On the evening of November 3, the Ministry of Culture, Sports and Tourism coordinated with the People's Committee of Lai Chau province to open the first Cultural Festival of ethnic groups with a population of less than 10,000 people and Lai Chau Tourism - Culture Week 2023 with the theme "Preserving, promoting and spreading the traditional cultural identity of ethnic minorities". Secretary of the Party Central Committee, Head of the Central External Relations Commission Le Hoai Trung; representatives of leaders of central ministries and branches attended the Festival. On the side of international guests, there were representatives of leaders of Kim Binh district, Yunnan province (China); members of the delegation and enterprises of 3 provinces of Northern Laos, enterprises of Hong Ha district, Yunnan province, China. Speaking at the opening of the Festival, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy emphasized: "The traditional culture of ethnic minorities with very few people is a valuable heritage. It is not only the property of a land, people or locality, but also a priceless asset of the nation, contributing to the richness, diversity and unity of Vietnamese culture". Affirming that "preserving the traditional cultural identity of ethnic minorities with very small populations is a political, economic and social task of special importance in building and developing the country", Deputy Minister Trinh Thi Thuy said that the Cultural Festival of ethnic groups with a population of less than 10,000 people was held for the first time in Lai Chau province to honor and promote the value of the identity of ethnic minorities; contribute to educating the tradition of patriotism, national pride, strengthening the strength of the great solidarity of ethnic groups; promote the efforts of each individual to strive to rise up with the aspirations and determination to build the homeland to be increasingly rich, civilized and polite.

The organization of the Festival also demonstrates the Party and State's attention to ethnic affairs in general and ethnic minorities in particular; it is an opportunity for each person to express their feelings, gratitude, and great contributions to the Party, Uncle Ho and generations of ancestors who have worked hard to build, preserve and develop their land. The Festival is an opportunity to introduce and promote the potential and strengths of developing culture, sports, tourism and traditional culture of ethnic groups in the process of innovation, integration and development; contributing to raising the awareness and responsibility of all levels, sectors and all classes of people in the work of preserving and promoting the cultural identity of the community of 54 ethnic groups in Vietnam. Expressing the honor and pride that the locality was chosen to host the Festival, Chairman of Lai Chau Provincial People's Committee Le Van Luong affirmed that this is an opportunity for localities to exchange experiences, exchange and learn to strengthen the great national unity bloc; honoring and promoting the core values of the fine traditional culture of 14 ethnic groups with a population of less than 10,000 people from 11 provinces across the country. Mr. Le Van Luong hopes that during their stay here, delegates and visitors will spend a lot of time experiencing and having the best impressions of the land and people of Lai Chau, the homeland of 4/14 ethnic groups with a population of less than 10,000 people nationwide. At the opening ceremony, representatives of the Ministry of Culture, Sports and Tourism and leaders of Lai Chau province presented souvenir flags and flowers to the provinces participating in the Festival. Immediately after the ceremony, the opening art program of the Festival took place with 3 chapters: Aspiration to rise with the great forest; Sparkling colors of the great forest; Majestic Lai Chau - Happy festival. The art program selects unique folk songs, folk dances, folk music with strong ethnic identities and some famous songs of provinces with ethnic minorities. Thereby, introducing and promoting culture, beliefs, concepts, changes in life, quintessence in music art, folk performing arts...

The first Cultural Festival of ethnic groups with a population of less than 10,000 people took place from November 3-5 with many attractive cultural, sports and tourism activities such as: Performances, introduction of festival excerpts; traditional cultural rituals, Mass Arts Festival; traditional sports competitions; Off-road motorbike racing; Putaleng Open Paragliding Competition... In addition, the Organizing Committee has created a space to display and introduce typical cultural products of ethnic groups with a population of less than 10,000 people from localities; demonstration of traditional crafts of ethnic groups with a population of less than 10,000 people; cultural and sports exchanges of ethnic groups. On this occasion, Lai Chau province organizes Lai Chau Tourism - Culture Week 2023 with activities of surveying and connecting domestic travel businesses in 3 provinces of Northern Laos (Phong Sa Ly, U Dom Xay and Luang Prabang) and Chau Hong Ha, Yunnan province, China and a seminar to assess the potential for exploiting and developing tourism products of the province; Organizing a space to display and promote tourism and typical agricultural products; Space to display, promote, introduce and enjoy tea, promote and introduce ginseng, orchids and ornamental plants of Lai Chau.
