry of Health, through the Department of Food Safety, to assess market price fluctuations and develop a price stabilization report.

In addition, organizations and individuals that declare milk and functional foods for children under 6 years old (including products used for many age groups, including children under 6 years old) are responsible for submitting price declaration documents to the local price declaration receiving agency according to the provisions of Clause 1, Article 17 and Clause 2, Article 18 of Decree 85 dated July 10, 2024 of the Government .

The Department of Food Safety - Ministry of Health is assigned to preside over and coordinate with relevant units to guide the implementation and organization of Circular 33. During the implementation process, if there are any difficulties or problems, organizations and individuals can directly report to the Ministry of Health (through the Department of Food Safety) for consideration and resolution.
