Ho Chi Minh City Department of Education and Training proposed to split Tran Dai Nghia High School for the Gifted into two schools.

The Department of Education and Training of Ho Chi Minh City has just submitted a document to the City People's Committee requesting permission to reorganize the model of Tran Dai Nghia High School for the Gifted in accordance with the Law on Education.

Split into two Tran Dai Nghia schools

Accordingly, based on current legal regulations and practices, the Department proposes the following options:

Separate the secondary school block of Tran Dai Nghia High School for the Gifted and enroll non-specialized high school classes to form Tran Dai Nghia Secondary and High School. This school will have its own legal status under the Department in accordance with the school type prescribed in Circular No. 32 (2020) and Circular No. 05 (2023) of the Ministry of Education and Training.

With this proposal, Tran Dai Nghia High School for the Gifted will be split into two schools with the following names and headquarters addresses:

Tran Dai Nghia High School for the Gifted: located at Lot P2, 38.4ha resettlement area, An Khanh Ward, Thu Duc City (this is the current second campus of Tran Dai Nghia High School for the Gifted).

Tran Dai Nghia Secondary and High School: located at 53 Nguyen Du, Ben Nghe Ward, District 1 (currently the first campus of Tran Dai Nghia High School for the Gifted).

Tran Dai Nghia High School for the Gifted is a public school in the specialized school system. Tran Dai Nghia Secondary and High School is a public school in the general school system with many levels.

Both schools are invested by the State, which ensures operating conditions and represents the owner; both are public service units that partially self-insure regular expenses.

How is the admission at two Tran Dai Nghia schools?

In the report, the Department of Education and Training proposed a two-phase enrollment roadmap for Tran Dai Nghia High School for the Gifted.

Phase 1 (from the 2024-2025 to 2026-2027 school years): Enroll and train students in specialized classes; continue to train students in non-specialized classes (because students in these classes have been enrolled and organized in specialized high schools, they will continue to follow the regulations in Circular No. 06 of 2012 and Circular No. 12 of 2014 until they finish grade 12 according to the regulations in Article 2 of Circular No. 05 of 2023 of the Ministry of Education and Training).

Phase 2 (from the 2026-2027 school year onwards): Enroll and train 100% of specialized class students.

Regarding the enrollment and training roadmap of Tran Dai Nghia Secondary and High School, from the time of establishment (school year 2024-2025) onwards, the school will continue to train secondary school students of Tran Dai Nghia Specialized High School; enroll and train secondary and high school students.

Regarding personnel, the department proposed a plan: From the beginning of the 2024-2025 school year, the principal and 3 vice principals, teachers and staff of Tran Dai Nghia High School for the Gifted will be responsible for organizing the activities of Tran Dai Nghia Secondary and High School.

During the 2024-2025 to 2026-2027 school year, appoint a new principal and 1 vice principal; transfer 1 vice principal from Tran Dai Nghia High School for the Gifted to Tran Dai Nghia Secondary and High School to ensure the number of vice principals according to regulations; Continue to use the existing teaching staff of Tran Dai Nghia High School for the Gifted (inter-school teaching staff) to maintain the training quality for Tran Dai Nghia Secondary and High School.

Review and rearrange the staff (library, educational equipment, staff in charge of student counseling, clerks, accountants, treasurers, school health workers) of Tran Dai Nghia High School for the Gifted to transfer redundant cases and recruit new staff for Tran Dai Nghia Secondary and High School, but still ensure not to increase the number of assigned employees.

From the 2027-2028 school year onwards, the department will calculate and divide the teaching staff of Tran Dai Nghia High School for the Gifted to Tran Dai Nghia Secondary and High School so that both schools basically meet the quota of the number of employees and ensure that the number of employees assigned is not increased.

Separating Tran Dai Nghia High School for the Gifted: Responding to the wishes of parents and students

Regarding social impact, the Department of Education and Training believes that after its establishment, Tran Dai Nghia Secondary and High School will continue to implement the secondary and high school programs and other models. This will meet the needs and aspirations of students and parents regarding the quality of education provided by the school.

This plan does not cause major changes in the arrangement, organization, structure, personnel, organization and implementation of the educational program and continues to exploit the school's strengths in training secondary school students.

Also according to the department, after the separation, Tran Dai Nghia High School for the Gifted is still organized and operates according to current legal regulations, so the social assessment of the high school level has little change as a school unit that trains high-quality students in the city; maintains its attraction in recruiting students into specialized classes at the high school level; helps promote the school's strengths in nurturing excellent students and comprehensive education, and specialized students have conditions when participating in admissions, applying for scholarships, participating in international academic exchanges...
