In his opening speech, the Vice Chairman of the People's Committee of Hoa Binh province emphasized that the Cau Ngu ceremony and the flower lantern release on the Da River have profound spiritual significance. Through this activity, it contributes to honoring the spiritual cultural values ​​and the beauty of the Vietnamese people's spiritual culture with the purpose of praying for national peace and prosperity, favorable weather, a year of bountiful harvests, and the country's prosperity, and to show gratitude to those who have contributed to the fisheries industry; preserving and promoting the values ​​of traditional national cultural identity.

According to the Vice Chairman of the People's Committee of Hoa Binh province, the flower lanterns released on the Da River are both aesthetic and unique, and have spiritual values ​​in cultural traditions; at the same time, they create a highlight to introduce and promote tourism products imbued with the cultural identity and people of Hoa Binh. Each flower lantern is lit, each person prays for a good thought, a peaceful thought, wishing for luck, and peace for themselves and for everyone.

Immediately after the opening speech of the leaders of Hoa Binh Provincial People's Committee, the shamans performed the Cau Ngu ritual; the provincial leaders and the people conducted the ritual of releasing flower lanterns into the Da River. The ritual of releasing thousands of lighted flower lanterns created a magical and shimmering scene on the river surface, leaving a beautiful impression on every local and tourist participating.
