The Ministry of Transport is seeking comments on a draft to replace the Circular regulating training, granting and revoking maritime pilot professional certificates and maritime pilot operating area certificates.
In the draft, the maritime pilot professional certificate is defined as a document certifying the professional ability of maritime pilots and captains who meet the requirements.
In the training and examination work, granting certificates of professional competence for maritime pilots, certificates of maritime pilot operating areas, the draft regulation stipulates that maritime pilot training facilities are maritime universities and colleges that specialize in training in Ship Control.
Students attending the maritime pilot training course must have graduated from university or higher in Ship Control (Illustration photo).
The tasks of the maritime pilot training facility are to organize and manage training according to the prescribed maritime pilot training program; Research and improve teaching methods, improve training quality; propose amendments and supplements to the maritime pilot training program as appropriate; and store maritime pilot training records according to regulations.
The training facility will decide to exempt or reduce the subjects in the maritime pilot training program for Vietnamese citizens who have a Certificate of Maritime Pilot Competency (GCNKNCMHTHHH) issued by a foreign agency or organization.
The exemption must be based on the content of training abroad corresponding to the content of the maritime pilot training program prescribed by the Minister of Transport, with the total volume of exempted content not exceeding 50% of the total volume of the maritime pilot training program.
Notably, according to the draft, maritime pilot training facilities will decide to establish a maritime pilot examination council, instead of the Vietnam Maritime Administration as currently regulated. This amendment aims to decentralize the maritime pilot training facilities.
The maritime pilot examination council has from 5 to 7 members, including: The Chairman of the Examination Council is the representative of the leadership of the maritime pilot training facility, the members are the leaders of the maritime pilot organization and the leaders of relevant organizations of the maritime pilot training facility.
The Maritime Pilot Examination Council is responsible for organizing the graduation examinations for the basic maritime pilot training course and the advanced maritime pilot training course.
At the same time, establish a question bank for each maritime pilot class and maritime pilot area; propose adjustments and updates to make the exam questions closer to reality; Organize, administer and inspect exams, as well as handle incidents that occur during the exam (if any).
At the same time, the Maritime Pilot Examination Council established a Board of Examiners for the graduation exams of the basic maritime pilot training course and the advanced maritime pilot training course, as well as synthesizing the exam results and deciding to recognize graduates of the maritime pilot training course.
The graduation exam jury will have 5-7 members, including a Premier maritime pilot with at least 36 months of experience as a Premier maritime pilot; a captain of a ship with a gross tonnage of 3,000 or more and at least 36 months of experience in the corresponding position; a reputable expert in maritime expertise and profession, and a representative of the Maritime Port Authority.
Meanwhile, under current regulations, the jury also includes representatives of the Inland Waterways Port Authority.
According to the Vietnam Maritime Administration, the abolition of the Inland Waterway Port Authority is due to the fact that currently, the number of ships entering and leaving seaports is mainly seagoing vessels. The Maritime Port Authority is a specialized maritime management agency, controlling the number of ships entering and leaving and issuing seaport regulations.
In fact, the examination council often invites representatives of the maritime port authority to ask questions and grade exams. Maritime pilots mainly lead ships at sea, and the number of times they lead ships into waterway ports is only on the Tien River route.
