TPO - The software digitizes the entire process of reviewing draft resolutions of the Ho Chi Minh City People's Council, while applying AI to look up and summarize the main content of the document, convert text to voice and vice versa, and support the export of minutes of reviewing draft resolutions.
Outstanding utilities of artificial intelligence (AI) application software supporting the review of draft resolutions of the Ho Chi Minh City People's Council were applied at the 17th session of the 10th Ho Chi Minh City People's Council, term 2021 - 2026, which opened on the morning of July 15.
With the goal of improving the operational efficiency of the committees under the Ho Chi Minh City People's Council, the Department of Information and Communications of Ho Chi Minh City has coordinated with the Office of the City People's Council to pilot software to support the activities of the Ho Chi Minh City People's Council, including AI applications, first applied at the 17th Session.

According to the HCMC People's Council, up to now, the review of draft resolutions of committees under the City People's Council has been carried out through the form of transferring paper documents for delegates to review and comment.
With a large number of documents and paper documents received, delegates had difficulty reading and looking up related documents (legal documents, documents of agencies and units under the City People's Committee) to give opinions.
From here, the software supporting the activities of the HCMC People's Council has digitized the entire process of reviewing draft resolutions of the People's Council, and at the same time applied AI to look up and summarize the main content of the document, convert text to voice, and convert voice to text to support delegates in the process of reviewing draft resolutions.
The final result of the software is to support the export of draft resolution review minutes.

The pilot implementation of the software has helped delegates access timely and complete review records and provide feedback anytime, anywhere, regardless of the organization of meetings.
In addition, AI applications also help to look up related records and documents more quickly. Delegates can immediately grasp the main content of the reports through the AI application function to summarize the text.
At the end of the review process, delegates will “press the button” to vote in favor of the draft resolution being submitted to the People’s Council for approval. Through the software, the review process of the draft resolution of the HCMC People’s Council will also be more public.
The software supporting the activities of the HCMC People's Council is a product of phase 1 of the Project to build a virtual assistant to serve civil servants and city leaders, implemented by the Department of Information and Communications of HCMC in coordination with relevant agencies and units. This is also an important content in the Digital Transformation plan of HCMC that will be implemented in the coming time to improve the productivity of officials and civil servants, while supporting the city's leaders to make decisions more promptly and effectively.
