Border guard work summary for the first 6 months of 2023

On the morning of June 21, the Party Committee and Command of the Thanh Hoa Provincial Border Guard held a conference to review border work, Party work, and political work in the first 6 months of 2023; draw experience from 1 year of implementing regulations on military ideological management, grasping and orienting public opinion in the unit. Colonel Do Ngoc Vinh, Commander of the Provincial Border Guard chaired the conference.

Conference overview.

In the first six months of 2023, the Party Committee and the Border Guard Command of Thanh Hoa province advised the Provincial People's Committee to deploy a plan to effectively implement the 2023 projects in the border areas and sea areas. Firmly manage and protect the sovereignty , border security and sea areas of the province. Regularly patrol, control, protect the border, national border markers, border works and combat IUU fishing. Organized 215 unilateral patrols/1,325 officers and soldiers; 24 bilateral patrols/576 officers and soldiers participated. Coordinated with the Coast Guard Region 1 Command to participate in the first joint patrol in the waters adjacent to the demarcation line of the Gulf of Tonkin between Vietnam and China in 2023. Strictly maintain combat readiness. Review, supplement, and complete the system of operational documents, border and sea protection plans for 2023, and coordination plans with adjacent units. Proactively implement PCTT-TKCN tasks in border areas and sea areas; mobilize 3 ships and canoes, 385 officers and soldiers to participate in TKCN, forest fire fighting, and help people overcome the consequences of natural disasters.

Lead, direct, thoroughly grasp, study and seriously implement resolutions, directives, conclusions and regulations of the Central Committee, Central Military Commission, Ministry of National Defense , Party Committee, Border Guard Command and Provincial Border Guard Party Committee and Command on military, national defense and border work.

Organize propaganda and mobilize people to participate in protecting territorial sovereignty and national border security; combat illegal, unreported and unregulated fishing (IUU). In the first six months of the year, 59 propaganda sessions/2,124 listeners were organized; 560 hours of propaganda were broadcast on the radio system; 24,000 leaflets were printed and distributed; 120 news and articles were developed and broadcast on television, central and local newspapers. Organized for 1 collective, 54 households, 104 individuals to participate in self-management of border lines and national border markers; 497 self-management teams of security and order/1,625 members, 422 safe boat teams/1,820 boats/3,447 crew members, 110 safe ports/220 members.

Improve the effectiveness of staff work, participate in building and consolidating the grassroots political system, and develop the socio-economy in the border areas. Promote the role of Border Guard officers with 4 comrades participating in the district-level Party Committee, 17 comrades holding the position of Deputy Secretary of the Commune Party Committee, 3 comrades participating in the District People's Council, 4 comrades participating in the Commune People's Council. Introduce 41 party members to participate in activities at 41 village and border quarter party cells of the two districts of Muong Lat and Quan Son. Assign 513 party members to be in charge of 2,501 households in the border areas and coastal areas. Advise, consolidate and perfect 55 village party cells, admit 35 new party members. Organize training and foster knowledge of mass mobilization for 4 classes/670 grassroots cadres, village chiefs, and prestigious people in ethnic minority areas.

Build 4 special projects to combat drug and explosive activities. Preside over the arrest and handling of 92 cases/107 subjects; seize 17,030 synthetic drug pills; 57.243 grams of heroin; 2 kg of opium resin; 10 kg of explosives, 500 detonators and many other exhibits. Prosecute 24 cases/31 subjects; impose administrative penalties on 68 cases/76 subjects, and pay nearly 491 million VND to the state budget. Coordinate with other forces to arrest 7 cases/9 subjects. Propagandize and mobilize people to hand over 45 homemade guns of various types.

Maintain and carry out well the activities of Border Guard foreign affairs and People's diplomacy; maintain and promote the exchange and twinning activities between 6 Border Guard stations and 3 Border Guard companies of Hua Phan province; 17 pairs of border villages. Sponsor 11 Lao students in the program "Helping children go to school".

Regarding the content of experience gained from 1 year of implementing the regulations on ideological management of soldiers, grasping and orienting public opinion in the unit, the report at the conference stated: Over the past year, the Party Committee and the Border Guard Command of Thanh Hoa province have thoroughly grasped and seriously implemented Regulation No. 775, dated May 12, 2022 of the Director of the General Department of Politics "On ideological management of soldiers, grasping and orienting public opinion in the Vietnam People's Army". Applying closely to the practical situation of the unit. The discipline, regime of management, assessment, classification of ideological situation, grasping and orienting public opinion are maintained and implemented regularly, consistently and effectively at each level. Promoting the role of organizations and forces well, creating a combined strength in ideological work. The content and measures for implementing ideological management, grasping and orienting public opinion have been innovated, achieving practical results. Thereby, it has built up cadres and soldiers with a firm ideological stance, pure and healthy moral qualities, incidents that occur are detected and handled promptly; creating motivation to contribute to building a clean and strong party organization, a comprehensively strong unit "Exemplary, typical".

Authorized by the Chairman of Thanh Hoa Provincial People's Committee, Colonel Do Ngoc Vinh awarded a Certificate of Merit to the Provincial Border Guard's Department of Crime Prevention and Control for its achievements in the fight against crime.

Also at the conference, authorized by the Chairman of Thanh Hoa Provincial People's Committee, the Provincial Border Guard Command awarded Certificates of Merit to 1 collective and 6 individuals with outstanding achievements in the fight against crime, contributing to ensuring social order and safety in the province.

Colonel Hoang Van Hung, Political Commissar of the Provincial Border Guard, awarded a bonus to Project Team TH423.

The Provincial Border Guard Command also awarded a bonus to Project Team TH423 and presented Certificates of Merit to 7 individuals with outstanding achievements in the fight against drug crimes.
