The Government Office issued Notice No. 522/TB-VPCP dated November 14, 2024, concluding the Prime Minister Pham Minh Chinh at the meeting of the National Committee for Education and Training Innovation on orientations and solutions for implementing education and training innovation according to Conclusion No. 91-KL/TW of the Politburo.

In the above Notice, Prime Minister Pham Minh Chinh, Chairman of the National Committee concluded: Fundamental and comprehensive innovation in education and training is of special importance for rapid and sustainable development, ensuring progress and social equity and is clearly defined in Resolution No. 29-NQ/TW of the Central Committee and Conclusion No. 91-KL/TW of the Politburo. A breakthrough in the quality of education and training, especially high-quality human resources, must be associated with factors of time, intelligence, aspiration, self-reliance and integration with the spirit of promoting self-reliance, self-reliance, self-confidence, autonomy and national pride; taking people as the center, the subject, the goal, the driving force and the main resource for development; enhancing the mobilization and effective use of all resources, in which internal resources are fundamental, strategic, long-term, decisive, and external resources are important and breakthrough.

On August 12, 2024, the Politburo issued Conclusion No. 91-KL/TW on continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration".

The conclusion sets out a number of key tasks that Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations need to carry out. In particular, focusing on reviewing, amending, supplementing and perfecting mechanisms, policies and laws on education and training, removing bottlenecks; continuing to improve the quality of comprehensive education at all levels of preschool, general education, continuing education and political and ideological education for students. bottlenecks; continuing to perfect the national education system in an open, flexible and interconnected direction, promoting a learning society and lifelong learning; promoting digital transformation in education and training...

The Ministry of Education and Training synthesizes, carefully reviews, and fully absorbs the opinions of the members of the National Committee and delegates attending the meeting, promptly completes the draft Action Program to implement Conclusion No. 91-KL/TW of the Politburo, and submits it to the Government for promulgation in November 2024, noting:

- Closely follow the guidelines, policies and guidelines of the Party and State, especially in Resolution of the 13th National Congress, Resolution No. 29-NQ/TW of the Central Committee and Conclusion No. 91-KL/TW of the Politburo; ensure conformity with the functions and tasks of ministries, agencies, localities and practical situations and requirements.

- Concise and clear content for implementation, clearly demonstrating high determination, great effort, drastic action, focus, key points, clear people, clear work, clear time, clear responsibility, clear products, easy to urge, easy to check, evaluate, do each job thoroughly.

- Promote decentralization and delegation of power to localities and educational and training institutions; create favorable conditions and enhance local autonomy and creativity with the spirit of "local decision, local action, local responsibility".

- Improve the quality of teaching and learning, focus on improving the quality of the teaching staff, teaching and learning appropriate to the age of students, inspiring students, taking students as the center, teachers as the driving force.

- Develop, review and perfect mechanisms and policies to promote the formation and development of social learning institutions and lifelong learning.

- Focus on reviewing the planning of the network of educational and training institutions; training high-quality human resources in the fields of basic and traditional sciences and emerging industries and fields; increasing the mobilization and effective use of investment resources for education and training, ensuring that the state budget for education and training accounts for at least 20% of the total state budget expenditure; gradually making English the second language in schools, and training other foreign languages ​​according to demand.

In the above Notice, the Prime Minister also gave his opinion on the recommendations of the National Committee.

Specifically, regarding the Education Development Strategy for the period up to 2030, with a vision to 2045, the Prime Minister requested the Ministry of Education and Training to closely follow the Politburo's guidelines and orientations in Conclusion No. 91-KL/TW, promptly review and complete the draft Strategy dossier, and submit it to the Prime Minister for promulgation no later than the first quarter of 2025, ensuring order, procedures and quality.

Regarding the unification of state management of education and training, ensuring synchronization and connectivity from preschool education, general education, continuing education, vocational education to university education, the Prime Minister requested the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs, according to their functions and tasks, to review and evaluate the overall situation, shortcomings, difficulties, obstacles and causes of difficulties and obstacles, lessons learned, select the best options, propose and recommend specific solutions, and report to the Government and the Prime Minister.

Improving the quality of human resources in the education sector

Regarding improving the quality of human resources and managing civil servants in the education sector, the Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to review and propose on the establishment of the education sector; research, review, amend and supplement regulations on establishment management and civil servant standards, paying attention to the factor of increasing the scale of schools and classes in big cities, industrial parks, export processing zones, and densely populated areas; building general schools according to the inter-level model, reducing the number of separate schools associated with improving quality, suitable to the situation and practical requirements, conditions of regions, areas, localities, and the country.

Regarding career guidance and student streaming in general education, the Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to review and evaluate the implementation of Decision No. 522/QD-TTg dated May 14, 2018 of the Prime Minister on the Project on career guidance and orientation for student streaming in general education for the period 2018 - 2025; to be completed in 2025.

Regarding investment resources for education, the Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Education and Training and the Ministry of Finance to research and summarize good models and good practices, as a basis for developing projects, mechanisms and policies to mobilize resources for education and training development, in which it is noted that State resources play a leading role, activating social resources and with the spirit of "resources originating from thinking, motivation originating from innovation, strength originating from the People and businesses".

Building breakthrough policies to attract foreign scientists and overseas Vietnamese to teach

Regarding attracting foreign experts, the Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to research and develop projects, mechanisms and breakthrough policies to attract and employ foreign experts, scientists and overseas Vietnamese to teach, research and work at Vietnamese educational institutions.

Regarding the learning society institution, the Ministry of Education and Training shall preside over and coordinate with the Vietnam Association for Promoting Education and relevant agencies to research and review the completion of the institution for building a learning society and lifelong learning, paying attention to having appropriate mechanisms and policies to encourage and create favorable conditions for everyone to have equal access to a learning society and lifelong learning.
