The Department of Finance received Official Dispatch No. 11176/UBND-TH dated December 28, 2023 of the Provincial People's Committee (PPC) on handling voters' opinions and recommendations reflected via the online telephone line at the 17th session of the 18th Provincial People's Council (PPC). Based on the assigned functions and tasks, the Department of Finance has responded to the recommendations within the scope of management and respectfully reports to the Standing Committee of the Provincial People's Council and the Provincial People's Committee as follows:
Content of the petition: Mr. Nguyen Duy Son, residing in Hamlet 6, Lang Son Commune, Anh Son District, reported that the People's Committee of Lang Son Commune has not yet allocated a budget to support cadres, civil servants and public employees working at the One-Stop Department according to Resolution No. 05/2023/NQ-HDND of the Provincial People's Council.
Answer: Clause 1, Article 3 of Resolution No. 05/2023/NQ-HDND dated July 7, 2023 of the Provincial People's Council on support policies for cadres, civil servants and public employees working at One-Stop Departments at all levels in Nghe An province stipulates: "Funds to support cadres and civil servants working at One-Stop Departments at all levels in the province from the State budget are guaranteed according to decentralization and other legal funding sources according to current regulations".
In Document No. 5963/UBND-KSTT dated July 20, 2023 of the Provincial People's Committee on the implementation of Resolution No. 05/2023/NQ-HDND dated July 7, 2023 of the Provincial People's Council, in which, the Provincial People's Committee requested the People's Committees of districts, cities and towns to direct the People's Committees of communes, wards and towns in the area to arrange support funds for cadres, civil servants and public employees working at the One-Stop-Shop Department at the commune level from the State budget according to decentralization and other legal funding sources according to current regulations.
Accordingly, the budget for implementing support policies for cadres, civil servants and public employees working at the One-Stop-Shop at the commune level is one of the expenditure tasks guaranteed by the commune-level budget according to decentralization and is arranged in the commune-level administrative management expenditure estimate according to regulations on the allocation norms of the local budget's regular expenditure estimates in 2022, stable until 2025 in Resolution No. 21/2021/QD-UBND dated December 9, 2021 of the Provincial People's Council, accordingly, the allocation norms for commune-level administrative management expenditure are: VND 530 million/commune/year for type I communes, VND 490 million/commune/year for type II communes, VND 450 million/commune/year for type III communes.
Based on the above support level and the ability to balance the commune-level budget (if any), the People's Committee at the commune level shall submit to the People's Council at the same level for decision on allocation and assignment of budget estimates to implement support contents (including budget for implementing support policies for cadres, civil servants and public employees working at the One-Stop-Shop Department at the commune level) according to current regulations and in accordance with the actual situation in the locality.
