Summary of civil and administrative enforcement work in the first 6 months of 2025

In the first 6 months of the year, the Department of Judicial Enforcement issued the Administrative Reform Plan of the Judicial Enforcement System of Yen Bai Province in 2025. Implement and direct the District Judicial Enforcement Sub-Departments to review the Judicial Enforcement procedures according to regulations and publicly post them at the agency's headquarters, and post them on the Department's Electronic Information Page so that people know how to implement them, including procedures for civil judgment enforcement, administrative procedures, and procedures for handling complaints and denunciations. Post legal documents on judgment enforcement, documents related to the field of judgment enforcement, and types of documents required to be made public are all made public on the Department of Judicial Enforcement's Electronic Information Page.

Maintain the public posting of the list of judgment debtors who are not yet eligible for judgment enforcement; publicly post on the Electronic Information Portal of the Department of Civil Judgment Enforcement the results of the selection of property auction organizations and the announcement of the selection of property auction organizations.

The provincial Department of Civil Judgment Enforcement has thoroughly grasped, disseminated and popularized policies and laws on corruption prevention and combat to specialized departments under the Department and district-level Civil Judgment Enforcement Sub-Departments. Continue to strictly direct the implementation of legal provisions on corruption prevention and combat in civil judgment enforcement, focusing on implementing Regulation No. 132-QD/TW dated October 27, 2023 of the Central Party Secretariat on controlling power and preventing and combating corruption and combat in prosecution, trial and judgment enforcement activities.

Right from the beginning of the year, the Department issued the 2025 Anti-Corruption Plan. In the first 6 months of 2025, the THADS agencies of Yen Bai province did not have any cases of violating regulations on anti-corruption and negativity. In 2025, the total number of cases to be executed was 3,437, of which 1,719 cases were completed in the first 6 months, reaching a rate of 61.52%; the total amount to be executed was over 394.5 billion VND, of which 74.180 billion VND was completed, reaching a rate of 31.87%.

Regarding the results of debt collection for credit institutions: The total number of cases to be executed is 77, corresponding to the amount of 146,889,067,000 VND. Completed: 5 cases, corresponding to the amount of 27,529,278,000 VND. Regarding the collection of revenues for the State Budget: The total number of cases to be executed is 2,668, corresponding to the amount of 59,412,689,000 VND. Completed 1,601 cases, collecting the amount of 22,237,772,000 VND, reaching 71% in terms of cases and 53% in terms of money.

In the last 6 months of the year, the Department of Execution of Civil Judgments will focus on directing the synchronous implementation of targets and tasks for 2025. Strengthening discipline and administrative order; focusing all resources, reviewing, evaluating, and developing plans to organize the final execution of cases with conditions for execution, especially cases of great value, cases of recovering money and assets in criminal cases of corruption and economics; increasing the rate of recovering money and assets for the State; cases of enforcing collections related to credit institutions and banks, with conditions for execution, which have not been executed for more than 3 years; strictly controlling the number of cases with conditions for execution, which have issued decisions to execute judgments for more than 1 year but have not been executed, and the number of cases transferred to separate monitoring books.

Coordinate well with the police agency at the same level to develop a plan to protect enforcement before the district-level units organize enforcement with mobilized forces to ensure that the enforcement work is carried out safely and effectively, and in accordance with the functions and tasks of each agency as prescribed. Strengthen inspection, professional guidance, and update new legal regulations related to enforcement work. Strengthen internal supervision measures in enforcement agencies.

Improve the effectiveness of citizen reception, complaint and denunciation settlement, ensuring that all complaints and denunciations are settled in accordance with the law from the grassroots level. Strengthen coordination with relevant agencies in performing tasks; maximize the attention and support of local Party Committees, authorities and relevant sectors. Proactively advise local Party Committees and authorities to direct further strengthening of coordination between relevant agencies and units in organizing the execution of judgments, especially organizing the enforcement of major and complicated cases that affect the political security and social order situation in the locality.
