Early approval of high-tech agricultural zone in Dam Ha

In order to expand the concentrated high-tech aquaculture zones, in 2019 the Provincial People's Committee approved the Project to establish a provincial-level high-tech aquaculture zone in Dam Ha district. However, the project has not yet been approved by the competent authority. Voters requested the Provincial People's Committee to direct and recommend to the competent authority to soon approve the construction and operation of concentrated commodity production zones associated with logistics services, creating conditions and encouraging secondary investors in Dam Ha district.

The project of the provincial-level high-tech agricultural zone for aquaculture in Dam Ha district has a scale of 169.5 hectares in Tan Lap commune and Dam Ha commune (Dam Ha district). The goal of the project is to form a high-tech agricultural zone with the core being science and technology organizations and enterprises participating in investment to develop high technology in the industrial aquaculture sector, or apply high technology to produce products such as breeds, commercial farming technology, supporting technology to serve the development of brackish water shrimp and other specific aquatic products with high productivity, quality, and added value, in order to expand to concentrated aquaculture areas applying high technology in and outside the province.

Regarding infrastructure management, the total area of ​​the area in Dam Ha district is 169.5 hectares, of which the Viet-Uc Group, the strategic investor of the high-tech agricultural zone, manages 102.6 hectares. Of the remaining 66.9 hectares, the secondary enterprise, after being leased land, will manage 45.3 hectares; 21.6 hectares will be allocated to build a centralized wastewater and waste treatment system.

The total estimated investment capital for the project is 829 billion VND, of which the provincial budget is 159 billion VND, directly invested in sea dykes combined with traffic routes and site clearance. Enterprise capital is 670 billion VND invested in technical infrastructure and equipment for production in the high-tech agricultural zone... The project is divided into 3 phases: Phase 1 to 2020; Phase 2 from 2021 to 2023; Phase 3 from 2024 to 2025.

Viet Uc Seafood Company Limited - Quang Ninh creates many jobs for local workers.

Currently, in the new high-tech agricultural zone, there is a project of a super-intensive high-tech shrimp farming and seed production complex with a scale of more than 100 hectares invested by Viet Uc - Quang Ninh Seafood Company Limited (Viet Uc Group). The company has put into use 24 larval nursery production houses, a water treatment plant using advanced technology, a disease testing room, and a high-tech commercial shrimp farming model in a greenhouse...

Currently, the unit supplies 1.4 billion shrimp seeds/year to Quang Ninh and the North. Notably, the unit has also created jobs for many local workers. Ms. Hoang Thi Kim Nhung, Chairwoman of Tan Lap Commune People's Committee, said: The establishment of a high-tech agricultural zone is very necessary, opening up a new direction for development for the commune and district. On the local side, we hope that this agricultural zone will be approved soon to continue to attract more investors here.

It is known that on July 23, 2020, the Provincial People's Committee submitted a document to the Ministry of Agriculture and Rural Development requesting the issuance of a decision to establish and the operating regulations of the high-tech agricultural zone. However, at that time, the Provincial Planning had not been approved by the Prime Minister, so the Ministry of Agriculture and Rural Development could not appraise it to submit to the Prime Minister for approval.

In February 2023, after the Provincial Planning was approved (updated the Dam Ha High-Tech Agricultural Zone). Next, on May 30, 2023, the Provincial People's Committee issued a document assigning the Dam Ha District People's Committee to preside over the development of the Project to establish the Dam Ha High-Tech Agricultural Zone. Accordingly, the district has established a working group to develop and complete the project of the high-tech agricultural zone. The project has been submitted 4 times, the draft project has been implemented to collect opinions from departments and branches. Currently, Dam Ha district has received the direction of the Provincial People's Committee and comments to complete the project.
